What teaching method will calm a noisy classroom?

This research project developed out of the level of chatter and background mumbling in a year one Nursing class. Constant noise impeded the learning which might have taken place if the environment were a little more favourable. The purpose was to find a non-authoritarian way to limit chatter before it gets to the point of being intolerable.
