Skilled migration is one of the policy levers available to governments to address workforce shortages in the economy. This issue of Focus on explores how skilled migration is utilised by governments globally to address skill and labour shortages; how effective policies and procedures that recognise and validate qualifications and credentials gained overseas can facilitate the integration of skilled migrants and refugees in destination labour markets; and the impact the Coronavirus (COVID-19) pandemic has had on skilled migration around the world.

This study set out to provide greater insight into the status of migrant teachers in South Africa. The findings have shown that migrant teachers are playing an important role in South African schools, but that the requirements they need to meet are onerous and misaligned. This lack of coordination between the agencies tasked to oversee different parts of the system not only results in the country's potential to effectively use the skills of migrant teachers being compromised, but also exposes the system to potential abuse and fraudulent practices.
The presence of migrant teachers appears to be tolerated as a stop-gap measure to assist with the immediate teacher supply-demand challenge in the country. An attitude of, 'let's use migrant teachers to assist in the meantime while we increase the capacity of our teacher education system to produce the teachers we need' appears to prevail. [The authors argue that,] whilst the country certainly must, and is, working to increase its own teacher education capacity, the perception that migrant teachers are a currently useful, but expendable resource is a flawed one.

This assessment is based on calculations of supply of, and demand for, labour of various skill levels in Queensland in 2009. By subtracting demand from supply, a projected shortage or surplus is identified. The analysis is based on an assumption that qualifications adequately represent skills. Total labour supply is represented by newly qualified graduates plus net in-migration of qualified workers. Past rates of growth have been applied to most recent data to provide projections for 2009. Total labour demand is defined as net job openings in any given occupation, which in turn is calculated as employment growth plus net replacement. Total labour demand thus equals the number of jobs, disaggregated by occupation, available to people entering that occupation for the first time and thereby indicates the number of persons requiring a qualification in that field. The assessment finds that to mitigate supply-side shortages, policies to increase the available supply of skills through additional training places or increased skilled migration would be appropriate. Where a demand-side shortage exists, policy emphasis on improving attraction and retention of skilled workers, for example, through higher pay and more flexible working arrangements, is appropriate. This article analyses the conditions under which employers grant immigrants access to jobs corresponding to their foreign education. It is often observed that employers prefer native-educated employees and devalue foreign education. We argue that part of this devaluation is due to institutional differences in education systems. Nevertheless, hiring foreign-educated immigrants is becoming a viable strategy for employers given the substantial shortage of skilled labour and the significant influx of skilled immigrants. Using a factorial survey, we simulate a hiring process and present a series of hypothetical foreign applicants to employers in Germany. Our findings show that the transferability of foreign qualifications strongly depends on the institutional characteristics of foreign education systems. However, employers are willing to accept differences in education because they consider institutional differences a trade-off against other dimensions, such as relevant foreign work experience.
