To achieve rapid economic growth, the Singapore government had to work with business to change the relationship between its factor endowments. It focused on changing the relationship between land, labour and capital. Following the example of the Japanese manufacturing industry, Singapore achieved the shift from labour-intensive, low-skill-based industries to capital-intensive, high-skill-based industries in a few decades by targeting specific industries that political leaders believed could achieve an economic competitive advantage in world markets. This chapter details the various mechanisms which the government used to ensure that appropriate, highly specific skills were available when needed. The burden of meeting the high expectations of various sectors from technical and vocational education and training (TVET) falls to a great extent on the shoulders of the technical/vocational trainers and instructors (TVTIs). On the assumption that TVTIs are indeed critical factors in the success of any TVET program, the primary objective of this study is to examine the existing job requirements and conditions of employment of TVTIs in five selected countries (India, Indonesia, Malaysia, Singapore, and Thailand) and the attitudes and perceptions of the TVTIs themselves towards the job and the conditions of their employment. In addition, this study also aims to identify areas of further research and investigation specifically with regard to the conditions of employment of TVTIs in relation to performance of TVET systems in various countries. The workplace in 2023 is still reverberating with the lingering effects of Coronavirus Disease 2019 (COVID-19) pandemic-driven upheavals to the global labour market. Employers face worker shortages and escalating wage growth, while seeking to drive up productivity and profitability amid other rising business costs. It remains to be seen whether the balance of power will eventually revert away from workers now that high-profile layoffs have started to take place in some industries. But with high inflation unlikely to return to what many people have come to see as 'normal' low levels any time soon, pay growth is set to stay a key area of focus for workers and companies as we look ahead.
That's not to say, however, that issues like flexibility, a positive working environment, inclusive company culture or good career prospects and job security are not critically important also. As workers continue to demand and expect to be given more, the onus is on employers to come up with innovative ways to satisfy their needs in a way that makes sense, and thus ensure maximum motivation, dedication and effectiveness in their workplace. This report is a source of intelligence and insight into how workers around the world are feeling about the world of work today and their hopes and fears for the present and the future. It also points to some of the initiatives and best practices that companies are developing to enable employees to flourish.

This paper critically discusses the educational policy trajectories of Singapore and Cambodia in an era of globalization. Drawing upon David Johnson’s five metaphors to describe the historical and political forces that shape educational policy trajectories, the paper argues that Cambodia’s current educational policy trajectory is characterized by the ‘politics of compelling’ while Singapore’s situation is more akin to the ‘politics of selling’. In Singapore, the politics of selling intersects with the politics of gelling, in which various interest groups are encouraged to work together to strengthen the new economy of knowledge. The paper raises a common challenge for Singapore and Cambodia: to shift from a traditional teacher-centred and textbook-based approach to a more student-centred and [information and communication technology] ICT-based approach in a globalized world. The last section of this paper explores the possibility of addressing this challenge through gelling, by setting a new agenda for education, one that combines foreign and indigenous sources of knowledge from various interest groups.

This paper addresses the gap between government strategies and policy effects by answering the question: Which factors (e.g. social, economic, academic networks and/or migration policy) are crucial for attracting and retaining international academic talents? Taking the case of Singapore, a country whose universities have consistently risen in global university rankings in recent years, we present the results from a survey of tenured and tenure-track faculty members at the National University of Singapore, Nanyang Technological University, and Singapore Management University. Singapore is certainly not alone in its efforts to attract the 'best-and-brightest' from abroad. The underlying assumption and belief among most governments engaged in the 'war for talent' is that, if the 'right' package can be designed and offered, the 'right' talents will come and stay. Our findings show that for those foreign academics based in Singapore the factors 'able to communicate in English' (both inside and outside of the work environment), 'remuneration package', 'better access to research funding', and 'moving closer to parents' are most crucial in their decision to relocate to Singapore. While the majority of our respondents intend to remain in Singapore, their satisfaction concerning 'cost of living' and 'work-life balance' are significant in their decision to leave Singapore.

Nation states need effective, accessible, and broadly engaged provisions of continuing education and training (CET) to develop the capacities of their working-age populations. Understanding what constitutes accessible and effective CET provisions, is needed to enable informed decision-making about realising governmental goals of securing a skilled, employable, and adaptive workforce. To understand what comprises that efficacy, it is necessary to capture, analyse, and reconcile the perspectives of stakeholders including government agencies, education institutions, CET educators and, most importantly, working-age adults. Reconciliation of these perspectives is essential for establishing what constitutes an effective CET ecosystem, including what kinds of CET provisions can best meet the needs of working-age Singaporeans and their workplaces.
Drawing on an investigation of CET provisions in the island nation, this paper seeks to illuminate and advance how CET provisions might be enacted through an ecosystem perspective to promote employability.

Mentoring has been viewed as an invaluable learning activity for beginners and experienced practitioners alike. Today, mentoring programs are commonplace in public sector departments in Australia, the United Kingdom, the United States of America and many other countries. While they operate to support new staff, equip existing and/or aspiring leaders with knowledge and skills, and are targeted at supporting the career development and opportunities of members of minority groups, mentoring programs have in common the desire to contribute to the learning and growth of mentors and mentees. This paper endeavours to paint a picture of the nature and scope of formalised mentoring programs as they operate within the public sector. More specifically, it reports on the findings of an analysis of 17 research-based papers published between 1991 and 2003 that focus on mentoring in the public sector. Based on an analysis of these research-based studies, this paper identifies both positive and negative issues associated with mentoring for the key players concerned.
