This paper provides an overview of the proceedings of the fifth Entrepreneurship Education High Level Reflection Panel. In following the chronology of the two-day agenda, it captures the key issues and concerns raised by the delegations from the 11 participating countries. A final section of the paper draws on the more salient issues raised by the panelists over the two-day programme and concludes with a number of next-step recommendations for entrepreneurship education in the [European Union] EU partner countries.

The purpose of this study is to evaluate the Active Labour Market Project New Opportunities Programme (NOP) implemented by the Turkish Employment Organization (ISKUR). The evaluation study has been carried out on behalf of the European Training Foundation (ETF) by a team of five independent local experts and supported by an international consultant in the period July-December 2006. The Active Labour Market Project aimed at assisting the Turkish Government in the design, development and implementation of effective employment policy measures and services aligned with the European Employment Strategy. ISKUR was the main beneficiary of the project, which included three components. NOP, an active labour market intervention and the first of its kind by ISKUR, was designed to improve the job prospects of unemployed and currently employed people through vocational training and other measures based on locally determined needs. Funded by the European Commission and the Turkish government, it provided grants to 245 projects run by non-government organisations (NGOs) targeting unemployed young people, women, disabled people, former prisoners, the long term-unemployed, migrants from rural areas and working people in need of new skills in seven areas of Turkey. NOP was found to be extremely relevant to Turkish needs and was praised for enabling non-government bodies to tackle economic and social problems locally. In terms of efficiency, the modest amount of average grants allowed a large number of projects to be funded. However, inexperience in handling finance and information in line with [European Union] EU rules were identified as problems. The evaluation appears to indicate the program has targeted the right groups of people - the unemployed and those in work who need new skills, but more should be done to involve women. Other recommendations include providing advice to project participants wishing to start their own businesses, taking the needs of local employers into account when selecting which projects to fund and using local ISKUR offices instead of regional ones for the purposes of monitoring.

The Torino Process was launched by the European Training Foundation (ETF) in 2010 and is a biannual participatory analytical review of the status and progress of vocational education and training (VET) in the ETF partner countries. The aims are to acquire current knowledge about policies and their outcomes in a country, and to strengthen ownership, participation and the evidence base of policy formation.
This report represents a participatory review of progress with the technical and vocational education and training (TVET) system in the Occupied Palestinian Territory (OPT), developed within the framework of the European Training Foundation (ETF) Torino Process and aimed at providing a concise and documented analysis of vocational education and training reform in partner countries. The review includes identification of key policy trends, challenges, constraints, best practices and opportunities.

This report presents an assessment of the quality and the level of implementation of small and medium-sized enterprise (SME) policy in the Western Balkans, comparing results with a previous assessment conducted in 2006 and published in 2007.The report covers Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo. The assessment framework is based on the European Charter for Small Enterprises (the Charter), a set of policy guidelines endorsed by the European Union Member States and a key component of the European Union Lisbon Agenda. The report covers the 10 policy dimensions included in the Charter. It applies a methodology known as the SME Policy Index, which makes it possible to quantify and compare qualitative policy features. The first part of the report reviews progress by policy dimension. The second part focuses on policies supporting high-growth SMEs. The intention is to provide a comprehensive review of good practices, introduce country assessment methods through two case studies (the former Yugoslav Republic of Macedonia and Serbia) and open a debate on what is likely to be a key component of the SME agenda for the next few years. The third part of the report includes stocktaking and progress reviews for each of the seven Western Balkan economies. The key finding is that over the last two years there has been good progress in elaborating and implementing policies supporting small enterprises all across the Western Balkans and there is clear convergence towards the adoption of the policy guidelines set in the Charter. However, progress has been uneven across the 10 dimensions and the seven economies covered by the report.

The Roma populations of countries of Central and South East Europe have suffered a disproportionately negative impact on their living conditions over the last 10 years as a result of socioeconomic changes, ethnic conflict and war. Contemporary social conditions are extremely poor for this group of people for a number of complex reasons. However, providing better education and training for Roma people has a key role in improving their employability and their income generation potential, and promoting their social empowerment. The European Training Foundation (ETF) has undertaken two activities focusing on Roma people within its project ‘Vocational training against social exclusion’. The first activity was the organisation of a conference to examine the role of education and training in improving the living conditions of Roma people. The second activity involved a study on ‘the current practices across Europe to assist the social and economic inclusion of Roma populations through education and training and employment opportunities’. The main objective was to document current good practice and make recommendations for further action. This report documents this study. The study found that successful initiatives for increasing participation in employment of Roma youth and adults were difficult to find and that no systematic evaluation of actions undertaken to help the social situation of Roma people had been carried out. More than 150 countries worldwide are now developing and implementing qualifications frameworks. The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. It acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation. The thematic chapters (Volume I) discuss key trends and policy issues emerging from qualifications frameworks and learning outcomes reforms and developments. Volume II is available in VOCEDplus at TD/TNC 131.317.

The country sections present an overview of the social and economic context of each of the IPA countries, an analysis of the education system and a short review of the main initiatives in education and training carried out by international donors in the country. This report is one in a series prepared as part of an international research project on ‘The assessment of management training needs at the achieved level of transition’ in various Central and Eastern European countries. The project was implemented by the Central and East European Management Development Association (CEEMAN) and was sponsored by the European Training Foundation (ETF). This report covers selected enterprises in the Russian Federation and concentrates on the issue of management training needs in manufacturing and service sector industries. The study was carried out during 1998. The research was based on questionnaires, which were sent out to general, human resources and individual managers. The aim was to understand training processes, approaches and practice in order to evaluate how training has been used as a response to evolving business needs and how it can be further developed in the future.
