This publication presents, for the first time, a consistent and comprehensive medium-term forecast of employment and skill needs across the whole of Europe. It develops macroeconomic projections and alternative scenarios for each Member State and aggregate results at European level. It provides data on future employment developments by economic sector, occupation and qualification until 2015 and uses comparative data for all Member States. The need to improve transparency on European labour markets, increase the skill levels of populations and prevent skill mismatches make information about the future development of skills and competences indispensable. Relevant findings could help achieve the objectives set in European employment and lifelong learning strategies and are essential for developing a European knowledge-based society. Cedefop contributes to these objectives in two ways: the early identification of new skill needs; and anticipation of future skill needs.

Australians deserve to age with dignity. By 2031, nearly 20 per cent of the population is expected to be aged over 65, up from around 16 per cent currently. Investing in the aged-care sector to provide better care for more people must be a national priority. Aged-care workers currently care for more than 1.3 million Australians, both in the home and in residential settings. But as more Australians enter old age, we have failed to prepare for the human challenge at the centre of aged care by building a workforce that is both big enough and well-equipped to meet community expectations. As demand has soared amid major constraints on supply, there has been no comprehensive action to bring the two into balance.
Demand for workers is rapidly increasing due to demographic changes, increases to minimum staffing levels and new funding to address unmet demand. At the same time, low wages, a lack of career progression and poor training outcomes, combined with negative public perceptions of the industry, are constraining the supply of workers. The recommendations of the Royal Commission into Aged Care Quality and Safety, while critically important, further add to demand with the need for more care at a higher quality. If the workforce continues expanding at its current glacial pace, [Committee for Economic Development of Australia] CEDA estimates that within the next decade there will be a shortage of 110,000 direct aged-care workers, and by 2050 more than 400,000 workers. Direct-care workers include personal-care assistants, nurses and allied-health staff (such as physiotherapists, occupational therapists and speech pathologists amongst others).
Meeting the challenge requires: (1) Better wages and working conditions; (2) Getting more people into training, improving training outcomes and investing in ongoing development; (3) Continued migration, with new paths to attract high-quality, motivated workers; (4) Investment in new technology that reduces the burden on staff and improves care outcomes; and (5) Knowledge sharing and promotion of the industry.

Germany is particularly affected by an increasing shortage of skilled workers. At the same time, there is a so-called 'hidden reserve' of workers whose activation could be very helpful for the German labor market. The article shows whether and to what extent reforms of the German vocational training system can contribute to the activation of this 'hidden reserve'. To this end, the article estimates the size of the heterogeneous, untapped workforce potential and brings the different stakeholder groups in connection with concrete vocational training needs and reform proposals. To activate the 'hidden reserve' for the labour market, a trend reversal of the state further training strategies pursued in the vocational training system in Germany seems urgently necessary. One possible solution would be to offer effective qualification measures that are as targeted and tailor-made as possible for the extremely difficult and heterogeneous target groups considered here.

Despite the recent economic recession, labour shortages in the Canadian tourism sector are projected to increase substantially by 2025. The Canadian Tourism Human Resource Council (CTHRC) set out to improve the food and beverage industry’s ability to attract and retain skilled workers by conducting a comparative review of cooking credentials in Canada and identifying learning and career paths within the field. The qualifications framework that was developed encourages the understanding and respect of tourism occupations as a career choice and not simply a job in order to increase the attractiveness of a career in tourism. It also helps ease the entry of new Canadians into the workforce by helping employers recognize and value qualifications from immigrants who have received their training and education outside of Canada. It is hoped that these two methods will help grow the potential labour supply in the tourism sector.
