This report compares Australian vocational education and training (VET) qualifications in the subject areas of business and administration, tourism and hospitality, and information technology and telecommunications, with similar qualifications offered in the United States, the United Kingdom, Canada and Switzerland (tourism and hospitality only). The report also examines the standing of Australian VET in these subject areas in Malaysia and Thailand and compares this with the standing of VET qualifications offered by competitor countries. The research was undertaken by KPMG Consulting in 1999 and compared course documentation and conducted focus groups with Malaysian and Thai students studying VET in Australia and prospective students, education agents, employers and education authorities in Malaysia and Thailand. The research revealed that Australian VET had some unique advantages in the market in comparison with competitor countries, i.e. Australian qualifications are part of a national framework, Australian VET is perceived as more practical, and articulation from VET to higher education in Australia is relatively easy. The general perception of Malaysian and Thai students is that Australian VET is similar in quality to that offered by competitor countries. Australia was considered more accessible because of aspects of living and studying in Australia such as lower fees and living costs, the opportunity to work part-time while studying, and the close vicinity of Australia to their own countries. This research sought to investigate how academics with a protean career attitude perceived success in their academic career. The role of perceived employability was examined by distinguishing between external and internal employability perceptions. Data from 288 academics working in Malaysian universities were collected and analysed using structural equation modelling. The findings revealed that a protean career attitude had no significant direct relationship with career success; rather, it had an indirect effect on success via perceived employability. Both external and internal perceived employability fully mediated the relationship between protean career attitude and career success, with perceived external employability having a stronger direct and mediating effect on academic career success. This study suggests that academic staff depend upon external employment opportunities to pursue success in academia. The implications of study findings are discussed, along with limitations and future research directions.

OECD’s Teaching and Learning International Survey (TALIS) provides the first internationally comparative perspective on the conditions of teaching and learning, based on data from over 70,000 teachers and school principals who represent lower secondary teachers in the 23 participating countries. TALIS examines important aspects of professional development; teacher beliefs, attitudes and practices; teacher appraisal and feedback; and school leadership. TALIS looks at these factors through the eyes of teachers and school principals. This innovative approach was chosen in order to examine how the intended school and teacher policies of education systems are actually perceived and implemented in schools and classrooms, recognising that the best intentions will only yield results if effectively and consistently implemented in the frontline. The objective aim is to identify barriers to effective instruction. This report focuses on teachers appraisal and feedback, their professional development, the teaching practices and beliefs and school leadership. The report presents quantitative information for policymakers. Countries participating include: Australia, Austria, Belgium (Flemish Community), Brazil, Bulgaria, Denmark, Estonia, Hungary, Iceland, Ireland, Italy, Korea, Lithuania, Malaysia, Malta, Mexico, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain and Turkey.

This study explores the moderating variables that influence a student's decisions to enter into a hospitality management programme and subsequently pursue a career in the hospitality industry. It also examines how these factors are implicated in or modify a student's career commitment over time. The sample includes students enrolling in various three year (six semester) diploma and undergraduate programme offered by Malaysian hospitality institutions of higher learning over the academic years of 2002-2003. This includes four public or government funded institutions with several branch campuses, and six private institutions. Predominantly the data for this study based are on self completion questionnaires with some additional insight particularly about respondents' direction of industry employment provided by means of qualitative responses. The initial comparisons are made between students in the public and private institutions and these are followed by an extensive series of analyses examining the differences and similarities of respondents' rating in the two rounds of data collection with reference to a range of independent variables. Also reported are how these ratings change over time. Significant differences were found in terms of parental socio-economic background between students who enrolled in the private and those in the public hospitality institutions. Nevertheless, for the key issues as to whether parental backgrounds lead to differences in respondents' attitudes and values about a career in hospitality this was not seen as an influencing determinant for both institutions. Further, the independent variables of gender, ethnicity, religion and geographical upbringing, secondary school background and prior experience do not clearly show causation of how students reports their views about the dimensions investigated in this study. In fact, students' levels of intention and commitment towards career are apparently not directly related to these independent variables. However, despite no clear pre- tertiary education indicators of likely disaffection being identified, a very clear picture emerged in this study that there is a declining sentiment among Malaysian hospitality students towards employment in the hospitality industry and reduced intention to pursue such a career. These weakened employment intentions are formed during the educational programme and are probably at least partially a result of the maturation process with varying consequences and implications for the students, hospitality institutions, industry and the government.

Talent development in [Thai] and Malaysian service firms has become a prioritized human resource management practice as these societies move toward knowledge-based economies. This paper discusses talent management in the social, organizational and managerial context of firms in Thailand and Malaysia, and argues that such structures often counterbalance investments made in talent development. The paper concludes that new human resource management practices do not produce a difference per se. It is the mindset and attitude of various managers that makes the difference. The learning for practitioners is that they need to adapt existing social and organizational structures to their new human resource management practices. The paper is based mainly on qualitative interviews with human resource managers from Thai and Malaysian service firms.

