The number of young people commencing apprenticeships and traineeships whilst at school, and monitored by their school, has grown considerably, encouraged by State and Federal governments, since the first participants began in 1997. There has as yet been little research into the nature of the training given to, and learning experienced by, such young people; most published literature has related to organisational issues. This paper reports on a research project funded by the National Research and Evaluation Committee [NREC] into learning and training in school-based new apprenticeships (SBNAs). A questionnaire was sent to a large sample of all SBNAs in three States: Queensland, Victoria and South Australia, using a survey instrument adapted from a previous NREC study, 'School students' learning from their paid and unpaid work' (report indexed at TD/TNC 68.01). The results present an overview of SBNA employment, training and learning practices which will provide an important basis for development of policy and practice in this area.

This book is an updated version of 'Making sense of training reform and competency-based training' [available in VOCEDplus at TD/TNC 54.08], which was published in 1997 by the same authors and was intended to explain the vocational education and training (VET) sector to those involved in it, or about to enter it, as practitioners.

The book examines the growth and change in the VET sector in terms of a number of tensions, including the interests of government and the interests of industry, the interests of the Commonwealth Government and those of the states, the interests of individuals and those of industry and the interests of industry and those of organised labour. It facilitates understanding of the VET sector by describing the complex issues of training reforms and the nature of VET curriculum in simple terms.

Part one of the book provides an overview of the evolution of VET in Australia, the reasons why large scale reform of the system was undertaken and a description of the major features of the VET system, including the most recent changes. Part two focuses on curriculum issues: the nature of competency based training and the way in which training packages are developed and delivered. In part three the implications of VET policy and VET curriculum for teachers and trainers are considered. Show less

Steve Davis interviews a collection of presenters from two panel discussions at the 29th National Vocational Education and Training Research Conference 'No Frills', held on 7-10 July 2020. Topics covered in the lively discussion include new directions in skills planning, digital technology and the role it plays in aged and community care, insights from the Longitudinal Surveys of Australian Youth (LSAY), and the role of parental influence in taking on apprenticeships. In 2020, the National Centre for Vocational Education Research (NCVER) invited expert vocational voices from the vocational education and training (VET) sector to share their views, stories, experiences and insights on a range of hot topics. This article examines the nature of employability skills in the context of broader notions of generic skills, and the ways in which employability skills can be developed, assessed, and reported. The issues, which are similar in all developed countries, are illustrated primarily with examples from Australia. The article concludes with some issues for future consideration.

Purpose: Motivated by the perceived disparity between supply and demand for skilled workers in STEM fields, namely, science, technology, engineering and math, the purpose of this paper is to conduct an empirical study of attitude and readiness for STEM education and careers among American and Chinese college students in business disciplines. The authors' findings point out that students in China and the USA have some significantly different perspectives of STEM maybe because they are prepared and inspired differently. These differences may have fundamentally impacted their attitude and readiness for pursuing a STEM career. Implications from this research project should be noteworthy to educators and academic administrators so that appropriate curricula and cultivation can be offered. Design/methodology/approach: The authors have decided to look into the situation using a comparison approach by surveying a randomly chosen group of college students from China and another from the USA and then analyzed their responses to the authors' delicately constructed survey in a hope of finding any patterns that may cause the authors to rethink about the authors' approaches to cultivating interest in STEM.

Findings: The findings described in the paper should offer us some significant, though still preliminary, implications as follows: both American and Chinese students admire STEM careers, but feel rewarding differently; American students may have other career choices that may be equal or more rewarding while Chinese students choose STEM fields by following a cultural norm; having early exposure to science subjects and gaining relevant experience help grow interest in STEM among American students, but such exposure may bring about negative effect on career choices; American female students are at least as capable of succeeding in STEM as their male counterparts; American students seek more advice on their career choices than Chinese students who may follow a cultural norm. Advisory service from teachers and parents may impact differently from peer influence does; extracurricular activities can more positively affect interest in STEM than taking science courses. Research limitations/implications: Although the survey has collected responses from only business students in both countries, the resulting implications should reflect what a sizable segment of college students feel and think about STEM and thus should allow educators and institutional administrators to use as evidence in pursuing innovative curricula and advisory services that would better prepare our future students for STEM education and beyond, especially in those disciplines, like business administration, in which STEM skills are increasingly in demand.

