The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 per cent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 per cent higher if barriers to mobility were reduced for skilled workers and an additional 29 per cent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

This paper reports on an [Asian and Pacific Skill Development Programme] APSDEP project to examine common laws regulating and coordinating the provision of technical and vocational education and training (TVET) in the Asia-Pacific region. It compares and summarises the legislation, ordinances, regulations and guidelines provided by the following 18 countries: Australia, Bangladesh, Cambodia, Fiji, Hong Kong, India, Indonesia, Iran, Japan, Korea, Malaysia, Nepal, New Zealand, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand. The author presents the comparisons through six main themes: managing TVET, institutional TVET, work-based TVET, TVET for disadvantaged clients, funding TVET and recognising TVET. He concludes with a brief description of the trends and patterns emerging from the review - dual systems, flexible coverage, levy funding, and mixed and competitive public and private provision. Over the last few decades, the East Asian economies of Hong Kong, Singapore, South Korea and Taiwan have undergone some of the fastest growth rates ever experienced and transformed their poor, agrarian economies into comparatively well-off, industrialised economies. This successful economic growth has been accompanied by a significant growth in skill formation. In this book, the authors seek to provide a detailed analysis of the development of education and training systems in Asia, and the relationship of education and training to the economic growth process. The focus is on how education and training systems have assisted the transition from labour intensive to capital intensive forms of production and the pivotal role of central government in this process. Policy making during this skill formation process has been characterised by the ability to match education and training outcomes to economic requirements at any point in the process and by the anticipation of future skill needs. The authors also discuss the implications of the processes of economic liberalisation and democratisation for this model of skill formation. The Randstad Workmonitor was launched in 2003 and now covers 34 markets around the world. The study encompasses Europe, Asia Pacific and the Americas. The Randstad Workmonitor is published twice a year. In addition to the rotating set of themed questions, the survey also addresses job satisfaction, captures the likelihood of an employee changing jobs within the next six months, and provides a comprehensive understanding of sentiments and trends in the job market. The study is conducted online among employees aged 18 to 65, working a minimum of 24 hours a week in a paid job (not self-employed). Minimum sample size is 800 interviews per market. The Dynata panel is used for sampling purposes. The first full survey of 2021 was conducted in 34 markets from February 15 to March 8, 2021.

Eight examples of East Asian economies/societies/educational systems are examined so that common assumptions about links between investment in human resource development and rapid economic growth may be questioned, and so that the role of formal education in enabling, causing, or shaping economic development may be clarified. The role of education is considered at its interface with events and attitudes in the economic, social, and political domains, during the post-World War II period. Particular attention is paid to the three basic levels of education, to the status of technical/vocational education, and to the nature of the curriculum, in each of these societies. Basing their thinking on key indicators, not only of economic growth, but also of structural changes and development, as well as on data from country-specific chapters in a recent research publication, the authors cite evidence to cast doubt on the idea of a single East Asian model. They conclude that the differences between and within the eight societies are at least as significant as the commonalities, that their data and findings have more implications for economic than for educational policy, and that it would be dangerous to assume that economic growth and development are likely to be constants.

This is a comparative study of the career drivers of accounting students in Singapore, Australia and the Hong Kong Special Administrative Region (HKSAR). The study examines the motivational factors that steer accounting students into choosing accounting as a programme of study in their respective countries. Comparative analyses are performed to examine the importance of each career driver, taking into consideration gender and country/institutional variables. The results indicate significant differences between male and female students with respect to the importance of the following career drivers: search for meaning, security, material rewards and creativity. Significant differences are also found among countries/institutions and the importance of career drivers such as expertise, status, security, affiliation and creativity. The study concludes with a discussion of the implications of the findings for both the profession and academic educators as well as suggestions for future research.

Globalisation is a central concept in this paper but it is important to note that ‘globalisation’ is a highly contested term. Strong globalisation theory argues that the global economy is dominated by uncontrollable global forces in which nation states are structurally constrained and therefore the capacity of modern states eventually declines. Unlike strong globalists, other scholars believe even though there may be similar trends and patterns in public policy and public management domain along the line of privatisation, marketisation, commodification and corporatisation, different governments may use similar strategies to serve their own political purposes. Hence, modern states may tactically make use of the globalisation discourse to justify their own political agendas or legitimise their inaction. The present paper sets out in this wider context to reflect upon globalisation effects on national policy, with particular reference to how the selected East Asian societies such as the four Tigers, Hong Kong, Singapore, Taiwan and South Korea as well as mainland China have transformed their higher education systems. More specifically, this paper discusses the theme of ‘similar trends, diverse agendas’ by examining how the selected East Asian governments have reformed their higher education systems to cope with the growing impact of the global tide of marketisation and decentralisation.

The Randstad Workmonitor was launched in the Netherlands in 2003, then in Germany, and covers 34 countries around the world. The study encompasses Europe, Asia Pacific and the Americas. The study is published four times a year, making both local and global trends in mobility visible over time. The Workmonitor's Mobility Index, which tracks employee confidence and captures the likelihood of an employee changing jobs within the next six months, provides a comprehensive understanding of sentiments and trends in the job market. Besides mobility, the survey addresses employee satisfaction and personal motivation as well as a rotating set of themed questions. The study is conducted online among employees aged 18-65, working a minimum of 24 hours a week in a paid job (not self-employed). Minimum sample size is 400 interviews per country. The Survey Sampling International (SSI) panel is used for sampling purposes. The fourth survey of 2018 was conducted from 23 October until 8 November 2018.
