The Australian Government announced the 'Regional education, skills and jobs' plans initiative in the 2011-12 Budget, as part of the 'Building Australia's future workforce' package. The initiative addresses four key areas of the Australian Government's productivity and social inclusion agendas: early childhood education and care; Year 12 attainment; participation in vocational and higher education; and local job opportunities. The Department of Education, Employment and Workplace Relations (DEEWR) deployed 34 regional education, skills and jobs (RESJ) coordinators to work with local stakeholders to develop regional education, skills and jobs plans for the 46 Regional Development Australia (RDA) areas that cover non-metropolitan Australia. The plans present locally identified opportunities and challenges and outline local strategies to improve education, skills and jobs outcomes in regional Australia. Each plan reflects community priorities and includes goals and local strategies to achieve the community's objectives, based on four key themes: early childhood education and care; school education; tertiary education and training; and jobs, skills and workforce development. The plans build on the range of services and programs already offered by DEEWR and the strategies draw on the programs of other government agencies and the opportunities arising from major local projects.

The economy of the Northern Territory is very diverse. The Northern Territory has an abundance of natural resources, a large public sector and a significant defence presence. The importance of mining and mining-related production will increase as production reaches full capacity once the major infrastructure projects are completed. A comprehensive environmental scan and community consultation have been carried out to identify the key education, skills and jobs challenges for the region. These challenges include: improving the outcomes for children in the Northern Territory in relation to the five domains measured by the Australian Early Development Index (AEDI); shortage of qualified early childhood educators to comply with the National Quality Framework; meeting Closing the Gap targets in early childhood education and care, school education and employment outcomes for Indigenous Australians; some youth are disengaged from school, training or work; limited opportunities for the working age population in remote communities; meeting the workforce needs of industry, including the resources sector; and maintaining community and corporate confidence in business areas outside major development areas to support more evenly spread economic growth and community stability.

In response to the deteriorating economic conditions brought about by the global recession, the Australian government announced the Jobs and Training Compact. The Jobs and Training Compact offers a range of training, support and local initiatives aimed at reducing the impact of the economic downturn. This document details the evaluation strategy for the Jobs and Training Compact. The aim of the evaluation is to assess whether the Jobs and Training Compact achieves its objectives by assessing its overall performance and the performance of its major elements. Reflecting the range of initiatives involved, performance is measured in terms of access to services, take-up, maintaining labour force attachment, boosting employment opportunities, participation in education, skills acquisition and community value. The evaluation will be structured around the Jobs and Training Compact's three broad target groups of retrenched workers, youth and local communities. The scope of the evaluation covers those initiatives within the three compacts which are managed by the Department of Education, Employment and Workplace Relations.

Based on a comprehensive environmental scan and community consultation, the key education, skills and jobs challenges identified for Tasmania include: an ageing population; relatively low levels of literacy; lower levels of Year 10 and Year 12 completion; a lower percentage of the population with tertiary qualifications; high levels of unemployment and low participation rates; reliance on a small number of industries, some of which are undergoing restructure which is resulting in retrenchments; and lack of access to appropriate transport.

The Department of Employment is required to monitor and evaluate Australian Government employment services programs under the terms of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and specific directives from Cabinet. This document outlines a strategy for evaluating the Transition to Work (TtW) service. The TtW service targets young people at risk of long-term unemployment. The objective of TtW is to provide intensive, pre-employment support to improve the work readiness of young people and to help them into work (including apprenticeships or traineeships) or education. The document begins with a brief description of the service and then outlines evaluation questions and reporting timelines for the evaluation. The document subsequently discusses the analytical approach for the evaluation and finally explains how the overall evaluation will be managed.
