This article examines the economic effect of education in terms of its impact on the earnings of workers in an information technology (IT)-diffusing economy, based on data from Hong Kong's 2006 by-census and survey on the usage and penetration of IT in industries. Education enhances the productivity of workers and increases their lifetime incomes. However, technological advances, if deskilling, may exert an adverse effect on workers' earnings. The analysis of the economic effect of education is complicated by the increasing application of technologies in the workplace. This study shows that the earnings effect of education and the interaction between education and IT penetration in the workplace are positive and significant, whereas IT by itself brings about a significant negative earnings effect.

This paper studies the role of training vouchers and caseworkers in public training programs. Using a rich administrative data set, we apply matching and regression methods to measure the effect of the Hartz reform in Germany, which introduced training vouchers and imposed more selective criteria on participants. Besides estimating the overall reform effect, we isolate the effect induced by changes in the composition of program participants due to stricter selection by the caseworkers (selection effect) from the effect based on the introduction of vouchers (voucher effect). Analyzing the most important type of training in Germany, we find a slightly positive impact of the reform. Our decomposition results suggest that the selection effect is - if at all - slightly negative, and that the voucher effect increased both the employment probability and earnings of the participants.

This qualitative and quantitative survey examines the drivers of the gender pay gap and the static low participation of women in the professional mining work force, and proposes solutions to overcome the underlying issues. The survey was completed by approximately 700 professionals in the minerals sector, of whom 68 per cent were female. Following analysis, issues affecting equitable participation were identified and grouped into three main categories, with solutions proposed to address each category: (1) issues that affect females particularly (regardless of caring responsibilities); (2) issues that affect people with caring responsibilities (both males and females); and (3) issues that affect people in roles that employ 'softer' skills (both males and females). This compendium provides data from the Workplace and Employee Survey (WES) conducted in 2001 by Statistics Canada with the support of Human Resources Development Canada. [This edition] provides tables based on selected sections of the WES questionnaires. These are intended to stimulate cross-sectional, longitudinal and linked analyses by practitioners and researchers alike. Although the survey is primarily designed to stimulate research involving multivariate and linked analyses of the matched employer-employee data, the approach herein adopted is descriptive in nature. This publication pursues a threefold objective: first, to provide a snapshot of Canadian workplaces and their employees in 2001; second, to show some of the changes occurring in these workplaces and their employees; and third, to emphasize the linked nature of the WES data.

The issues concerning the economic benefits of education have been of public interest in recent years in Canada. To shed some light on these issues, this study examines the impact of education on the employment and wages of labour, and on the use and price of physical capital in Canada. Cross-sectional industrial data grouped by province for the year 1990 obtained from Statistics Canada are used. Three major findings are obtained: (1) workers disaggregated by levels of educational attainment are substitutes for one another; (2) capital and all labour groups disaggregated by education are complements; and (3) as workers' educational attainments increase, wages become less sensitive to changes in the quantity of workers in the same labour group, in general.

The aim of this booklet is to present a profile of average Japanese workers through selected statistical figures. It contains labor statistics relevant to successive stages of a worker's life from school graduation and entering an enterprise to reaching their retirement age and receiving retirement allowances. Almost all the statistics are based upon official sources. The statistics on employment, wages and working hours constitute the core of this booklet. As it is a matter of great concern presently, the booklet also contains statistics on the increase of female and non-regular staffs, as well as changes in the employment structure. Tables and graphs are utilized for aiding visual understanding, and statistics of major countries are included to enable international comparisons to be made.

In this paper, the authors provide an assessment of the potential of ‘workplace training’ with reference to German apprenticeship. When occupational matching is important, the authors derive conditions under which firms provide ‘optimal’ training packages and, as the German system generally exhibits these conditions, an evaluation of the effectiveness of apprenticeship is undertaken, based on a large administrative data set. The findings reveal that returns to apprenticeship for even the lowest ability school-leavers are comparable to standard estimates of the return to school, and demonstrate that training is transferable across a wide range of occupations. It is concluded that the positive experience with German apprenticeship training may help in the design of similar policies in other countries. Show less
