In 2001, the OECD launched a review of policies to improve labour market prospects for older workers. The aim of this review is to examine both supply-side and demand-side aspects of this topic. Older workers have been defined as those aged 50 years and over. The review argues that many policy measures and workplace practices create significant barriers to older workers continuing to work and that current reforms will not be sufficient to encourage later retirement and to lessen the risk of future labour shortages. As a result of rapid population ageing in the US, there is the potential for slower economic growth, serious labour shortages and rising tax rates over the next few decades. The review surveys the main barriers to employment for older workers, assesses the adequacy and effectiveness of existing measures to address these issues, and proposes policy recommendations for further action by government and social partners. The review concludes that the US is in a better position to cope with population ageing than most other OECD countries, but this position could be strengthened by encouraging higher labour force participation among its older population and reversing the long-term trend to earlier retirement. To do so will need action on both the supply-side and demand-side. Show less

In 1996, the OECD's Education Committee launched the 14-country 'Thematic review of the transition from initial education to working life'. Within a lifelong learning framework, the review had two key goals: to describe how young people's transition to work changed during the 1990s; and to describe the education, labour and social policies, and the interaction between these, that lead to successful youth transitions. Participating countries prepared a background report describing the general context of youth transitions and noting key policy concerns. The review team that visited each country prepared a country note to summarise its observations and suggestions. This country note for the United States begins with an overview of education and training arrangements and identifies the features most relevant to young people moving from school to work, noting similarities and differences between the United States and other OECD countries. The report then examines major issues in young people's transitions and the degree to which policy responses are effective. It concludes with practical recommendations for action. Overall, the report suggests that in many ways, the education system is well adapted to the needs of young adults, providing many 'second chances' for those who falter at any given stage. The tertiary sector offers a variety of options and ease of access. However, problems associated with cost, equity of access and quality do exist. A universal 'college track' is one key recommendation for improving education to work transitions.

The country education profiles (CEPs) are a guide to the education systems of over 115 countries and their comparability with Australian qualifications. CEPs contain information about the structure and qualifications of all sectors of a country’s education system, including key points of comparison for assessment purposes i.e. quality indicators, and assessment guidelines for comparing qualifications from the overseas country with qualifications on the Australian Qualifications Framework (AQF). The CEPs are used to inform decisions for a wide variety of purposes including: admission to an educational institution such as a university; employment; migration; and registration with a professional or regulatory body. CEPs are widely used by education institutions, professional bodies, government departments, state and territory Overseas Qualifications Units (OQUs), migration agents, employers, and individuals both in Australia and overseas. Preparations are being made for the Sixth International Conference on Adult Education (CONFINTEA VI): 'Living and learning for a viable future - the power of adult learning', to be held in Brazil in 2009. As part of these preparations, member states are requested to prepare a national report on the developments in adult learning and education since 1997 (CONFINTEA V), on the current state of the art and future challenges of adult learning and education. These reports will constitute a major input for the Brazil conference, help to prepare a regional synthesis for the regional preparatory conferences and supply critical data for a Global Report on Adult Learning and Education (GRALE).
The United States has a highly decentralised system of education. One-quarter of the population aged 25-64 have limited English proficiency and have not completed high school, or have completed high school but earn less than a living wage. There are 32 states with young adult populations that are not large enough to replace the retiring baby boomers and 34 million adults that want to access postsecondary education but do not have it. Showing these adults an educational and career pathway is critical. The traditional definition of higher education has been expanded to include all learners beyond the secondary compulsory school age for purposes of initiating a national dialogue on higher education. The focus of that dialogue has been around recommendations aimed at improving college access, affordability and accountability. These recommendations include: aligning K-12 and higher education expectations; increasing need-based aid for access and success; using accreditation to support and emphasise student learning outcomes; serving adults and other non-traditional learners; and enhancing affordability, decreasing costs, and promoting productivity. There are three federally supported adult learning programs: postsecondary education, adult vocational training, and adult literacy/English as a second language programs. This national report is submitted in four chapters, beginning with the adult literacy and English language acquisition program, followed by the adult vocational training program, and lastly, by the postsecondary program. These three chapters focus on the major investments in adult learning but by no means represent the entire delivery system for adult learning. The fourth chapter represents responses received from the private provider community across the US to select questions from the UNESCO survey instrument. Show less

This country report is part of the study 'Policy developments and practices of apprenticeships in selected EU Member States and world competing regions' carried out in five EU (Denmark, Germany, France, Ireland and Italy) and two non-EU countries (Australia and the USA). This study is conducted in the frame of the Pilot Project 'The Future of Manufacturing', proposed by the European Parliament and delegated to Eurofound by the European Commission (Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs). One of the objectives of this study is to provide an analytical overview of apprenticeship systems in the selected countries and to review changes to the current systems following labour market shifts, changes in employment, career and mobility patterns and technological and structural change. Particular emphasis is placed on the impact of new technologies and the need for a high skilled and adaptable workforce in manufacturing and advanced manufacturing. This research is carried out in response to the increasing interest in apprenticeships among policy makers to tackle skills mismatches but also to integrate young people into the labour market. The appeal of apprenticeships is also growing particularly in a context where new technologies are transforming work organisation and production processes across all sectors, particularly manufacturing. The findings from this research will feed the policy discussions around the role of apprenticeships for the future of manufacturing and inform policy making in the context of current or planned reform of apprenticeship systems and the necessary links to be established between education/training and industrial policies.
