This book is the sixth volume in a series resulting from the international networking of the research group VETYL (Vocational Education and Training/Yrkeskunnande och Larande) at the Department of Education, Stockholm University in Sweden. The book serves as an umbrella for the presentation of research that focuses on a variety of policy issues and dimensions of the partnership between education and the world of work. The selected and reviewed texts in this volume were intended for the 8th Stockholm International Conference of Research in Vocational Education and Training planned for May 2020, which did not take place due to the [Coronavirus Disease 2019] COVID-19 restrictions. The contributions deal with transitions in vocational education and training systems and depict the diversity of research in the field.

This book describes the innovative transformation of higher education institutions (HEIs) across the world in response to the emerging realities of the twenty-first-century global, knowledge-based economy, as well as how HEIs are defining many of today's economic realities on a regional level. HEIs continue to drive economic development through their traditional roles of purchaser, employer, real estate developer, workforce developer, and community developer. But these roles now must be executed more strategically and collaboratively. Also, the twenty-first-century economy offers universities unique opportunities to generate the intellectual and financial capital that drives emerging knowledge-based industries. Case studies are drawn from urban and rural America, Europe, the Middle East, and emerging countries. Some of the topics covered include the role of university presidents as leaders of change; the relationship between higher education institutions and the political leadership of cities, states, and nations; successful models of partnerships between higher education and the private sector; and future challenges opportunities facing the modern university.

This article appears in Chapter 2 - Re-engineering, which presents some options on how to re-engineer technician education and training (TET) systems and institutions. Marshall reports on her organisation's program of industry training for three communities in Oklahoma. In addition to providing training for business and industry, the company also has a Quality Management System which includes assisting business to reach ISO 9000 standard. She explains briefly why her company implemented the standard and the benefits for any organisation in terms of consistency of training, of product quality and of marketing advantage. She explains how they started and the difficulties in setting standards for an educational institution, when their experience had originally been in a manufacturing industry. The importance of management commitment to the development of quality objectives is emphasised and a step-by-step process for development and training is described. The article ends with a table showing factors for measuring success.

This study examines the provision of continuing professional development for vocational teachers and trainers across the seven countries that make up the region of the Western Balkans [Macedonia (Republic), Albania, Kosovo, Bosnia and Herzegovina, Montenegro, Serbia] and Turkey. The study aims to inform policy makers and responsible agencies about the extent and character of provision but also to reveal how this provision is shaped and contextualised by the regulations and institutions that underpin it in each country. The report is based on seven national reports published in 2016. The evidence was gathered through a survey of more than 4,000 teachers and associates, 7 literature reviews and 79 interviews with representatives of key stakeholders in the seven countries.

This article appears in Chapter 1 - Transforming, which deals with various concepts of leadership in the context of technician education and training (TET). The author discusses the needs and merits of cooperation among TET professionals and suggests strategies to promote collaboration between TET institutions. He lists some of the benefits of resource sharing at a time when TET is seen by some as an expensive investment. These include the pooling of expertise, reducing duplication of effort, generating goodwill by working together instead of competing, building unity with one voice for the TET sector, benchmarking quality standards and providing opportunities for TET staff and students to gain wider experience. Various strategies are outlined and the author concludes with a plea for people to take leadership roles, begin bridging the gaps and bring the sector into the 21st century.

Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s ‘highland of talent strategy’ to new ‘career ladders’ which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

The Asia-Pacific Economic Cooperation (APEC) employment sector has ever-increasing requirements for internationally capable employees - those with global competencies who can work and engage with business partners and clientele beyond an economy's borders. The APEC Global Competencies and Economic Integration had the following objectives: (1) to develop recommendations for an APEC-wide framework to describe global talent and its requisite elements; (2) to compile APEC-wide data on the business requirements for global talent and on the added value of such talent for trade and regional economic integration; (3) to develop a methodology for measuring the outputs of global talent by creating a pilot survey of the educational sector in selected APEC economies (the USA and Japan and potentially others); and (4) to develop recommendations for APEC economies to strengthen their global talent streams, and to present these recommendations to APEC Human Resources Development Working Group (HRDWG). This report was prepared based on the surveys, extensive research on 'Global Competency', and the discussion of participants at the APEC Workshop on Global Competencies and Economic Integration.

A human resources development (HRD) partnership is defined as 'a system that is designed: to make the necessary investment in HRD; to facilitate the effective distribution and usage of resources; to facilitate the establishment of a demand-led HRD system; and to ensure the simultaneous development of human resources in all regions through the establishment of effective information and communications channels linking the key partners at the societal level, namely, the government, employers and related organizations, labour and the relevant organizations, as well as education and training organizations'. This chapter examines Korea's national HRD partnership framework and key issues at the regional level, the increasing efforts to strengthen these partnerships and future directions and role of the partnerships.

This article appears in Chapter 1 - Transforming, which deals with various concepts of leadership in the context of technician education and training (TET). Basu introduces his topic by claiming that technological developments have increased people's ability to do both good and evil, to increase or decrease wellbeing and that, given these options, policy makers must be sensible and make appropriate choices for the TET sector. He discusses the changes and the challenges - including demographic changes and increases in the labour force; trade liberalisation and globalisation of the workforce; and the implications of poverty and unemployment. He raises the issues of environmental degradation and dwindling natural resources and insists that helping people to break out of the cycle of poverty must be a major concern of national policy makers. Finally, he looks at innovative TET processes in teaching/learning, the effects of the information technology (IT) revolution, certification and accreditation, and the importance of enhancing international cooperative programs for TET. Basu concludes that the World Bank and other development agencies must continue to finance TET and leave the leaders to accept the challenges and create opportunities for TET to be a tool for human development.
