Employers skill survey: skills, local areas and unemployment

This report provides results from the spatial analyses of the Skills Task Force (STF) Employers Skill Survey undertaken in 1999 (ESS 1999) in the United Kingdom (UK). It forms part of a broader investigation into the extent, causes, and implications of skill deficiencies, supported by the Department for Education and Skills (DfES). The ESS 1999 is the largest investigation into England's skill needs to date and was undertaken in 1999 to provide information for the Skills Task Force (STF). The sub-regional analyses of information from the ESS 1999 contained in the report, provide new information about the incidence of skill deficiencies at local level and their relationship with unemployment. The analyses indicate the existence of substantial variations in skill deficiencies between local areas. The findings indicate a broad North-South divide in both skill shortage vacancies in the external labour market and in skill gaps experienced internally by companies. Skill deficiencies are generally greatest in Southern England although analysis of variation within regions reveals a more complex pattern than that suggested by inter-regional comparisons.
