This report by the European Training Foundation looks at 13 years of cooperation and reforms in vocational education and training in the acceding and candidate countries. In March 2000, the European Union (EU) made a commitment to the strategy of lifelong learning at the Lisbon summit. However, at the time there were wide gaps between the education and training systems of the acceding and candidate countries and those of the EU. In response, the European Commission asked the European Training Foundation (ETF) to undertake a detailed analysis of the situation in each of the candidate countries in terms of the type of education and training on offer, particularly initial and continuing vocational training, and how employment offices contributed to the success of the strategies underway. This current report represents a synthesis of these country reports on lifelong learning and employment services systems, augmented by complementary studies and analyses of the latest European and international indicators on education and training. The report is also concerned with the situation of the labour market so as to identify the responsibilities of the education and training system in terms of employment and unemployment. The report attempts to identify the driving forces behind the considerable changes that have taken place in systems of education and training since the start of transition to market economies. The countries examined in the report are: Bulgaria, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, the Czech Republic, Romania, Slovakia, Slovenia and Turkey. Show less

This report is one in a series that were prepared as part of an international research project on 'The assessment of management training needs at the achieved level of transition' in various Central and Eastern European countries. The project was implemented by the Central and East European Management Development Association (CEEMAN) and was sponsored by the European Training Foundation (ETF). This report presents the results of the cross-country analysis based on the five country reports from the first phase of the research. These country reports covered selected enterprises in Bulgaria, Romania, Poland, Slovenia, and Moscow and the Ural Region, and concentrated on the issue of management training needs in manufacturing and service sector industries. The research was based on questionnaires which were sent out to general, human resources and individual managers. The aim was to understand training processes, approaches and practice in order to evaluate how training had been used as a response to evolving business needs and how it could be further developed in the future. This comparative report aims to review the main issues related to management training needs in this region and to identify some general issues and recommendations.

This report is one in a series prepared as part of an international research project on ‘The assessment of management training needs at the achieved level of transition’ in various Central and Eastern European countries. The project was implemented by the Central and East European Management Development Association (CEEMAN) and was sponsored by the European Training Foundation (ETF). This report covers selected enterprises in the Russian Federation and concentrates on the issue of management training needs in manufacturing and service sector industries. The study was carried out during 1998. The research was based on questionnaires, which were sent out to general, human resources and individual managers. The aim was to understand training processes, approaches and practice in order to evaluate how training has been used as a response to evolving business needs and how it can be further developed in the future. This is the third statistical publication on vocational education and training systems and the labour market in the Central and Eastern European countries produced by the European Training Foundation. As in the first two publications, data have been collected from the Statistical Offices and Statistical Services of the Ministries of Education and by the National Observatories. In order to ensure cross-country comparability across the Central and Eastern European countries and between them and EU Member States, international definitions and classification systems have been applied. Data on education, training and educational attainment have been gathered and presented on the basis of the categories of the [International Standard Classification of Education] ISCED classification. Data on labour market activity rates and unemployment rates have been gathered on the basis of definitions set out by the International Labour Organisation. All data concerning labour markets have been extracted from the national Labour Force Surveys.
The publication has two parts. Part A presents the labour market context in which vocational education and training is functioning. It provides information on the development of the employment opportunities by economic sectors, information on the educational attainment levels, activity rates and unemployment rates of the population. Part B of the report presents the demographic situation which influences the development of education systems. It also describes developments as far as the participation of young people in education and training is concerned. The analysis of the activities of young people outside the education system is made on the basis of the information available. In contrast with earlier publications, this report also includes data on employment by economic activity, and shows developments by economic sector and employment perspectives for young people.

