The financial deficits of many social security systems caused by ageing populations and stagnating economies are forcing workers to retire later from the labour market. An extended working life combined with rapid technological progress in many sectors, is likely making older workers' skills obtained in school obsolete. In this context, lifelong investment in training is widely recognized among the international research and policy community as a key element to increase or at least limit the decline in productivity of older workers. This paper investigates the relationship between training undertaken by European older workers and their wages, relying on the Survey of Health, Ageing and Retirement in Europe. Under taking training activities is associated with 6.3 per cent higher wages. This premium is sizeable and is similar to that of attaining an upper or post-secondary degree instead of a primary or lower-secondary degree. Training wage premiums are highly heterogeneous across countries: they are highest in Austria, Germany, Greece, and Italy and are about half that in France and Spain. No premium is found for Denmark, Sweden, Belgium, the Netherlands, and Switzerland. Training premiums of the first group of countries can be overestimated due to training endogeneity and sample selection bias.

Although there are some estimates of the incidence of late learning and the economic rewards achieved by those in possession of formally recognised qualifications, little is known about the personal or family characteristics associated with those engaged in late learning, the associated costs and benefits, or even whether the type of qualification or the method by which the qualification is undertaken is important. This paper illustrates that approximately one in three of the hours of education and training received by working-age individuals in the United Kingdom are attributable to late learners. The implication of these findings is that even though there is no earnings payoff from undertaking late learning, there may be benefits in the form of improved labour market outcomes and that lifelong learning appears crucial in counteracting the obsolescence of existing education and training. The paper also illustrates that 'learning leads to learning'.

Lower fertility rates and declines in the number of births have created a tremendous labor shortage. This tight labor market has encouraged many companies to recruit and retain a greater number of workers older than the age of 55. Additionally, with the shift to knowledge and technology-based industries, older adult workers are finding that remaining in gainful employment beyond the mean age of 63 has social, financial, and professional benefits. Leadership in the workplace needs to redefine the learning and training strategies needed for successful businesses based on the age and skill set of the workforce.

Issues arising from an ageing society, a low fertility rate and growing need for a skilled work force have seen increased government commitment to improving the participation rate of mature-aged workers. Education and training are seen as a principal strategy to increase the employability of these workers, yet participation in training is low and declines with age. Based on a study of eight mature-aged participants enrolled in an accredited training program, this paper focuses on their learning needs and motivations. The findings identify a range of institutional and personal factors that shaped their participation. Given the diversity of personal factors highlighted within this small sample, it is unlikely that creating one policy or training approach would address the education and training needs of this cohort. Hence, there is a need to understand more fully how the diverse needs of mature-aged workers can be accommodated within the vocational education and training system.

Between 1997-2000, the Department of Geriatric Medicine at Keele University in the United Kingdom, a partner in an action research project (WORKTOW), examined the training of older workers in a range of small and medium enterprises (SMEs). This article reports on the learning styles of older workers (45+) in non-managerial posts in SMEs in the service sector, focusing on older women employees. It also discusses the identification of a suitable instrument for use in a series of workshops which were conducted for older women employees to help them gain a better understanding of their personal learning styles. Due to pension reforms, minimum retirement age increased substantially in Italy between the second part of the 1990s and the early 2000s. [The authors] compare the training participation of pre- and post- reform cohorts of private sector employees and estimate that adding one year to minimum retirement age increases training incidence by 6.9 to 10.7 per cent, depending on the empirical specification. [The authors] find that policies that increase the residual working horizon are effective in increasing training participation by senior workers, and that traditional training policies that aim at reducing training costs by providing subsidies are ineffective.