Practical implications: Some significant, though still preliminary, implications should be readily drawn from the study: first, both American and Chinese students admire STEM careers, but rewarding may mean different things to them. American students may have other career choices that may be equal or more rewarding per their definition of rewarding while Chinese students may pursue STEM fields by following a cultural norm rather than by considering it rewarding. Second, having early exposure to science subjects and gaining relevant experience can help grow interest in STEM among American students, but such exposure, especially taking science courses, may bring about negative effect on career choices. Extracurricular activities can more positively affect interest in STEM than taking science courses. Third, female students are at least as equally interested and capable of succeeding in STEM as their male counterparts, but their interest and confidence may be more vulnerable to challenges imposed by market reality and cultural bias. Fourth, American students seek more advice when available on their career choices than Chinese students do as the former may face more competing career choices and possess less preparation for STEM than the latter does. Finally, advisory service from teachers and parents may impact differently than the influence peers can perpetrate. Club activities when peers can naturally influence each other may be quite effective in promoting interest in and preparing readiness for STEM, and these activities are more effective to American students than Chinese students and to male students than female students. Originality/value: Nine hypotheses are proposed to validate through this empirical study. These hypotheses reflect thoughts upon the literature review and pertain to the factors that should impact STEM education.

This chapter describes the system of [technical and vocational education and training] TVET teacher qualifications in Australia. A brief overview of the TVET system (known in Australia as VET, rather than TVET) is followed by a description of the VET teaching workforce, which is predominantly made up of mature people with significant prior industry experience. The chapter explains the current pedagogical qualifications available, which comprise two qualifications offered within the VET sector, at lower levels, and a small number of university-level qualifications. The content of qualifications at each of these levels is described.

The chapter explains that the qualification levels of VET teachers have dropped considerably since the year 2000, such that only 10 per cent of Australian VET teachers now have pedagogical qualifications at university level. The challenges created by such a situation are described, together with possible explanations of how this has come about. Implications for other countries are drawn out.

Funding was made available through the Australian National Training Authority Research Advisory Committee (ANTARAC) for a study into the effects of competency based training (CBT) and the associated practice of recognition of prior learning (RPL) on teaching and learning and on teachers’ roles. This paper describes some of the findings of the research project, carried out by Charles Sturt University’s Group for Research in Employment and Training (GREAT) in 1996. It concentrates on the effects of CBT on teachers and teaching and does not focus on the role of students and trainees. Show less

This paper chronicles and analyses the expansion and contraction of the Australian apprenticeship system from 1985 to 2020. The system expanded from a small number of occupations, mainly in craft and manufacturing areas, to include many other occupations, notably in the different types of service sectors. The expansion was achieved primarily through a new type of apprenticeship, known as a traineeship, to augment the existing more traditional apprenticeships. Since 2012, the system has contracted considerably, and the participation rate of women has been affected disproportionately. The period of expansion of the system was book-ended by two major government-instigated documents, in 1985 and 2011. In 1985 a Parliamentary Committee of Inquiry into Labour Market Programs [report available in VOCEDplus at TD/LMR 85.649] proposed the introduction of traineeships, and in 2011 an Expert Panel on Apprenticeships [report available in VOCEDplus at TD/TNC 103.740] sought to reduce numbers through the application of specific criteria for government support, which primarily affected the occupations served by traineeships. Two sources of evidence are used to examine the expansion and contraction of the apprenticeship system: data from the national apprenticeship statistics collection maintained by the National Centre for Vocational Education Research (NCVER) and key government reports over the 35 years. This study explored the changing role of staff development for vocational education and training (VET) teachers and trainers in Australian public and private registered training organisations (RTOs). Substantial reforms in the VET sector over the past decade have had considerable impact on the work of teachers and trainers. In this context of rapid change, the nature, direction, delivery, access and funding responsibility of staff development are undergoing transformation. The purpose of the research, therefore, was to examine current staff development provisions, research a range of issues relating to the staff development of VET teachers and trainers and make recommendations in the light of the new education and training environment.
