In 1997, OECD Ministers endorsed the concept of lifelong learning as an essential approach to ensuring that all people, from infancy to adult years, acquire and maintain skills needed to adapt to continuous change in jobs, career paths and lifestyles. This book examines both policy and experience in OECD countries on: access and participation in education and training; changes in the teaching process and new roles for teachers; pathways through initial education to employment; and, financing tertiary education through students. After an initially successful labour market response, the UK has seen the largest employment rate drop in the [Group of Seven] G7 since the [Coronavirus Disease 2019 (COVID-19)] pandemic started. This is despite a recruitment crunch for many employers and is driven by rising numbers of people over 50 and with long-term sickness leaving the jobs market. 1.7 million economically inactive people say they want to work, including 63 per cent of those in their 50s who've left work in the pandemic who also say they would like to work again if they could find a job that matches their skillsets and offers flexible working opportunities. This is not a common picture in other countries. In fact, the report shows the UK is an international outlier, seeing the biggest drops in over 50s in the workforce of ten major countries studied. We currently have crunches in recruitment and labour market participation. Employers and the Government need to find ways to support people back into the labour market - growing supply rather than putting the brakes on a smaller, overheated economy.

The report is organized into five topical areas: population and school enrollment, academic performance, contexts for learning, expenditures for education, and educational attainment and income. Results are drawn from the Organization for Economic Cooperation and Development's (OECD) ongoing Indicators of Education Systems (INES) program, as well as the Program for International Student Assessment (PISA), which is also coordinated by the OECD.

It has become one of the main tools of the European Commission in supporting Member States in the analysis, formulation and implementation of their employment policies. As in previous years, 'Employment in Europe 2009' analyses the performance and evolution of the labour market in the [European Union] EU and candidate countries. In view of the rapidly changing economic situation, this year's report also presents a more up-to-date picture of the short-term developments in labour markets since spring 2008. This chapter shows that cross-national differences in inequalities in educational opportunity between members of advantaged and disadvantaged social groups are fundamentally driven by cross-national differences in the size of secondary effects, mainly by social differences in educational choice at given levels of school performance. Where secondary effects are large, [inequality in educational opportunity] IEO tends to be large; and where they are small, overall educational inequalities between social groups are smaller. In contrast, there is much less variation in the size of primary effects across countries.

The workplace in 2023 is still reverberating with the lingering effects of Coronavirus Disease 2019 (COVID-19) pandemic-driven upheavals to the global labour market. Employers face worker shortages and escalating wage growth, while seeking to drive up productivity and profitability amid other rising business costs. It remains to be seen whether the balance of power will eventually revert away from workers now that high-profile layoffs have started to take place in some industries. But with high inflation unlikely to return to what many people have come to see as 'normal' low levels any time soon, pay growth is set to stay a key area of focus for workers and companies as we look ahead.
That's not to say, however, that issues like flexibility, a positive working environment, inclusive company culture or good career prospects and job security are not critically important also. As workers continue to demand and expect to be given more, the onus is on employers to come up with innovative ways to satisfy their needs in a way that makes sense, and thus ensure maximum motivation, dedication and effectiveness in their workplace. This report is a source of intelligence and insight into how workers around the world are feeling about the world of work today and their hopes and fears for the present and the future. It also points to some of the initiatives and best practices that companies are developing to enable employees to flourish.

The OECD has estimated that 14 per cent of jobs are at high risk of automation. Despite this, employment grew in nearly all OECD countries over the period 2012-2019. At the country level, a higher risk of automation was associated with higher employment growth over the period. This might be because automation promotes employment growth by increasing productivity, although other factors are also at play. At the occupational level, however, employment growth was much lower in occupations at high risk of automation (6 per cent) than in occupations at low risk (18 per cent). Low-educated workers were more concentrated in high-risk occupations in 2012 and have become even more concentrated in these occupations since then. The low growth in jobs in high risk occupations has not led to a drop in the employment rate of low-educated workers. This is largely because the number of workers with a low education has fallen in line with the demand for these workers. Going forward, however, the risk of automation is increasingly falling on low-educated workers and the [Coronavirus Disease 2019] COVID-19 crisis is likely to accelerate automation, as companies reduce reliance on human labour and contact between workers, or re-shore some production.

This report describes how the education system in the United States compares with education systems in the other G-8 countries - Canada, France, Germany, Italy, Japan, the Russian Federation, and the United Kingdom. Twenty-seven indicators are organized in five sections: (1) population and school enrollment; (2) academic performance (including subsections for reading, mathematics, and science); (3) context for learning; (4) expenditure for education; and (5) education returns: educational attainment and income. This report draws on the most current information about education from four primary sources: the Indicators of National Education Systems (INES) at the Organization for Economic Cooperation and Development (OECD), the Progress in International Reading Literacy Study (PIRLS), the Program for International Student Assessment (PISA), and the Trends in International Mathematics and Science Study (TIMSS).

This paper estimates the impact of systemic financial crises on the youth unemployment rate (YUR), in comparison with the total unemployment rate (UR), for a panel of OECD countries over the period 1981-2009. [The authors'] estimation strategy is based on a battery of dynamic panel data estimators suitably designed to deal with the small cross-sectional dimension of the panel and the resulting finite-sample biases of dynamic panel data estimators of short- and long-run coefficients. [The authors] show that both YUR and UR are highly persistent, with estimated persistence coefficients of 0.81-0.89 in YUR and 0.85-0.90 in UR. The effect of financial crises on the YUR is large both in the short and the long run, also if compared to the short- and long-run effects on UR: YUR's short and long-run responses to financial crisis are, respectively, some 1.9 and 1.5-1.7 times higher. The key control variable is the lagged [gross domestic product] GDP growth. It is always highly negatively significant and, again, it has larger impacts on YUR than UR: YUR's short and long-run responses in this case are, respectively, some 1.8 and 1.3-1.6 times higher. The impacts of institutional variables are significant and with relatively higher size for YUR. Policy implications are deep, indicating that on the onset of a financial crisis episode policy interventions should be prompt and especially focussed on the youth labour market.
