This paper summarises findings and recommendations from a short research exercise commissioned by [the Learning and Skills Improvement Service] LSIS in early 2010, and undertaken by [the National Institute of Adult Continuing Education] NIACE working in association with HOLEX [the sector membership body for local authority adult and community learning services, independent 'former external institutions' and 'specialist designated institutions'], which sought to report on the practical implications for local authority providers of adult community learning brought about by changes in strategic leadership and governance in localities, particularly the 'leadership of place'. The paper sets the then current context and, by drawing on five case studies developed during the research, makes observations on local practice, including service accountability, and highlights opportunities and challenges for this type of provider.

Many adults, given the right context, want a second chance to succeed at something they have previously failed at, to throw off the label of being ‘hopeless at maths’. Good numeracy provision can offer a chance to make that breakthrough, and can help people discover their potential and build confidence and self-esteem. This guide gives a useful overview of some of the key issues involved in adult numeracy provision. It includes suggestions about how to encourage people to participate in numeracy programmes, and goes on to look at assessment and planning in relation to the Adult Numeracy Core Curriculum. It has a section on good practice in numeracy teaching, including dealing with the language of maths, and suggestions about teaching strategies. The guide includes quotations, case studies, examples of good practice as well as checklists, recommendations about useful resources and a list of numeracy websites and contacts.

An action research project or development project is a short-term, focused piece of development work linked to quality improvement. Projects can be used to design and refine new, often experimental, approaches within an organisation, test out new ways of working, address identified weaknesses, enhance performance and introduce more systematic practice. Such projects also provide the opportunity to develop understanding, among staff, learners and all involved, how quality processes can lead to real improvement. This publication draws on the experience of those involved in managing and working on development projects in the Adult and Community Learning Quality Support Programme (ACLQSP) and on the views of consultants who have supported them. Using case studies of projects undertaken during the three years of the programme, this guide illustrates the benefits which can derive from such small-scale interventions; in particular it shows how an action research approach adds value to quality improvement projects.

Union learning is growing. By 2010 there will be 22,000 union learning representatives across the [UK] promoting training and learning in the workplace on behalf of union members. The Leitch Review of Skills [indexed at TD/IRD 88.157] shows that the UK urgently must raise achievements at all levels of skills and recommends that it commit to becoming a world leader in skills by 2020. In order to meet challenging government targets, it is essential that teachers and reps work closely together in order to promote high quality learning experiences for people in the workplace. This lifeline will be a useful guide for learning reps and teachers of literacy, language and numeracy to work together effectively in new and interesting ways. The case studies demonstrate innovative approaches to working with a range of learners, unions and employers, providing snippets of valuable insights into what works.

[In the UK, English for Speakers of Other Languages] ESOL provision is now expected to focus on developing the language skills of learners to enable them to find and secure employment. Many ESOL providers have developed links with Jobcentre Plus [JCP], which increasingly refers and mandates learners to attend classes. For many of these providers, this shift has involved adapting provision to strike a balance between JCP expectations and the provider's own considerations, while continuing to meet the needs of ESOL learners.
This publication summarises the main findings of a national series of workshops run by the National Institute of Adult Continuing Education (England and Wales) (NIACE) on the theme of 'ESOL for life and employment'. It is based upon examples of successful ESOL provision for JCP, and upon the outcomes of the discussions that took place at each workshop. In addition, sections on policy background, partnership working and approaches to ESOL for employment provision, a series of case studies shows how providers have embedded employability and partnership working with JCP into their provision.

This guide explores leadership and management of change in local authority ACL. The guide: (1) considers how change for quality improvement in ACL can best be led; (2) identifies drivers for change in the learning and skills sector; (3) illustrates organisational responses to change with 14 case studies; (4) draws on research and theory to develop understanding of change issues; and (5) highlights factors that can help organisations and individuals respond positively to change. The exploration of change leadership is located in the practical experience of managers charged with raising quality.
