The Asia-Pacific Economic Cooperation High Level Meeting on Human Capacity Building (APEC HCB) was held in Beijing, China on 15-16 May 2001, providing an opportunity for Ministers and senior officials to have face-to-face dialogue with business executives and experts from education and training sectors on human capacity building. The theme for this meeting was 'New economy, new strategy: cooperation and innovations to build human capacity for common prosperity'. This document is presented in five parts: part one contains the two key addresses delivered by the leaders of China and Brunei Darussalam; part two outlines the Beijing Initiative on APEC Human Capacity Building which was adopted by the meeting; parts three and four contain remarks made by the Minister of Personnel and the Vice Premier of the People's Republic of China respectively; and part five contains the program and list of key participants. Linkage with industry plays an important role in determining the relevance of vocational and technical education and training (VTET), which in turn affects the role VTET plays in human resource development. This paper describes the various linkages between VTET and industries in Brunei Darussalam from the early days of VTET up to the present. The paper discusses the challenges faced by VTET and highlights the various roles played by employers in VTET.

The main objective of this paper is to provide information on certification, accreditation, assessment and articulation of vocational and technical education (VTE) programs in Brunei Darussalam. It is divided into nine sections. Section one describes how VTE was conceived and introduced into the country's education system. Section two provides information on current VTE provision and approaches. Section three outlines the administration of VTE programs and institutions. Section four describes program accreditation and awards. Section five gives information on VTE program accreditation mechanisms. Section six deals with VTE program certification and articulation. Section seven explains the VTE assessment system. Section eight offers a view on the need for regional VTE standards. Section nine, in conclusion, reinforces the need for cooperation between government, industry and commerce in the planning and development of effective VTE, but also the need for consideration of the needs of individuals, particularly students. The emerging competitive environment needs to be taken into consideration, as well as the central importance of lifelong learning in the development of an adaptive and responsive workforce.
