The Labour Market Dynamics (LMD) research programme, funded by the New Zealand Foundation for Research, Science and Technology (FRST), is an interdisciplinary research project designed to explore and explain various dynamics of economic and labour market participation. The first phase of the programme sought to explain how individuals made decisions about access to, and participation in, the labour market, with particular emphasis on the lifecycle of the household. The second phase of the LMD shifted to investigating aspects of non-standard work (NSW) in New Zealand. In addition [to a number of research projects], three case studies of specific groups are being undertaken to explore the emergence of NSW in specific contexts. This particular report focuses on the experiences of midwives.

Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model - be it self-employment or online 'gig work' - can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers' situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the 'artists' insurance system' in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.

As societies progress, they tend to undergo structural changes, raising questions about established ideas and leading towards new directions in the process. Labour markets constitute one such area of change. It has been suggested in the literature that as a society transforms from an industrial society to a post-industrial society, peoples' attitudes about work and career tend to change and that, as a result, there is a growing recognition of non-standard working arrangements, particularly within professions such as accountancy. However, much of what is in the literature is still largely speculation, with little empirical evidence to support the various assertions. Based on a questionnaire survey and in-depth interviews involving practising accountants who are currently using non-standard working arrangements, this study examines the factors that caused them to opt for non-standard work, and the issues associated with their subsequent experience as non-standard employees. The findings of this study indicate that accounting as a profession is faced with some major issues in this area. The interviewees expressed concerns about a lack of response from the accounting firms to changing trends in the labour market. The findings also suggest that this is an area that deserves the attention of the professional body, the Institute of Chartered Accountants of New Zealand.

This report details research into communication practices in non standard work contexts. Five case studies were conducted which involved 'non standard workers' drawn from those effected by casualisation and out sourcing, telecommuting, multiples jobs and 'portfolio work'. The research indicated that basic skills (such as communication skills) are not transferred but re-contextualised by new forms of situated learning and that the terms 'generic' and 'transfer' are therefore misleading. The report concludes that to be successful in non standard work contexts people will need to become good learners, which will enable them to continually learn the skills needed for their current work context. This report is composed of a case study of three small, Tasmanian printing businesses which were developing quality assurance systems to meet the international standard. Workplace reform was achieved in an effort to increase quality and profit. The businesses were: Bokprint Pty Ltd (Launceston), Advocate Printers (Burnie), and Circular Head Chronicle (Smithton). These firms were part of the Beacons Project, co-ordinated by the Tasmanian Printing Industry Training Board (TPITB) and by QA (quality assurance) consultants John Price and Colin Straughan. Together, they worked to prepare these businesses for QA certification.
This case study was written for the TPITB, which has since been amalgamated into the Tasmanian Arts, Communications, Information Technology, Printing and Recreation Industry Training Advisory Board. Funding was contributed by the federal Department of Industrial Relations and the National Industry Extension Service. Show less

A key planning instrument for the vocational education and training sector is the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS), introduced by the Commonwealth Government in 1994. The Standard will eventually apply nationally to all public and private elements of vocational education and training, and is expected to improve the educational outcomes of the traditionally State-controlled training systems and focus effort on the achievement of national priorities and objectives for the sector. It claims to integrate the statistical requirements for policy and planning with the information required for management, providing concise, consistent and well understood information about employment, education and training and its impact on the workforce and the labour market. It aims to identify strengths and weaknesses of the training enterprise, and become a vital component in making vocational education and training a strong, competitive and relevant industry with the ability to focus and plan effectively for the future. This thesis reviews and evaluates the effect of the new information reporting requirements on the Western Australian Academy of Performing Arts. A descriptive/evaluative case study approach has been adopted, utilising the 1994 and 1995 AVETMISS data collections of this organisation. The data collected are reviewed and analysed with respect to their ability to provide information which can function both as a management tool to support decision-making, policy development and the planning of viable educational options, as well as an effective instrument for reporting outcomes for the purpose of public accountability. After two years of practical experience with AVETMISS reporting, it is appropriate that this mechanism be reviewed with respect to its purpose and application within a vocational education and training context.

This evaluation report aims to provide information to the General Assembly/Economic and Social Council and to the legislative and governing bodies of the participating organizations and to the members of the United Nations Chief Executives Board for Coordination (CEB) on how the United Nations system organizations have implemented the resolutions aimed at mainstreaming or supporting the decent work agenda with a view to using the lessons learned in the finalization of the post-2015 agenda. The purpose of the evaluation is not to review ILO activities to mainstream decent work, but rather the United Nations system's response.

Proponents of contracting-out generally argue that competition is the major factor that drives efficiency in the delivery of public services by private contractors. However, for competitive forces to work, public contract management must ensure that public markets function effectively. This article presents a case study of competition in the market for public employment services. The Australian Job Network has gained international prominence because it became the first case of a government fully contracting out its public employment service. The article compares the development and regulation of competition in Australia's Job Network with that in the Netherlands and the British employment zones. With the exception of Australia, the latter can be considered the most pronounced and coherent examples of contracting out public employment services.
