Early school leaving (ESL) as defined by the [European Union] EU refers to young people aged between 18 and 24 who have attained no higher than lower secondary education and who are not currently receiving any education or training. The [Reducing Early School Leaving in Europe] RESL.eu project aims to provide insights into the mechanisms and processes influencing a pupil's leaving school or training early. In addition, RESL.eu intends to identify and analyze the intervention and compensation measures that succeed in keeping pupils in education or training, in spite of their high risk of ESL, and ultimately, to disclose these insights and good practices to various audiences.

This guide defines processes and tools to enhance networks for employability at the local level. This includes how to build laboratories of innovation in employment policy in local communities, i.e. construction, implementation and maintenance of local networks for employability of young people who are not in education, employment or training (NEET). The structure of the guide is divided into two parts. Part A, takes a more theoretical approach based on the model of intervention which was developed based on the analysis of good practices, coming from the partner countries and respective recommendations. The model has been piloted in Italy, Portugal and Spain. The learning from implementation has been summarised in this guide. Part B, is the most challenging part of the guide, because it intends to be a type of 'formula' for other entities to adapt the model to their own needs and to use the methodology and tools. It provides practical guidelines about how to apply the model in different contexts, step by step.

A high proportion of youth being not in education, employment or training (NEET) is a major social and economic problem in many of the southern countries of Europe. Consequences of being NEET include social consequences, such as rising exposure to violence, social exclusion, discrimination and poverty, loss of self-confidence, frustration, loss of social support, apathy and demotivation, among others. When such phenomena are not mitigated by effective interventions, there is the danger that short term problems start a vicious cycle of a perceived feeling of failure in life, of not contributing to society, and a general feeling of 'worthlessness'. Risk factors that increase the danger of falling into a NEET situation are often a combination of personal, economic, education and social circumstances.
The project ComNetNEET set out to develop integrated, but individualized interventions to promote the inclusion of young people in a NEET situation, taking into consideration the diversity of this target group. In a summative perspective the value of the project products and outputs is discussed along with its strengths and fields for improvement in further development efforts in the field, along with recommendations from the perspective of the internal evaluation.

This report aims to identify the state of the art of good practices of social inclusion (through work-based learning strategies) targeted at young people in a NEET [not in education, employment or training] situation in the partners' countries (Portugal, Spain, Italy, the UK and Germany) in order to prepare the development of a model of better intervention based on this state of the art. The project aims at integrating young people who are currently NEET (i.e., in a NEET situation) by helping them to overcome the main obstacles from a social inclusion perspective.

The European Union (EU) youth unemployment rate is more than double the overall unemployment rate. There is strong evidence that well-functioning apprenticeship systems can simultaneously help to meet enterprise skills needs and ease the transition from education and training into employment. This report has been prepared to present the findings of the employer-led project on the cost-effectiveness of apprenticeship schemes. The assumption behind the project is that the involvement of companies and employer organisations in apprenticeship schemes is an effective way of identifying and meeting skills needs in the labour market. However the project also assumes that employers in some countries are reluctant to engage in apprenticeships because of the high cost of training.
The project aims to explore the business case for apprenticeships by analysing what makes for a cost-effective apprenticeship scheme for employers in the [information and communications technology] ICT, commerce and engineering sectors. It also looks at the broader benefits that apprenticeships bring for enterprises. Bringing together these two aspects, it considers the potential reforms that are needed to make systems more cost-effective to increase employer engagement. The project focused on 15 'target countries': Bulgaria; Czech Republic; Estonia; Finland; France; Greece; Hungary; Ireland; Italy; Latvia; Poland; Portugal; Slovakia; Spain; and UK. It has also drawn on the experience of those countries that have well established apprenticeship systems: Austria, Denmark, Germany, the Netherlands and Switzerland. These are referred to as the 'resource countries'.
This final report provides an overview and analysis of the experiences of the 15 countries and identifies a set of general recommendations to inspire national reforms that will improve the functioning of apprenticeship systems and increase employer engagement. In providing a unique employer perspective this study supports possible future joint work on apprenticeships by the EU social partners.

This article addresses the conditions provided by a second chance school to facilitate young adults' re-engagement in education. Early school leaving (ESL) today represents one of many issues faced by young adults in the transition to upper secondary education and vocational education and training (VET). Second chance education is very limited in Portugal with only one pioneering institutions, the Escola de Segunda Oportunidades de Matosinhos (ESOM) in the outskirts of Porto Municipality, which confers grade 6th and lower secondary school (grade 9th) certificates. This school was launched to offer an alternative form of education and training to very early leavers in line with the guidelines of innovative and inspiring resources to tackle ESL (European Commission, 2017).
What makes ESOM particularly interesting for our purposes is its arts-based pedagogy, staff support and small subsidies that contribute to students' basic needs. Its vocational education emphasises creative and practical skills. It has a flexible timetable and a holistic approach to the curriculum with project-based learning at its core. Its relatively less rigid environment and presence of youth mediators facilitate students' sense of belonging. This second chance school is intended to provide a pillar for young adults in transition to becoming actors of their own educational and social pathways. Although we have no statistical follow-up on students' educational transitions after leaving this school, there are several indicators of its positive impact on their lives.

This report includes a portfolio of the best practices which have been selected by the 'ComNetNEET - Community Networking for Integration of Young People in NEET Situation' project partners as part of their original research. The partners were asked to give an overview of at least six practices in their countries (Portugal, Spain, Italy, the UK, and Germany) which are accepted by the community of practitioners as well as the scientific community as 'good' practices. The partners were asked to present preferable practices which are work based and/or community related. The aim was to illustrate the analysis in the literature review with examples of the most innovative and proven interventions in the partner countries. On this basis the partners were asked to detail some of these practices more closely in the second phase of the research. Independent of this more detailed analysis the selection at hand is of value to all of the stakeholders, as it presents more than 30 practice descriptions which are seen as valid representations of the state of the art in their countries and therefore as inspiration for transfer and exchange.