The 2012 Global Workforce Study provides a snapshot of the attitudes and concerns of 32,000 workers around the world. It sheds light on how employees' views affect their engagement in their work and commitment to their employers, and ultimately, their behavior and performance on the job. As such, it provides us with important insights into the elements of the work environment that help shape employee behavior and performance in positive ways to support growth goals. And it presents a new and more robust definition of engagement - sustainable engagement - designed for the 21st-century workplace. Globally, nearly two-thirds (65 per cent) of the more than 32,000 full-time workers participating in [this] study are not highly engaged. While this isn't surprising - considering workers have been doing more with less, and for less, for over half a decade - it poses a significant risk for employers. Are they at a critical tipping point in their ability to sustain engagement over time? And if they are, what actions can they take to turn the tide, given the significant implications of declining engagement on productivity and performance? Other key findings from the survey: stress and anxiety about the future are common; security is taking precedence over almost everything; attracting employees is almost entirely about security; retaining employees has more to do with the quality of the work experience overall; employees have doubts about the level of interest and support coming from senior leaders.

There is a serious concern about the shortage of healthcare workforce in rural Malaysia. This article aims to describe the effect of a public health programme on the student's motivation to work in rural areas. Students were asked to rate on how they perceived their motivation to work in rural areas after the public health posting. The level of motivation for the majority of the students ranged from good (38.5 per cent) followed by very good (27.5 per cent), fair (24.8 per cent), excellent (6.4 per cent) to poor (2.8 per cent). Overall, the majority of the students had a positive perception on the three domains studied i.e. knowledge of public health and their skills in dealing with patients, their ability to work with colleagues and their perception about rural communities. Exposing the medical students to rural communities by way of field work has helped to motivate them to work in rural areas.

Studies of workplace learning tend to focus on large firms even though small businesses constitute 98 per cent of U.S. firms. Recent studies have found evidence of extensive Human Resource Development (HRD) in small businesses. Other recent studies found a higher level of job satisfaction among employees of small firms than employees of larger firms. This study measured the nature and extent of HRD; the level of job satisfaction among workers; and determined the correlation between workplace learning activities and job satisfaction in small to mid-sized businesses. This study is also looking at cross-country comparisons and implications with Australia.

This paper documented the efforts made by the Ministry of Education, Malaysia (MoE) in preparing teachers who taught a Principles of Accounting subject to be ready to integrate [information and communication technology] ICT, operationalised through the ASSETBase simulation courseware in their classroom teaching and learning. Pre- and immediate post-training results conducted from August 2005 to October 2006 showed that teachers were ready to embark upon the integration of the courseware into their classroom teaching and learning. Follow-up research in June 2007 indicated that the teachers were equally enthusiastic about integrating ICT into the accounting subject but for various reasons they could not implement the integration as expected. The findings suggest that teachers' positive attitude to ICT integration in accounting education is not enough reason to ensure successful implementation. Other measures are needed. In view of such a discovery, several intervention programs were and would be carried out as further discussed critically in this paper.

Technical and Vocational Education Training (TVET) require technical students as knowledge workers who have specific intelligence to face the challenges namely Adversity Quotient (AQ). AQ is a measure of how the individual respond and deal with everything, from everyday difficulties to the huge adversities. The linkages of AQ items assessment towards technical students are inadequate in order to prepare them for the real industry job environment. Previous research stated that it has very limited universal instrument to measure AQ for technical students. This paper investigated the psychometric items quality in measuring AQ and to see the pattern of AQ among technical students in polytechnic focusing on mechanical engineering students using Rasch model. The research used survey with quantitative approach and involved 369 respondents using proportionate stratified multistage of cluster sampling. AQ was measured using four constructs of Control, Ownership, Reach and Endurance. The results revealed that 36 from 66 items are fulfilling the reliability and validity with considerations of item fit, unidimensionality, local independence, polarity item, Gender Differential Item Functioning and Wright Map. The pattern of AQ level showed 10.03 per cent of the respondents are at the very high, 15.18 per cent at a high level, 28.18 per cent at the moderate high, 24.39 per cent at the moderate low, 13.28 per cent the low level and 8.94 per cent at the very low level. The pattern of AQ was at the moderate level. The study may influence the implementation of AQ for technical students as a future TVET graduates in order to identify them in handling adversities. This pattern will provide new ideas in helping stake holders to strategize the programme implementations of AQ. The novelty is that the item produced was proven empirically be applicable in the context of polytechnic which is notable for mechanical engineering students.
