The [Israel-Hamas] conflict is resulting in a deep humanitarian crisis in Gaza, with huge implications on the labour market, employment prospects and livelihoods, not only within Gaza, but also in the West Bank. Entire neighbourhoods in Gaza have been destroyed, infrastructure has been severely damaged, businesses have closed, large-scale internal displacement has occurred, and the lack of water, food and fuel are severely crippling economic activity. Even prior to the current conflict, the situation in Gaza was particularly dire as a result of a 17-year old blockade imposed on the enclave, and Gazans have long grappled with persistently high rates of poverty, unemployment and vulnerability.
Initial estimates suggest that a minimum of 61 per cent of employment has been lost in Gaza, equivalent to 182,000 jobs. The conflict in Gaza is also having spillover effects in the West Bank, where initial estimates suggest that around 24 per cent of employment has also been lost, equivalent to 208,000 jobs. In total, as of 31 October 2023, around 390,000 jobs have been lost, and these estimates are projected to only worsen if military operations in Gaza intensify. Jobs losses in Gaza and the West Bank translate into daily labour income losses of [Unites States dollars] USD 16 million. Full, rapid, safe, and unhindered humanitarian access to the population in Gaza is key, and should be complemented with emergency income support measures, including cash and in-kind transfers.

The persistent war in the Gaza Strip and restrictive measures by Israeli authorities in the West Bank continue to have significant adverse effects on the economy of the Occupied Palestinian Territory (OPT), with severely damaging implications for the labour market. Revised estimates suggest that, as of 31 January 2024, 507,000 jobs have been lost across the OPT as a result of the hostilities, compared to an earlier job loss estimate of 468,000. This comprises 201,000 jobs lost in Gaza Strip and 306,000 jobs lost in the West Bank. These job losses translate into daily labour income losses of [Unites States dollars] USD 21.7 million. This figure increases to USD 25.5 million per day, when combined with the loss of income resulting from the partial payment of wages to civil servants and the reduced incomes of workers in the private sector across the OPT.
In view of the huge employment losses, unemployment has spiked in the OPT. If the hostilities continue until the end of March 2024, the annual unemployment rate in 2024 is forecast to rise to 42.7 per cent. If the hostilities continue until end of June 2024, however, the corresponding rate is projected to rise even further to 45.5 per cent. At the quarterly level, projections indicate that, if the war continues until the end of March 2024, the unemployment rate in the OPT will soar to a staggering 57 per cent in the first quarter of the year. Beyond the impact on unemployment, the war has also had a huge effect on labour supply. Labour force participation rates are projected to decline by 3.6 percentage points for men and 1.2 percentage points for women between 2023 and 2024, if the hostilities continue until June 2024.

This paper first gives a brief overview of the Lebanese economy, which is based on the service sector and dominated by very small size enterprises (containing less than four in the workforce). The necessity for Lebanon to integrate into the global market will have consequences on the competitiveness and survival of many Lebanese firms. The paper also discusses the absence of linkages between the academic and technical education systems and the world of work and suggests that an enhanced education and training system is necessary in order to increase labour market responsiveness to new opportunities.

The aim of this paper is to set out estimates of the cost of the global financial crisis to emerging and developing economies. The financial collapse of 2008 and 2009 produced the worst global recession since the 1930s. Demand in advanced economies slumped, despite efforts by governments and central banks to support it through easier fiscal and monetary policies. Inevitably, this has had severe negative consequences for emerging and developing countries.
We would like to catalogue the human costs of the crisis, in terms of lost jobs, lost income, reduced consumption levels, increased poverty and reduced education opportunities, but much of the data needed to do so is not yet available. So we focus instead on macroeconomic indicators. There have already been some attempts to estimate the effects of the crisis, particularly on output, but we extend that analysis to encompass its effects across a range of variables: output, exports, remittances, aid and capital flows.
One problem with this type of analysis is that we can never be sure what would have happened had the financial crisis not occurred. In some cases, such as output growth, it might be reasonable to assume that the rates recorded immediately prior to the crisis would have been sustained. In others, this will not do; some reasonable estimate has to be made of the underlying trend ahead of the crisis. The fact that some developments in the global economy prior to the financial crisis were unsustainable also has to be taken into account.
It is also the case that the effects of the financial crisis will probably linger for several years, so current estimates of its impact on emerging and developing economies rely to some extent on forecasts of the future. These appear, for the most part, optimistic. Should they prove wrong - for example, if the advanced economies experience a 'double-dip' recession or an extended period of little or no output growth - then estimates of the severity of the effect of the crisis on emerging and developing economies will need to be revised upwards.

