This report is a process evaluation of Further Education (FE) reviews that took place between 2015 and 2017. The evaluation aims to develop the understanding of the enablers and barriers, as well as perceptions of impact and effectiveness, of the area reviews. Each area review was led by a local steering group composed of a range of stakeholders within the area, for example, FE and sixth-form colleges (SFCs), Local Enterprise Partnerships (LEPs), and Local Authorities (LAs). This report provides an overview of steering group members' views on the area review process and perceptions of its impact, especially in relation to colleges' financial resilience and the quantity and quality of learning provision. In particular, the evaluation focused on: (1) gathering evidence to assess the success of the area reviews 'on the ground', from the viewpoint of those involved in shaping and responding to the recommendations; (2) identifying lessons learnt from successes and challenges, and what might be done differently if a similar exercise is undertaken in the future and; (3) understanding perceptions of how area reviews, and particularly the recommendations for restructuring FE providers, are affecting the quantity and quality of provision in local areas, and perceptions around how effective mergers and other forms of restructuring have been in improving the resilience of providers. The report concludes by considering the key findings to take forward for future interventions that review FE provision.

This report examines five case studies of workplace literacy initiatives. Workplace literacy is defined in this study as several sets of skills and attitudes believed to be necessary in order to function competently in the current workplace environment. The aim of the study was to develop a clearer understanding of what takes place within workplace literacy programs in order to evaluate whether vocational institutions have a comparative advantage over other providers of workplace literacy programs. Based on a literature review, the authors developed a series of hypotheses that supported the premise that vocational institutions have a comparative advantage. Each case study was tested against these hypotheses. The case study data was collected through formal and informal interviews, document examination, and on-site observation. The case studies revealed features of vocational institutional provision of workplace literacy training that supported the hypotheses and concluded that to claim a comparative advantage over other workplace literacy program providers, vocational institutions should capitalise on their strengths. This research project was based on the premise that the study of institutions in which exemplary vocational education is found might provide insights regarding the nature and importance of this environment. Specifically, a study of exemplary institutions may provide better conceptions of quality instruction and learning environments, a sounder foundation from which to understand and support significant change and improvement, and an avenue of improvement by linking the research in vocational education with other efforts to understand and facilitate institutional improvement. This guidebook reveals critical elements of successful secondary-postsecondary occupational articulation efforts currently in place. It also reviews the kinds of problems encountered by these programs and provides some potential solutions. Finally, it examines some related kinds of arrangements that may help pave the way towards workable secondary-postsecondary curriculum coordination. Project staff investigated 18 programs already underway and the investigation revealed two major approaches to secondary-postsecondary occupational articulation training efforts: the time-shortened model and the advanced skills model. Time-shortened programs are the most common and take many forms. Advanced skills programs also eliminate duplication of training across the secondary-postsecondary levels, but their main purpose is to streamline occupational training for grades 11-14 in order to incorporate into the curriculum more advanced training than a traditional postsecondary occupational program would allow. The intention is to graduate students at a master technical level, mainly for industries and businesses adopting high technology.

This detailed report focuses on the system of skill standards developed for the accounting profession in an effort to provide lessons from past efforts for those working on current initiatives. It presents the experiences and outcomes of accounting standards-setting which has, in many cases, been successful in establishing a national, uniform system of certification for public accountants. The report begins with two sections examining the evolution of accounting into a twentieth century profession, followed by a detailed investigation of accounting skill standards and how those standards are developed, taught, and assessed. The accounting standards are presented in terms of their technical, academic, and real-world characteristics. For technical standards, the report focuses on the standards-setting process, the CPA examination, ethical standards, and continuing education. In the discussion of academic and real-world skills, the key issues related to accounting education and experience requirements are the focus. Show less

Federal vocational education legislation mandates that state accountability systems measure academic skills and performance. This book describes various outcomes assessment approaches able to provide support for improved assessment at institutional, program and student levels, that were identified during a two-year research program of the National Center for Research in Vocational Education (NCRVE) at the University of Illinois. The document is intended to support, firstly, local postsecondary educational leaders responsible for outcomes assessment for vocational education and secondly, policymakers, researchers, teacher educators, and other groups also involved in the development of outcomes assessment.
The chapters sequentially discuss institutional outcomes, program outcomes, and student outcomes assessment. Each chapter presents a discussion of various outcomes assessment approaches and suggested implementation strategies and issues. Most chapters include case study discussions of the implementation of each approach in postsecondary situations. The conclusion summarises the main ideas and offers a challenge to consider the use of alternative approaches to improve outcomes assessment practices for postsecondary vocational education.