This is the second statistical publication of the European Training Foundation (ETF) on the vocational education and training systems and the labour market in the candidate countries of Central and Eastern Europe. Data has been collected from the Statistical Offices and Statistical Services of the Ministries of Education, with European Union (EU) data provided by Eurostat. In this second edition the focus is on the development of different variables and supplementary information has been taken from the joint European Training Foundation/Eurostat publication 'Education statistics and indicators in the Phare countries 1996/97' and from the National Observatory reports. The data identifies the main issues for further discussion and deeper analysis. Chapter 1 presents the labour market context of vocational education and training. It also shows the link between educational attainment levels of the population and their effect on the labour market. Chapter 2 explains the developments in young people's participation in education and training. Chapter 3 analyses early school leavers and drop outs from secondary school. Chapter 4 deals with education and training financing and Chapter 5 presents the main conclusions of the analysis and recommendations for action. Show less

These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

The provision of career information and guidance throughout an individual’s life has become an issue of considerable importance worldwide, as societies prepare themselves to meet the challenges of the transition to knowledge-based economies. The OECD conducted a review of career guidance policies in 2002 and the OECD survey instrument has been used by the European Training Foundation (ETF) to collect information on guidance and counselling policies in 11 acceding and candidate countries (ACCs), focusing on the following key issues: key goals and policy instruments, roles of stakeholders, targeting and access, staffing and financing, quality assurance, delivery settings and methods, and evidence base. This synthesis report summarises the current situation in terms of the development of career information and guidance in both the education and labour market sectors in Bulgaria, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia. The synthesis report consists of six sections: (1) a background to the European Commission’s involvement in the career information and guidance review and a brief outline of the geopolitical, economic and cultural contexts of the 11 countries surveyed, particularly in so far as these impact on career guidance provision; (2) an outline of the policy challenges for career information and guidance in terms of national objectives; (3) a discussion of the aspects that contribute to the more effective delivery of career guidance including services provided in the education and employment sectors; (4) an examination of the human and financial resources dedicated to career guidance; (5) a synthesis of the observations made by experts from the ACCs in terms of the strategic leadership that is exercised in the field of career guidance, and of how this could be strengthened; and (6) a concluding note that identifies the main challenges as well as the way forward for career guidance in the countries surveyed.

This is the first transnational analysis of vocational education and training (VET) reforms in Central and Eastern Europe after 1990 that has been undertaken by the European Training Foundation (ETF). This report is the product of a team of country managers and vocational education and training specialists within and, to a lesser extent, outside the Foundation. The report draws attention to the main trends and future challenges of VET reform and particularly assesses the VET situation in the European Union (EU) candidate countries of Central and Eastern Europe (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia). The report is primarily based on EU Phare VET Reform programs undertaken in the region and the network of National Observatories established by the ETF. Chapter 1 examines the socio-economic context of vocational education and training reforms; chapter 2 describes the vocational education and training systems of the region at the start of reforms in 1989/90; chapter 3 details the current change process including EU Phare support to VET reform during the period 1990/98, changes in VET legislation, policy, system administration, financing, social partner involvement, curriculum, teacher and trainer education, higher vocational/professional education and continuing training; chapter 4 outlines challenges for training in the context of transition from state controlled to market driven economies and democratic societies, exploring issues such as management training, improving initial VET, continuing training, and training to combat social exclusion; chapter 5 presents concluding remarks related to policy recommendations. This report on curriculum reform in Central and Eastern Europe, is based on ten individual candidate country case studies derived from brief evaluation visits to each country, and the analysis of a detailed, standardised questionnaire distributed to the staff of local project management units (PMUs). The report sought to identify significant issues for a more extensive evaluation and recommendations for further reform action. The report contains a cross country analysis and individual summaries of the case studies. The summaries describe for each country the findings, the vocational education and training (VET) system, the new curriculum content and goals, the curriculum design process, and the challenges posed by the new curriculum. The analysis traces issues that form the evaluative framework for the outcomes of the Phare vocational training programs in the ten candidate countries. Two major perspectives provide the basis for the analysis and its conclusions; the policy and strategy perspective, and the individual and pedagogic perspective. The analysis begins with a brief overview of the change process undergone by VET training systems in Europe in recent years. The authors then examine issues of policy and strategy including diminishing resources, qualifications and youth unemployment, and lifelong learning and adult education. The analysis of the curriculum content and process involves issues such as the integration of general education and VET, teacher training, and translating labour market needs into curricula. Recommendations are discussed in relation to both major perspectives. Show less
