On Tuesday 26 August [2014], around 200 young people from across Tasmania came together at Door of Hope in Launceston to share their ideas, concerns, and discuss youth employment at the Tasmanian Youth Forum (TYF) Youth Employment Statewide Youth Forum. There was also an online survey that young people could fill out. This let young people from across Tasmania have their say on youth employment even if they could not get to the forum. The forum and survey were initiatives of the TYF which is the peak consultative body for young people in Tasmania. TYF is supported by the Youth Network of Tasmania (YNOT), the peak organisation for the non-government youth sector. The forum and survey aimed to: give young people a chance to discuss what they think about youth employment in Tasmania; give young people the opportunity to discuss what ideas and solutions they have for getting more young people employed; and encourage young people to think about other employment options and leave the day with more ideas about what they could do. This report shows the main ideas that were raised by everyone at the forum and through the survey.

Considering the instrumental role that technical and vocational education and training (TVET) systems play in minimizing skills gaps and improving employment prospects for young men and women, the ILO Global Skills for Employment Knowledge Sharing Platform (Global KSP) hosted an e-discussion from 21 November to 2 December 2016. The e-discussion was arranged through support provided by the Korea International Cooperation Agency (KOICA). This report provides insight into the key messages that emerged from the e-discussion, as well as summary highlights of the responses to each of the questions asked. Seventy comments were made during the two-week course of the global dialogue, with contributions from countries in Asia Pacific, Africa, Europe, Latin America and the Middle East.

This is the report of the 'ILO workshop on performance monitoring and impact evaluation of the Portuguese Youth Guarantee' held in Lisbon, Portugal from 17-21 November 2014. In December 2012, the European Commission tabled a proposal for the introduction of youth guarantees to be implemented by member states. This proposal was approved by the European Council in April 2013. With the introduction of the youth guarantee, the member states of the European Union (EU) committed to ensuring that young people are in a job, further education or activation measures within four months from becoming unemployed or from leaving school. Accordingly, the government of Portugal developed a plan for the implementation of the youth guarantee. This plan covers the period 2014-2020. The plan includes interventions to: reduce the risk of early school leaving; strengthen career guidance services; expand vocational training, internship and traineeship opportunities; enhance geographical mobility; and create employment opportunities. The development of a monitoring and evaluation system is a requirement for the implementation of the youth guarantee. The ILO supported the national team in developing a monitoring and evaluation framework that measures the results achieved, allows for adjusting of the design and delivery of interventions and provides information and lessons learnt for future policy design and implementation. The train-the-trainer workshop on performance monitoring and impact evaluation of youth employment interventions is one component of this support program.

The workshop had four specific objectives: (1) familiarize participants with the monitoring indicators set at EU level for monitoring youth guarantee schemes; (2) review the implementation and result indicators to monitor the performance of the Portuguese Youth Guarantee; (3) examine the evaluation approaches to be used to appraise the result achieved by the Youth Guarantee; and (4) develop a roll-out training plan for the staff of implementing partners at local level. The workshop was structured around three parts: youth guarantee in Portugal and in other EU member states; performance monitoring; and impact evaluation approaches. The workshop was designed for senior staff of the organizations and entities involved in the implementation of the Youth Guarantee and in the training of staff who are engaged in day-to-day operations on the ground. A total of 32 participants representing the implementing organizations of the Portuguese Youth Guarantee implementation plan, attended the workshop.

This report was developed to communicate the ideas and views of young people who participated in the Tasmanian Youth Forum (TYF) Youth Employment Statewide Youth Forum and online survey. TYF is an initiative of the Youth Network of Tasmania (YNOT), the peak organisation for the non-government youth sector in Tasmania. Tasmania's high levels of youth unemployment are an issue which has been frequently discussed within groups of the Tasmanian community, by young people and decision makers at a local and national level. TYF conducted the forum and survey to provide young people with the opportunity to discuss their concerns about planning for their future, applying for jobs, and starting in their first job and what ideas they had to make the transition to the workplace as seamless as possible for young people. The report found that young people are thinking broadly about the issues around youth employment and what can be done to help young people gain employment and stay employed. The results and ideas from the forum and survey have been combined to develop key findings.

