Forty [technical and vocational education and training] TVET experts from 17 countries, including Canada, Australia, China, Thailand and Vietnam, discussed ways in which sustainability can be integrated into TVET teacher education and capacity building programmes in the Asia-Pacific region at the meeting ‘International consultation on education for sustainable development: TVET teacher education towards sustainability’. This international experts’ meeting was held on 19-24 August 2007 in Chiang Mai, Thailand. The meeting was organised by UNESCO-UNEVOC with the support of the Office of the Vocational Education Commission (OVEC), Ministry of Education, Thailand, and in partnership with InWEnt (Bonn), the UNESCO Asia-Pacific Programme of Educational Innovation for Development (APEID) (Bangkok) and the UNESCO Chair on Reorienting Teacher Education to Address Sustainability, York University (Toronto).

This report provides statistical analyses of enrolments in formal technical and vocational education and training (TVET) throughout the world. It addresses three main questions: (1) What statistical data currently exist on formal TVET in the world? (2) What are the potential benefits and limitations of statistical analyses of existing data? (3) What are the next steps towards the improvement of TVET data collection and analysis? The report discusses the challenges of monitoring TVET on a global scale and introduces the key data sources and organisations involved in its collection and analysis. It also highlights some trends and issues across the world, discusses the reform of apprenticeships and measures to enhance parity of esteem between TVET and general education, and provides a statistical overview of formal TVET enrolments across International Standard Classification of Education (ISCED) levels from a global perspective and discusses some regional patterns that are emerging from the data. On 10-12 August 2005, TVET (technical and vocational education and training) experts from around Asia came together for an international conference on ‘Integrating sustainable development issues into TVET: poverty alleviation and skills for employability, citizenship and conservation in Asia and the Pacific’. While countries often face similar challenges in the field of technical and vocational education and training (TVET), their approach for coming up with suitable solutions is often done independently from their immediate neighbours in the region. To promote increased cooperation and dialogue, the UNESCO-UNEVOC International Centre, in partnership with the Section for TVET, Asia-Pacific Programme for Educational Innovation for Development (APEID) of the UNESCO-Bangkok Office and with the cooperation of the Department of Vocational Education (DOVE) of the Ministry of Education in Thailand, organised a planning meeting of regional resource persons in the field of TVET. This meeting, which took place in Bangkok in May 2002, was attended by experts from Cambodia, Lao People’s Democratic Republic, Malaysia, Nepal, the Philippines, Sri Lanka, Thailand and Viet Nam. Individual presentations on national challenges in the field of TVET were made by participants and these were followed by small group discussions that identified a range of common issues, concerns and challenges in this field.

This publication is the final report from the technical and vocational education and training (TVET) planning meeting held at the Imperial Impala Hotel in Bangkok. The meeting brought together key stakeholders from the Asia region to discuss major issues and concerns for the TVET sector, in order to share challenges and benefit from a collaborative approach. The meeting highlighted six key issues for TVET: (1) access; (2) teachers and other TVET staff; (3) resources; (4) industry linkages; (5) quality; and (6) policy issues. A number of recommendations are listed and possible projects are outlined.