This cross-country report - covering ten Mediterranean partners (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey, and the West Bank and Gaza Strip) - was built upon previous experience with career guidance reviews of the OECD, the European Commission, [European Centre for the Development of Vocational Training] Cedefop, [European Training Foundation] ETF and the World Bank. The analysis developed further the research methodology by paying particular attention to the socio-economic and cultural context of the Mediterranean region and its impact and limitations on career guidance services. Based on the assumption that career guidance is not only important for individuals, but can contribute also to a number of public policy goals in education and training, in the labour market and in social cohesion and equity, it further took into account the paradigm shift in career guidance that is emerging in the [European Union] EU and OECD countries, from 'choosing a career' to 'constructing a career', from 'psychological testing' to 'tasting the world of work', and from 'external expert support' to 'career self-management skills'.

The Global Employment Policy Review (GEPR) is a biennial publication initiated by the ILO's Employment Policy Department. The purpose of the GEPR is to further the ILO's contribution to global employment policy debates by giving greater visibility to ongoing policy-oriented research as well as to spur new policy-oriented research. The second edition of the Global Employment Policy Review (GEPR) focuses on the issue of employment-centred macroeconomic policies for recovery and structural transformation. Chapter 1, 'Employment-centred macroeconomic policies: a reality in recovery processes' by Sher Verick, Johannes Weiss and Dorothea Schmidt-Klau, examines policy trends and ongoing employment policy debates in the light of the recovery process, addressing the issue of whether macroeconomic policies have changed as a result of the [Coronavirus Disease 2019] COVID-19 crisis. Chapter 2, 'Gender-responsive macroeconomic policies: lessons learned from the COVID-19 crisis and beyond' by Valeria Esquivel, focuses on the macroeconomic policies put in place to respond to the crisis and support recovery, and investigates whether and how they became gender-responsive (or failed to do so).
Chapter 3, 'How NEET are developing and emerging economies? What do we know and what can be done about it?' by Niall O'Higgins, Anna Barford, Adam Coutts, Adam Elsheikhi, Luis Pinedo Caro and Kate Brockie, finds that the COVID-19 pandemic has had particularly severe and wide-ranging impacts on young people. In 2020, the [not in employment, education or training] NEET rate among young people increased globally to 24.9 per cent, its highest level since estimates began in 2005. Chapter 4, 'The gendered employment impacts of the COVID-19 trade collapse and recovery' by Xiao Jiang, David Kucera and Loritta Chan, uses input–output fixed multiplier analysis to estimate changes in the number of women's and men's jobs as a result of changes in exports to the United States and the European Union (EU) during the COVID-19 crisis for 44 regionally dispersed developing and emerging economies. Chapter 5, 'A pro-employment macroeconomic policy framework for Africa' by Gilad Isaacs, Ilan Strauss and Bernd Mueller, advances a pro-employment macroeconomic framework which locates macroeconomic policy within an overarching framework focused on structural transformation and employment generation.

This chapter describes and discusses the linkages between the higher education sector and the labour market in the Syrian Arab Republic (henceforth Syria). It opens with an overview of the Syrian political and economic background that has its impact on career guidance services offered in the sector. This has to be taken into consideration in light of the movement in the Syrian economy towards a social market economy resulting in a focus on the demand side of the labour market in the economic development. The chapter focuses on the commitment of the Syrian government and the higher education sector in particular, at least at top senior levels, to engage employers in 'organic and new relations ... through participation in teaching, training, qualification, operation and deciding policies and educational programmes' (10th Five-Year Plan, 2006, p. 26). It then proceeds to discuss the various measures taken, with international donor funding, at the level of the Ministry of Higher Education and the Syrian universities in order to translate such statements into tangible outcomes. The challenges hindering such transformation will then be highlighted, as will be the way the current war in Syria has badly affected the possibility of any serious outcome in this area. Finally, the chapter concludes by offering some reflections on the way forward.

This article explores the training and development strategies and practices of large business organisations in the United Arab Emirates (UAE). The survey reveals that Emirati companies are very aware of best training and development practice as implemented in their foreign counterparts, and that they generally adopt similar methods and strategies. The article considers the influence of national culture, religion, government policies, education and the economic environment upon the training and development strategies and practices of companies in the UAE. It is argued that despite the negative effects of a dwindling oil sector, the UAE’s companies are well placed to maintain their current regional success and that they will soon be playing an increasingly important role in international trade, thus significantly contributing to the continuing economic growth of the country.
