Ohio has been a leader in scaling stackable credential programs. The state passed initial legislation on stackable credentials nearly 15 years ago, and it has since rolled out a series of initiatives that expand opportunities for individuals to stack credentials. All of Ohio's public education and training programs are involved in its efforts. These include Ohio Technical Centers (OTCs), which award 'clock-hour' certificates that do not award immediate college credit (i.e., noncredit certificates) but can potentially be transferred into credit-bearing programs, and the certificate and degree programs at the state's community colleges and universities.
Have institutions changed the programs that they offer? Are students stacking credentials, and, when they do, are they seeing an increase in earnings? Researchers at the RAND Corporation and the Ohio Department of Higher Education (ODHE) established a multiyear partnership to answer these questions and others. To find the answers, the team examined the state's stackable credential offerings and student outcomes in three fields: health care, manufacturing and engineering technology (MET), and information technology (IT). These three fields account for more than half of all certificates awarded in the state and have been a primary focus of its stackable credential efforts. This research brief summarizes key findings and implications of the project. These findings can inform Ohio's efforts to scale effective education and training pathways and might offer useful evidence to states pursuing similar initiatives.

This report explains some of the ways the payoff of postsecondary education can be measured and provides insights into why there is confusion about that payoff, despite strong evidence. Focusing on the variation in outcomes across individuals helps to clarify that the existence of the high average payoff, and the reality of significant benefits for most students, is not inconsistent with disappointing outcomes for some. The authors attempt to put the stories of this relatively small segment of students into context and to direct attention to improving opportunities for all students. This report explains some of the concepts and complexities that underlie analyses of the benefits of postsecondary education and clarifies the different assumptions and definitions that affect measured outcomes. The aim of the report is to provide background and context for readers to help them become more active and constructive participants in discussions of the role of higher education in the United States.

Early College High School Programs (also known as Early College Programs, or ECs) offer driven high school students academic rigor and early exposure to higher education. The program is designed to increase opportunities for traditionally underrepresented students by allowing them to enroll in college classes and receive credit while still enrolled in high school. This report builds on an earlier 2013 report [available in VOCEDplus at TD/TNC 113.636] to assess the impacts of ECs over time.
Key findings include:(1) EC students were significantly more likely than control students to enroll in college each year between the fourth year of high school and six years after expected high school graduation; (2) EC students were more likely than control students to complete a postsecondary degree each year between the fourth year of high school and six years after expected high school graduation; (3) EC impacts on college enrollment and degree completion outcomes were similar for students with different family background characteristics; and (4) college credit accrual during high school was the strongest mediator for degree completion outcomes, particularly bachelor's degree completion. These results corroborate the findings from the original impact study and generate strong evidence for the long-term impact of ECs.

Students forced to complete a long sequence of remedial or English language classes before they can begin their postsecondary program rarely earn college certificates or degrees. This brief highlights six promising programs that show how career pathway bridges help lower-skilled students move farther and faster along college and career paths through dual enrollment in linked basic skills and occupational certificate courses. Because creating such bridges requires collaboration across college silos, they can also transform the way colleges operate.

Colleges and universities are confronting mounting competitive pressures intensified by the [Coronavirus Disease 2019] COVID-19 pandemic. Amid a quickly shifting pandemic job market, employer skill demands and student educational preferences have become more complex and urgent. Meanwhile, politicians and parents continue to call for more accountability and transparency around how degrees connect to work. Private online education providers are meeting this demand for skills-based education, altering the landscape of postsecondary credentials and introducing new competition for students. While demand for online education has increased, undergraduate enrollment at colleges and universities has fallen by nearly 8 per cent since 2019. This is not good news for a sector facing a looming enrollment cliff - the number of high school graduates in the United States is expected to reach its peak in 2026.
Labor market information (LMI) offers colleges, universities, and their competitors easy access to data that can be used in myriad ways, including to adapt programs and credentials to stakeholder needs and to create opportunities for institutional leaders to make better decisions about program demand and viability; staffing and other resource needs; and employer and community partnerships. Prior research has examined the use of LMI, as Bjorn and Kerrigan review, but this field is quickly changing. As forms of LMI are newly emerging, many higher education practitioners have limited familiarity with these data and their potential. This study examines existing and emerging practices at 10 colleges and universities in the United States to better understand recent trends and issues in the use of LMI. This report can serve as a resource to colleges at all stages of the process of LMI institutionalization.

Low-income, low-skilled adults are likely to face challenges in pursuing post-secondary education. These challenges have been documented in other studies and include financial concerns, lack of academic preparation, and multiple demands on their time, such as parenting and working. Career pathways programs seek to address these challenges by offering a variety of supports, both academic and non-academic. However, participants still face barriers to program completion. This brief describes the perceived challenges of 84 study participants in career pathways program evaluated in the Pathways for Advancing Careers and Education (PACE) study. In these interviews, respondents discussed in detail what they viewed as the difficulties they currently experience in the program, as well as challenges they foresaw in the future as they moved along a career pathway. As in prior research, financial challenges, academic worries, and family and other demands on their time were the most commonly articulated concerns, even though these participants were in programs offering a wide range of supports.

Today's knowledge-based, global commerce requires continuous investment in human capital through postsecondary education for countries to be fiercely competitive. Countries, such as China and India, are experiencing growth in the number of people participating in postsecondary education; the United States has fallen behind. While America needs to focus on increasing college access and degree completion among underrepresented ethnic minorities, particularly in science, technology, engineering, and mathematics (STEM), educators and policymakers assert that this is particularly important for African American males. Increasing matriculation and graduation rates for African Americans is not only a matter of equity, but in the context of STEM, it has major implications for the competitiveness of the United States in the global economy. This article identifies strategies that educators and policymakers can employ to promote the participation of African American males in college in general, particularly in STEM.

Postsecondary undermatch is a longstanding phenomenon that has received little attention until recently. It occurs when students fail to enroll at a college that possesses a level of selectivity their academic credentials would permit them to attend. Increased interest in undermatch has been spurred primarily by a current deficit of postsecondary graduates. Using data collected through the [US] Educational Longitudinal Study of 2002 (ELS), this study examines how background, achievement, and context influence students’ propensity to ‘aim low’ and attend institutions incompatible with their abilities and/or demonstrated record of achievement.
