The burden of meeting the high expectations of various sectors from technical and vocational education and training (TVET) falls to a great extent on the shoulders of the technical/vocational trainers and instructors (TVTIs). On the assumption that TVTIs are indeed critical factors in the success of any TVET program, the primary objective of this study is to examine the existing job requirements and conditions of employment of TVTIs in five selected countries (India, Indonesia, Malaysia, Singapore, and Thailand) and the attitudes and perceptions of the TVTIs themselves towards the job and the conditions of their employment. In addition, this study also aims to identify areas of further research and investigation specifically with regard to the conditions of employment of TVTIs in relation to performance of TVET systems in various countries. The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 per cent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 per cent higher if barriers to mobility were reduced for skilled workers and an additional 29 per cent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

This [human resource development] HRD readiness study is part of the ambition of [Association of Southeast Asian Nations] (ASEAN) Member States (AMS) [Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam] to frame HRD as a key priority of future policy-making in the region. It provides the conceptual foundation, empirical explorations and comparative findings on HRD in AMS. It offers a snapshot of the state of HRD readiness in the ten AMS. It describes existing practices and introduces options for future policies, as guided by a conceptual framework of investigation. In particular, it explores approaches taken in AMS that are currently applied with regard to HRD in reaction to future challenges in changing world of work. It reveals considerable gaps between the appraisal of importance and desirability on one hand, and the extent of realisation and achievement of different areas of HRD interventions on the other hand. As a result, the study encourages the member states to speed up their approaches to make people resilient to face the impending landscape of the future of work and skills.
As part of the conceptual framework, key fields of HRD as well as areas of intervention can be identified and combined. Key fields of HRD are: general education; technical vocational education and training (TVET); higher education; corporate learning and development; and non and informal learning. Within these key fields, six general areas of intervention for promoting HRD are introduced. These are to: (1) promote HRD culture; (2) adopt inclusive approach; (3) strengthen enabling structures; (4) modernise educational programmes; (5) professionalise development of qualified teaching personnel; and (6) promote engagement of the business sector in HRD. Each of the six areas of intervention is broken down into sub-areas. Overall, there are 30 sub-areas encompassing the range of possible interventions for stakeholders to promote HRD in their country.

Tripartite Sector Skills Bodies (SSBs) aim to increase and strengthen the involvement of industry, both employers and workers, in the way skill systems are governed and operate. SSBs have a long history in many countries and are now attracting renewed attention as more countries adopt a sectoral approach to skills development. Drawing on existing research on SSBs and ongoing ILO country level support to constituents as they establish or review sector skills bodies, this policy brief outlines some of the issues that need to be addressed when establishing and operating SSBs. The brief examines the different mandates and structures that have been adopted internationally and presents a number of key actions that will improve the likelihood of sustainable SSBs being established.

This paper reports on an [Asian and Pacific Skill Development Programme] APSDEP project to examine common laws regulating and coordinating the provision of technical and vocational education and training (TVET) in the Asia-Pacific region. It compares and summarises the legislation, ordinances, regulations and guidelines provided by the following 18 countries: Australia, Bangladesh, Cambodia, Fiji, Hong Kong, India, Indonesia, Iran, Japan, Korea, Malaysia, Nepal, New Zealand, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand. The author presents the comparisons through six main themes: managing TVET, institutional TVET, work-based TVET, TVET for disadvantaged clients, funding TVET and recognising TVET. He concludes with a brief description of the trends and patterns emerging from the review - dual systems, flexible coverage, levy funding, and mixed and competitive public and private provision. Southeast Asia is one of the most dynamic and fastest growing regions in the world. With a total of 646 million people and a wealth of natural resources, the region has an expanding middle class as well as a young, dynamic and increasingly well-educated population. Nevertheless, within the region, many workers are still engaged in informal employment, frequently for long hours, without reliable income and social protection coverage. The region, especially the [Association of Southeast Asian Nations] ASEAN-5 countries (Singapore, Malaysia, Thailand, Indonesia, and the Philippines), lacks industry-ready skilled workers, despite its vibrant demography. Brunei has difficulties in equipping its labour force with the necessary research and development skills, while CLMV (Cambodia, Lao, Myanmar and Vietnam) economies broadly lack coherent technical education, necessary for industrial development.
ASEAN's renewed commitment in enhancing the quality of its human resources, recently expressed in the ASEAN Declaration on Human Resources Development for The Changing World of Work, highlights the importance of skill development through various modes (formal, non-formal, and informal learning) as an integral part of lifelong learning. This paper provides background regarding the current state of the workforce in ASEAN, including issues and challenges as well as the regional and national initiatives implemented in response. The paper also offers recommendations, especially related to human resources development through [technical and vocational education and training] TVET, as means of addressing the existing employment issues.
