Pacific Islander (PI) communities are underrepresented in US higher education, and hold bachelor's degrees at rates lower than the national rate (US Census 2012). Empowering Pacific Island Communities (EPIC and Asian Americans Advancing Justice 2014) reported that Guamanians (13 per cent), Samoans (11 per cent), Tongans (11 per cent), Fijians (10 per cent), and Micronesians (4 per cent) all hold bachelor's degrees at less than half the rate of the national population of the United States (28 per cent). As college tuitions continue to rise (Mumper and Freeman 2005; Schoen 2015), and meritocratic aid (Perna and Titus 2004) replaces need-based aid, there is the possibility that PI participation in higher education may be hampered even further.
This research on 'college choice' for PIs entering college athletics is an attempt to study alternative pathways to higher education. The purpose of this qualitative study is to investigate the goals and expectations of PI high school football players in relation to their college decision. Specifically, this paper identifies and explores the decision-making process of PI high school football recruits and how they chose a particular college to launch their academic and athletic careers.

There are substantial ethnic gaps in higher education in NZ, despite more than a decade of considerable policy effort aimed at this concern. This study uses newly linked administrative data to examine the underachievement of Maori and Pasifika relative to Europeans. We follow a population cohort born between 1990 and 1994 from school through to young adulthood to assess the relative contributions of prior academic performance, socioeconomic status and parental education to these gaps. Controlling for the relevant covariates narrows the Maori-European gap and completely eliminates the Pasifika-European gap in bachelor's degree participation rates. Utilising Fairlie decompositions, we find that school performance is by far the largest contributor to the ethnic gaps. Low socioeconomic status and parental education are also pertinent, but less important. Our results suggest that ethnic-based policies aimed at encouraging participation are likely to have a limited effect if used in isolation and signal the need for policy interventions earlier in the education system.

While access to higher education has increased for Indigenous Australians, participation and completion rates remain lower than those of non-Indigenous Australians. A sound evidence base is needed to ground equity initiatives if they are to address the specific needs of Indigenous students. This paper presents the results of a scoping review of empirical research focusing on the participation of Indigenous students in higher education. The purpose of the scoping review was to synthesise empirical research on aspirations for, and barriers and enablers to, higher education that were published between 2000 and 2016 (n = 57), and identify areas where further research is needed. Despite a recent increase in research on this topic, relatively little attention has been paid to Indigenous students' aspirations while they are at school. [The authors] argue that future research should take account of school students' aspirations for higher education, including primary school students; the similitude of barriers and enablers across the student life cycle; differences within Indigenous community and among Indigenous students; and, the insights emerging from Indigenous methodologies and scholarship.

This snapshot provides an overview of accredited vocational education and training (VET) delivered offshore by Australian VET providers in 2016. The snapshot also compares VET program enrolments offshore with international student enrolments (onshore) in VET sector. The data on onshore enrolments relates only to international students studying in Australia on a student visa.
In 2016, there were 242 accredited providers delivering Australian VET qualifications to offshore students, the number increased from 186 accredited providers in 2015. The total number of enrolments offshore declined by 7.5 per cent in 2016 (from 42,738 in 2015 to 39,526 in 2016). Onshore international student enrolments in the VET sector grew by 11.6 per cent over the same period in 2016. Nevertheless, VET program enrolments with public providers declined both offshore (5.6 per cent) and onshore (7.1 per cent) in 2016.

Drawing on data from the National Centre for Vocational Education Research's (NCVER's) collections and surveys, this report examines Indigenous participation and completion in vocational education and training (VET) (including apprenticeships and traineeships), as well as the employment, further study and personal outcomes of training. The report provides a clearer picture of changes in Indigenous participation and outcomes in VET over the last decade and finds that participation in VET continues to remain high, with a trend toward a greater proportion of enrolments at higher levels (certificate III and above). Employment outcomes remain lower for Indigenous graduates compared with non-Indigenous graduates, but some qualifications and fields appear to have better outcomes than others.

This good practice guide is based on the research project Enhancing training advantage for remote Aboriginal and Torres Strait Islander learners by John Guenther et al. on behalf of Ninti One Limited. The work examines five unique vocational education and training (VET) programs in remote areas and identifies how retention and completion can be improved and what other indicators of success are important outcomes of training in remote communities. This good practice guides synthesises the findings of the five case studies and looks at the factors that are important in enabling retention and ensuring good practice.

Aboriginal and Torres Strait Islanders in very remote parts of Australia are increasingly participating in vocational education and training (VET); however, completion rates remain low and employment outcomes are not improving. This project identifies how retention and completion can be improved and what other indicators of success are important outcomes of training in remote communities.
Using a case study approach to investigate five unique training programs in remote areas of Australia, the report finds a that range of factors contribute to retention, including: trainer qualities and characteristics of delivery; family, personal, community and cultural factors; training coordination and support; supportive relationships with other students; local community ownership of training; and training that is connected to culture and local knowledge.

The rising price of college is seen as a major barrier to increasing US postsecondary attainment. Most Federal and state policy efforts focus on reducing college costs, yet declining state funding has also led to sharp spending cuts at public institutions. This paper investigates the impacts of changes in tuition and spending on enrollment and degree completion at non-selective public postsecondary institutions between 1990 and 2013. We estimate these impacts using a newly assembled data set of legislative tuition caps and freezes combined with variation in exposure to state budget shocks that is driven by differences in historical reliance on state appropriations. We find large causal impacts of spending on enrollment and degree completion. In contrast, we find limited impacts of price changes. Our estimates suggest that spending increases are more effective per-dollar than price cuts as a means of increasing postsecondary attainment.
