British Columbia is currently experiencing labour shortages in various sectors of the economy and prevailing trends suggest that the economy will be unable to respond to the shortages naturally. This highlights the importance of exploring and exploiting other sources of labour to ensure that the economy continues to be productive and competitive. This report provides information on one of the potential sources of labour, immigration, to inform the Industry Training Authority's strategic initiatives aimed at increasing the participation of immigrants in prep-apprenticeship and apprenticeship training and promoting growth in the economy.

Canada's increasing skilled labour shortage has generated a great deal of discussion. A recent study discovered that more Canadian businesses found it challenging to recruit skilled labour in 2021 (75 per cent) than in 2013 (68 per cent). While attention to immigration for filling these gaps is important, less focus has been allocated to youth and racialized youth in particular. Canada ranks high among OECD countries in terms of advanced education, yet racialized youth face unique barriers in the labour force and remain an untapped resource in the Canadian economy. For this study, racialized youth are those who are not Indigenous or Caucasian in race or who are non-white. Racialized youth in Canada are diverse in terms of their ethnic origins, gender and geographic distribution. Within the category of racialized youth, there are also diverse groups with intersectional identities.
Through a review of academic and industry reports and an analysis of policies and programs, this report aims to: (1) identify the barriers faced by racialized youth in employment and education; (2) provide an extensive mapping of government and non-government programs and policies designed to support racialized youth; and (3) identify gaps in the current policies and programs. We then provide recommendations aimed at improving the employment outcomes of racialized youth.

This research is about how one community college preserved and strengthened their technology internships during [Coronavirus Disease 2019] COVID with commitment and creativity. Although the college, employers, and students faced technical, logistical, and supervisory challenges in maintaining technology internships through the pandemic, the college was committed to ensuring their resilience because they were required for graduation. As a result, many interns had opportunities to gain new skills related to navigating virtual work arrangements. In addition, employers drew on interns to fill staffing shortages and internships continued to serve as a key bridge to technology employment during the pandemic.

The information presented is intended to build on existing knowledge of women in the trades and assist the Saskatchewan Apprenticeship and Trades Certification Commission (SATCC) and other decision makers to attract and retain a greater number of women in the skilled trades as a solution to labour shortages. The purpose of this paper is to discuss some of the factors which may be influencing low participation rates of women in the skilled trades, as well as the issues that affect women in these occupational areas in Saskatchewan. There are many definitions used to describe skilled trades; this paper focuses on those trades designated as male dominated or non-traditional.

In the early 1970s, work hours in Europe were similar to work hours in the United States, but today Europeans work less than Americans. Prescott (2004) attributes the decline in European work hours to an increase in the effective marginal tax rate on labour income. Applying Prescott’s dynamic general equilibrium model to Australian labour market data confirms that the taxation of labour income is an important determinant of the decision to work. In this paper it is found that a temporary increase in taxes reduced Australian work hours in the 1980s, while taxes and work hours did not change much in the long-run. The resilience of Australian work hours in the 1990s suggests that a return to the tax rates of the 1970s would restore the European labour supply.

In the US and the UK, the demand for a skilled and educated workforce of engineers and engineering technicians is greater than the supply. Postsecondary institutions in the U.S. awarding associate's degrees in engineering and engineering technologies will fail to keep pace with job growth projections if trends of low and slow graduation rates continue. The purpose of this study was to identify the characteristics of attendees and graduates of associate's degree programmes in engineering and engineering technologies and determine whether and to what extent graduation is a function of student-related and institutional variables. Researchers used an ex post facto design using the 2004/2009 Beginning Postsecondary Students Longitudinal Study (BPS:04/09) dataset from the U.S. Department of Education's National Center for Education Statistics (NCES). Descriptive statistics indicated graduates were mostly White, married, middle income, employed part-time, enrolled full-time, completed Trigonometry/Algebra II, had a father whose highest education level was an associate's degree, did not know their mother's highest level of education, completed remedial coursework, and started college with the goal of an associate's degree. Logistic regression results indicated that gender and enrollment size during the 2003-2004 academic year significantly predicted associate's degree completion in engineering and engineering technologies. This study provided a current description of students pursuing sub-baccalaureate engineering and engineering technologies programmes in the US. However, given the small weighted sample size, the regression was inconclusive in terms of the model's predictive ability. Therefore, future caution should be taken when analysing national, educational datasets to address national workforce shortages.

In the years ahead, Canada faces the challenge of not having enough workers with the right skills to meet its labour needs. Canada's Aboriginal population is the fastest-growing population cohort in Canada, and could play a significant role in helping the country meet its labour market needs. However, the labour market participation of Canada's Aboriginal population lags behind that of the non-Aboriginal population. This report analyzes the challenges and opportunities employers encounter when engaging Aboriginal workers. A survey was conducted with Canadian businesses about their engagement with Aboriginal workers, and interviews were held with businesses, industry associations, and Aboriginal employment organizations. The report provides recommendations on the steps that employers, Aboriginal organizations, and policy-makers can take to help improve the labour market participation of Aboriginal workers.

Retaining qualified career and technical education teachers (CTE) is crucial to the continued supply and reduced demand of these types of teachers. Demographic data and emerging trends of CTE teachers were analyzed for those teachers who completed a summer workshop as part of alternative licensure. Some of the emerging trends included shifts in retention rates during certain school years, years in which enrollment was highest for each gender, and changes in employment status within education. Conclusions and discussions derived from the study were a need for teacher educators to become aware of a diverse classroom of alternative CTE teachers, CTE teachers completing continuing education and degree requirements, and legislative policies that impact retention rates.

Recognizing the importance of the issue of labour shortages in skilled trades for the Canadian economy, [Certified General Accountants Association of Canada] CGA-Canada sees it timely to critically examine the magnitude of labour shortages experienced in skilled trades in the recent past, and to analyze the prospects of achieving reliable estimates of the shortage situations that may occur in the near future. To that end, this paper begins with a brief overview of main characteristics of the workforce engaged in skilled trades. This is followed by the analysis of labour shortages experienced by five prevailing skilled trades in five Canadian provinces in the past decade and an illustration of the sensitivity of estimates of future labour shortages to some basic or encoded assumptions. Furthermore, [the authors] critically assess the age structure of the trades labour force, and educational and labour mobility barriers as possible factors contributing to labour shortages. The paper concludes with highlights of the more salient aspects of [the authors'] contentions.
