This paper presents and analyses a story of empowerment for tradespeople in training as technology studies teachers in secondary schools. In the past, changes in identity required by the transition from manual to mental labour had appeared to be so difficult that negativism and projection characterised these groups, throughout their teacher education program. An action research project, conducted in their Educational Psychology classes, sought to improve this situation, resulting in profound changes in their actions both at the training institution and in their schools. Implications for providing appropriate conditions for reflection and empowerment in teacher education generally are discussed. Show less

This document is the final report of the third annual meeting of the directors of national institutes of educational research and development in the Asia-Pacific Region. Sponsored by the Asia-Pacific Centre of Educational Innovation for Development (ACEID), the meeting was hosted by the National Institute for Educational Research of Japan (NIER). The theme of the meeting was teachers and teacher education and development. The participants met to review relevant research in countries of the Region. Their aim was to identify common research priorities and establish a collaborative framework amongst national institutes of educational research and development as part of the Asia-Pacific Programme of Educational Innovation for Development (APEID) and to work towards addressing the issues clarified by the meeting. Chapter 1 contains introductory information; Chapter 2 comprises the summarised country papers; Chapters 3 and 4 address the two major themes of the meeting - a future research agenda for teachers and teaching, and educational research and decision-making: implications for teachers and teaching; Chapter 5 summarises the recommendations agreed on by the participants; Annex I contains a list of participants; Appendix I contains the full versions of the country papers; Appendix II presents a general paper - Strengthening the role of teachers in a changing world: issues, prospects and priorities / Rupert Maclean and Ian Birch.

A collaborative action research study in teacher education is described, in which mature-age trainee teachers of technology studies (who had previously been tradespeople) initially reproduced significant aspects of their former workplace culture within classes at an institute of education. Ways of enabling cultural production to generate a more open learning climate are described and analysed, particularly the use of narrative as a resource for cultural change. Links between changes in culture, knowledge skill levels and identities within a learning group, and subsequent innovations made elsewhere, are also discussed. Such links are related to questions of learning transfer and implications for vocational education are explored. Show less

This publication presents a systematic description of the situation of teachers and trainers in vocational education and training (VET) in Denmark, Finland, Iceland, Norway and Sweden. It is part of a series designed to increase mutual understanding and facilitate information exchange about VET in the different Member States of the European Union. The focus of the series is on teachers and trainers, the modes of teacher and trainer training, and pathways into the profession. Five sections, each dealing with a different country, outline the national context and the VET system, and then identify and describe the teachers and trainers, their legal standing, rights and duties, and the unions and professional associations dedicated to the profession. The final part of each section details the training opportunities, both initial and continuing, available to teachers and trainers in VET, along with possibilities for career advancement. This article describes the Adult Education Teacher Training Course (AETTC) launched in Kenya by the Department of Adult Education in 1984. The innovative project was designed to train adult educators who were already employed and teaching adult classes, using distance education. The course is based on the goals of national education and aims to provide more equal access to educational opportunities. The distance education model consisted of centralised functions related to effective operation and localised functions designed to give the learner control of the educational process. The centralised functions comprised the creation of study materials, assessment of assignments and staff training. The localised functions included assessment of learning needs and curriculum development. The course was based on the existing Inservice Teacher Training Course (ITTC) which used an innovative methodology. The author describes the development and refinement of an existing adult education curriculum, the mode of delivery, the affects of the relationships between the collaborating institutions on the progress of the project, operational aspects, course assessment and funding. In conclusion, some student performance results, implementation problems and lessons learnt, are discussed.
