This document is based on outcomes of the round table discussion organised jointly by the European Training Foundation (ETF) and the Slovenian Phare vocational education and training (VET) Reform Programme Management Unit, held in Bohinj, Slovenia from October 4-6, 1998. There is increasing evidence, particularly in the countries of Central and Eastern Europe, of growing unemployment among lower qualified young people. The development of national concepts of using VET as a means to combat social exclusion are important as an initial step towards a solution to this problem. This report is designed to provide a general overview of the challenges and raise awareness of the need to develop target group-specific policies and programs at both local and national levels to facilitate social exclusion. The three-day seminar focused on the experiences of Slovenia and Hungary, examining the issue of school drop-out and providing some comparison with experiences in other European Union (EU) countries. The report begins by providing some background information relating to school leavers without vocational qualifications in EU and partner countries. The following section summarises the situation in Slovenia and Hungary, developments in partner countries, experiences from EU countries, common issues emerging from the discussion, and initial steps towards the development of national concepts for VET against social exclusion. The next two sections provide more detail on the situation in Slovenia and Hungary and the experiences of the EU countries; Spain, Germany and the United Kingdom. Annex 1 provides detailed information about the situation of lowly qualified young people and measures being adopted to address the problem in several partner countries (Albania, Bulgaria, the Czech Republic, Estonia, Kyrgyzstan, Latvia, Lithuania, Macedonia, Poland and Romania) and annex 2 contains a list of participants.

This study is the first part of a more extensive study that will examine retention in vocational education and training (VET) modules using a range of techniques. The study will: use the publicly available data provided by the National Centre for Vocational Education Research (NCVER) through its statistical series; investigate patterns of retention using exploratory quantitative approaches that seek to reveal the underlying structure of the data; consider the data as inherently complex and involving multivariate interaction; and explore a range of analytic and exploratory tools to identify those most useful for this data. The increasing emphasise on and expansion of education and the importance of qualifications raises the issue of what happens to those who do not complete their secondary school education. This report, focusing on early school leaving in Australia forms part of the Longitudinal Surveys of Australian Youth (LSAY) research program. It focuses on students who leave school before the beginning of Year 11. The first part of the paper examines the social and demographic characteristics of early school leavers. The second part reports on the reasons for early school leaving and the third part of the study compares school leaving with social background, demographic, social and attitudinal factors. It also focuses on the effect of individual schools on early school leaving. The final section of the study examines the post-school activities of early school leavers focusing on their labour force participation.

This report is intended to highlight policy issues to do with the delivery of Youth Training (YT) programs. It has three main aims. They are: (1) to test the feasibility of using existing data sources on the former YT to improve estimates of early leaving from YT and other work based training; (2) to identify common characteristics of early leavers; and (3) to compare characteristics of YT early leavers with those who complete their period of YT but do not achieve their planned outcome. The research raises a number of questions in the areas of the quality of data and internal factors relating to the programs. These policy issues are briefly discussed. Show less

In the United Kingdom (UK), high-density urban housing estates are recognised as areas of increasing socio-economic disadvantage that require improved education and training opportunities to assist unemployed residents develop their vocational skills and gain employment. The further education (FE) sector has the community presence to target these areas and offer educational opportunities, promote participation and improve overall levels of achievement. This bulletin is based on research undertaken in three inner-city housing estates to investigate the connections between high density public housing and educational access, opportunity and attainment. The research revealed that these communities have learning needs which are not being met. FE colleges will need to develop innovative responses to facilitate their participation in learning opportunities. The bulletin provides a summary of the main findings of the project, conclusions drawn from the research and recommendations for good practice based on innovative work already underway in some colleges. The ‘SACE improvement strategy - SACE completion’ project was a South Australian Certificate of Education (SACE) improvement strategy approved by the Senior Secondary Assessment Board of South Australia (SSABSA) Board. The project investigated the factors affecting students’ completion or non-completion of the South Australian Certificate of Education (SACE). The project represents the first large-scale combined qualitative and quantitative investigation of SACE completion conducted by SSABSA. It uses qualitative data collected through various surveys of students and school personnel, and personal interviews with students, to supplement quantitative information from the SSABSA database. The views of students, teachers, school staff and other personnel indicate that the SACE is only one factor in a number of circumstances influencing students’ decisions to leave school early. A consistent theme to emerge is that students have specific expectations about the contribution that the SACE, teachers, and schools should make to their future pathways in life. Participants consistently responded that they expected schools, teachers, and the courses and subjects they took to provide life skills and vocational knowledge and training that could be used in the workplace and in life generally. The findings have provided direction for immediate action and practical improvements to the SACE. As a result, the SSABSA Board and Management Group have developed an action plan to implement recommendations and suggested measures designed to improve the SACE. Show less

This paper presents results from research at Sydney Institute of Technology that is intended to measure organisational performance with regard to improving access, participation and completion rates of its customers with special needs (CWSN). The first part of the paper outlines the selection and definition of CWSN performance indicators which give relevant and accessible data. The eight indicators currently being applied are: enrolment rate; representation in Award streams; pathways; student contact hours; course completions; module completion rate; module load completion; and attrition. The second part of the paper presents an example from the available data and a description of the process of aligning the data with occupations predicted to have the highest average annual growth rate in the next five years within the Sydney area. The paper concludes with a brief comment on implications of the research for vocational education and training (VET) and occupational destinations for CWSN.

This publication reports on a project begun in 1995 in the United Kingdom (UK) and funded by the Further Education Development Agency (FEDA). The project sought to contribute to an understanding of the learning experiences of young people (aged between 15 and 19 years) in post-16 education. It explored the processes involved in their transitions into, through and beyond further education (FE) with reference to their lives outside formal education. The publication focuses on the learning careers of young people in three FE colleges in the UK and juxtaposes case studies with discussion of FE policy issues. The first chapter provides background information on the study and the second chapter presents case studies of two of the three FE institutions attended by most of the study participants as a context for the learner case studies. Chapter 3 presents the three contrasting case studies of learning careers and defines the characteristics of each, revealing aspects of the complexity of learning careers in FE. This complexity is examined in the following two chapters which look at student attrition in FE and the progression from FE to university. Further characteristics of learning careers are explored in chapter 6 and the final chapter highlights some findings with relevance for current FE policy and practice. Show less
