This paper, describing curriculum change in further education in the UK, is presented in 4 parts: (1) a brief look at how the curriculum for further education used to be determined and the implications for the curriculum development process and for supportive research (2) the contrast with recent years and an assessment of the implications for the curriculum development process and research (3) what it means for managers and teachers to make the curriculum development process more fundamental to operational strategy and (4) conclusions for future directions. After initial teacher training, many TAFE staff seek to continue their professional development through further formal study. A challenge exists for higher education to respond to these needs by offering relevant and flexible higher degree courses especially designed for the purpose. This paper argues that such courses should be designed for national delivery through distance education. A consortium approach is suggested whereby TAFE, industry, universities and distance education centres in each state collaborate to design and deliver a shared pool of resources. Show less

In this paper the state of current research into TAFE and TAFE-related activities undertaken within the higher education sector is described. The author argues for greater involvement between TAFE and higher education researchers in the field of vocational education and training. He also highlights the difficulties encountered in identifying research into TAFE being undertaken by the higher education sector, arguing for a more effective mechanism for the dissemination of such information. The need for establishing priority areas for research is argued and some areas identified. Show less

This paper examines misconceptions about the amount and relevance of higher educational research relating to contemporary concerns in vocational education. It illustrates the relevance and accessibility of both international research over the last 100 years and national research explicitly directed at the very concerns of question. The author’s own work is used to demonstrate direct relevance and accessibility of the research. The paper questions the reasons why such misconceptions may have arisen and suggests that they may relate to cyclical patterns in educational concerns and the empowering and disempowering effects of the official discourse which accompanies activity in each cycle. The author’s visit to the Scottish School of Further Education coincided with the release of a report detailing a two year evaluation of teaching, learning and assessment in National Certificate courses taken at Scottish Further Education colleges. This article outlines the changes in the Scottish system to a new, modular, competency-based system, with the development of staff support and development, a curriculum development unit (the Scottish Further Education Unit), and the setting up of industry lead bodies. The article discusses the findings of the evaluation team, and points out that the evaluation touches upon many of the issues confronting TAFE in Australia. These include the question of standards, which lies at the heart of any discussion of criterion/competency-based education, the need for open free comment by all staff, and assessment techniques, including the danger of over-assessment in competency-based systems. The evaluation team has called for a holistic view of the student’s experience and for the combining of modules into coherent blocks in which assessment is meaningfully centred, well made and relevant. As a result of the Government’s initiative on equal opportunity, an inter-sectoral education development was undertaken at Chisholm Institute of Technology in Victoria in cooperation with the Holmesglen and Frankston TAFE Colleges. This paper describes the course in which students complete the 1st year in a TAFE college and finish a further two years at Chisholm to gain a degree. The performance of these students is examined. The results indicate that this development is enabling students who may have otherwise been excluded from higher education, to participate in such studies successfully. Show less
