The Adult Learning and Skills Strategy: a brief history and position statement

The purpose of this paper is to provide members of the Learning and Skills Council (LSC) with an historical perspective on how the LSC has implemented the government’s evolving priorities for publicly funded adult (that is, people 19 years and older) learning and skills in England and how it now proposes to take these priorities forward in advance of the creation of the proposed Skills Funding Agency in 2010.