This publication presents papers given at a conference on 'Labour market policies and the public employment service: lessons from recent experience and directions for the future' convened in Prague on 3-4 July 2000 by the OECD's Directorate for Education, Employment, Labour and Social Affairs in collaboration with the Ministry of Labour and Social Affairs of the Czech Republic. The major themes of the conference were the 'activation' of the unemployed and the implementation of active labour market policies. Issues addressed included: front-line employment service operations; customer service and employer service; the advanced use of information technology to facilitate job placement; modern management methods; eligibility conditions for unemployment benefits; strategies of intervention during unemployment; and improving the accountability and performance of the public employment service (PES). The introduction contains the summary and conclusions by the rapporteur and two papers by the OECD Secretariat: 'Labour market policies and the public employment service: main characteristics and new challenges' which describes the main operational methods and PES strategies in OECD Member countries with comment on international variation and underlying policy issues; and 'External audits of the public employment service in the 1990s' which summarises four general, official, external audits undertaken in the United States (US), the Netherlands, Sweden, and Switzerland, and published in the 1990s as an analytical basis for major reforms. The paper assesses these evaluations and proposes some principles to guide future evaluations. Quality technical and vocational education and training (TVET) is widely recognised as having an important role to play in tackling youth unemployment. This two week discussion brought together over 300 participants from 80 countries and aimed at collecting knowledge, experiences, innovative ideas and promising practices in TVET which aim specifically at tackling youth unemployment. The online discussion covered seven main topic areas, which are summarised in this report: (1) key barriers that young people face in finding work; (2) what TVET institutions can do to ease the school-to-work transition; (3) labour market information and skills forecasting; (4) entrepreneurship education; (5) widening access: engaging disadvantaged and marginalised groups; (6) upgrading TVET's image: challenges and opportunities; and (7) monitoring and evaluation of youth-focused TVET.

Participants concluded that TVET institutions will not only need to undergo a major transformation by engaging the private sector and deepening their understanding of labour market demands, they should expand their offer of career guidance and on-the-job and soft skills training, and build local, national and international partnerships.

In this two volume report, the Director-General of the International Labour Organization (ILO) reviews the Organization’s activities in the European region over the last five years in the light of the ILO’s four strategic objectives: fundamental principles and rights at work; employment; social protection; and social dialogue. The central focus of the report is the impact of new information and communication technologies (ICTs) on the world of work and the issues which they raise for the ILO’s constituents in the region. The report suggests that the ‘skills gap’ in Europe’s ICT workforce may impede the growth of ICT industries and widen the digital divide between technologically rich and poor regions in Europe. The report provides the background for the regional meeting which is intended to provide a forum for tripartite delegations to discuss the ILO’s regional activities with respect to the impact on ICTs on work. The tripartite delegation from each country taking part in the meeting is composed of two government delegates, one employers’ delegate and one workers’ delegate. This second volume examines development trends in Europe and Central Asia and summarises how the activities of the ILO over the past five years have addressed the goal of decent work in the areas of employment promotion, social protection, social dialogue and tripartism, and fundamental workers’ rights.

The Youth Transitions and Network Consolidation Regional Workshop was held in Gaborone, Botswana on 20-22 May 2014. This brief report provides an overview of the workshop. The workshop was designed based on the following objectives: to place youth employment and related issues on the regional political agenda; to highlight regional success stories; to further strengthen the UNEVOC Network consolidation process in the region; to provide a platform for learning and sharing experiences; to offer an opportunity to actively participate in and shape the regional technical and vocational education and training (TVET) discourse and to enhance the institutional capacities of the participating UNEVOC Centres. The event was attended by nearly 50 speakers and delegates from 11 countries (Botswana, Ethiopia, Germany, Kenya, Malawi, Mauritius, Mozambique, Republic of Korea, Senegal, South Africa and Zambia). International organizations were represented through UNESCO and the International Labour Organization (ILO), along with the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), Germany's agency for international cooperation. Regional and national TVET institutions (ministries, national TVET bodies, training and research institutions and nongovernment organisations [NGOs]) were represented in their capacity as UNEVOC Centres and local institutions.
