Training packages are being reviewed by the Australian National Training Authority (ANTA) to see how they, and the structures supporting them, can be improved to strengthen teaching and learning and better meet current and future skill needs within the vocational education and training (VET) sector. This article is an edited extract from the NSW TAFE Commission Board response to the review. The Masters Painters Group Training Company is changing the training of painters and decorators with the potential to increase employment opportunities. The company employs 140 apprentices and trainees and recruits around one-third of all workers entering the painting trade in NSW and has recently established a new traineeship. There has been concern that apprentices did not have sufficient knowledge and skills required by the industry. The Master Painters Group Training company's intention is to get more training done on the job in a more organised and systematic way. More practical training is offered by the host trainer or 'master' in collaboration with TAFE.
The scheme was piloted last year at TAFE NSW - Sydney Institute with the intention to extend regional availability and a summary of this scheme is included. Benefits such as satisfaction levels, reduction of drop-out rates and cost were shown under the new model which included block release and mentoring. Show less

The Vocational Education and Assessment Centre (VEAC) is a TAFE NSW research and development centre which conducts research on learning and assessment. As a result of the advent of training packages, and the increased emphasis placed on the assessment of competencies in the workplace, VEAC has conducted research which reveals that teachers and assessors lack confidence in assessing in the workplace environment. The author outlines several methods for the support of assessors, which may help to alleviate this problem. They include the VET Assessor Network, VEAC workshops for TAFE NSW head teachers, an on-line course developed by VEAC for TAFE NSW teachers on workplace assessment, ANTA Framing the Future forums, and resources developed by a number of TAFE NSW Educational Service Divisions (ESDs) to support teachers in designing assessment events. Some of the critical themes in the development of a theory of teaching in the vocational education and training (VET) sector are skill formation in apprentice education, development and dissemination of teaching resources, best practice teaching, teacher support and the development of VET research. The historical underpinning elements of vocational education and training show that: (1) vocational learning is strongly focussed on learning through observation and guidance, by emulation and doing as well as mentoring; (2) learning is heavily skills-focussed; and (3) vocational learning has a strong orientation to implicit knowledge. The article reviews some of the recent developments on adult education and teaching and learning in the workplace and the author concludes by discussing the reasons why Australia needs to develop its own pedagogy for VET and the implications for the teacher and learner.

NSW LearnScope 2000 supported more than 80 workplace-based teams in their projects to develop skills in the use of the new learning technologies for flexible delivery. The author reveals the secret of one team's success at the North Coast Institute of TAFE. The development of a plan was essential and several key strategies were used in designing the plan. The first of these strategies was the aim of the plan: to use the Graduate Certificate in Management Communications as a vehicle for developing knowledge and skills in online delivery. The next strategy was the development of a skills audit. Another strategy was to develop a timeline. Action plans were developed and risk factors identified. Show less
