The Asia-Pacific Economic Cooperation High Level Meeting on Human Capacity Building (APEC HCB) was held in Beijing, China on 15-16 May 2001, providing an opportunity for Ministers and senior officials to have face-to-face dialogue with business executives and experts from education and training sectors on human capacity building. The theme for this meeting was 'New economy, new strategy: cooperation and innovations to build human capacity for common prosperity'. This document is presented in five parts: part one contains the two key addresses delivered by the leaders of China and Brunei Darussalam; part two outlines the Beijing Initiative on APEC Human Capacity Building which was adopted by the meeting; parts three and four contain remarks made by the Minister of Personnel and the Vice Premier of the People's Republic of China respectively; and part five contains the program and list of key participants. The appendix contains an outline of human capacity building in APEC. Show less

This report uses case studies to examine existing synergies in basic and non-formal education and to show how national Ministries of Education in Latin America, Asia and Pacific, the Arab States and Africa are starting to create synergies' with nonformal education providers to bridge the gap between formal and non-formal education. The aim of the report is to highlight the ways in which formal and non-formal education and training can work together to prepare individuals for further study, work and for life. The report is presented in seven main parts. Following 'Part I - Introduction to the study', 'Part II - Challenges and opportunities for education' contains: Background and context for the emergence of synergies between formal and non-formal education; Towards a broader understanding of vulnerability, marginalization and poverty; Education sector responses. 'Part III - Synergies between formal and non-formal education in support of the organizational renewal of education systems' contains: Developments in education provision; Synergies at different levels of education. 'Part IV - Synergies between formal and non-formal education through 'recognition of prior learning' (RPL) and equivalency programmes' contains: Overview; Objectives of 'RPL' and equivalency practices; Assessment methods; Recognition of validation in relation to various levels of education. 'Part V - The basis for further synergies between NFE interventions and formal education systems' contains: Achieving the development aims of education and literacy; Improving access to education opportunities; Innovations in education planning and human resource development. 'Part VI - On-going challenges' looks at challenges for the formal education sector and for non-formal actors and the final part is the conclusion. This paper highlights the competitive pressures that has occurred in how many firms define managerial effectiveness, clarifies the new managerial role expectations and key competencies required of today's managers and describes steps that firms are taking to help managers make the transition to this new managerial style. The content of this article is based on the evolving management effectiveness literature and a decade of field research and consulting with a wide variety of domestic and multi-national firms, many from the Pacific Northwest of the United States. The discussion notes clarify the issues that were introduced within the paper. This paper argues for closer cooperation and collaboration between Europe and the Asia Pacific in vocational education and training. Discussions of human resource development and labour market policy issues in the Asia Pacific region are followed by three case studies of the labour markets in Australia, Malaysia and People's Republic of China. The paper concludes by suggesting strategies for cooperation and collaboration in vocational education and training between the member states of the European Union and the countries of the Asia Pacific region.
