This report compares Australian vocational education and training (VET) qualifications in the subject areas of business and administration, tourism and hospitality, and information technology and telecommunications, with similar qualifications offered in the United States, the United Kingdom, Canada and Switzerland (tourism and hospitality only). The report also examines the standing of Australian VET in these subject areas in Malaysia and Thailand and compares this with the standing of VET qualifications offered by competitor countries. The research was undertaken by KPMG Consulting in 1999 and compared course documentation and conducted focus groups with Malaysian and Thai students studying VET in Australia and prospective students, education agents, employers and education authorities in Malaysia and Thailand. The research revealed that Australian VET had some unique advantages in the market in comparison with competitor countries, i.e. Australian qualifications are part of a national framework, Australian VET is perceived as more practical, and articulation from VET to higher education in Australia is relatively easy. The general perception of Malaysian and Thai students is that Australian VET is similar in quality to that offered by competitor countries. Australia was considered more accessible because of aspects of living and studying in Australia such as lower fees and living costs, the opportunity to work part-time while studying, and the close vicinity of Australia to their own countries. This book deals with teacher training for vocational education and training. In individual chapters next to the positions of relevant international organizations, donors and development banks, it also covers selected countries in their ways of shaping of technical vocational education and training (TVET) and teacher training. The structure of the book aims at two objectives: (1) to outline positions of important stakeholders of the international TVET policies and international cooperation in TVET teacher training; and (2) to discuss the current status of TVET and teacher training in selected countries, from developing countries, and countries with emerging economies to industrialized countries. The book is meant to create a platform that supports a reference concept within international cooperation for the further development of TVET and teacher training up to a higher quality and performance.

This paper explores and classifies some of the most common policy options adopted by national, regional and local policy makers in the context of or prior to the [Coronavirus Disease 2019] COVID-19 pandemic to enable, encourage and make the most of teleworking. It also considers efforts to foster the attraction and retention of remote workers and entrepreneurs in particular places. The current crisis represents, among other things, a mass experiment in teleworking, unprecedented in size and scope. A shift towards large-scale, long-lasting teleworking would have profound implications for the geography of local employment. However, [small and medium enterprises] SMEs may be less equipped than larger firms to face this change. Public policy can play an important role in turning teleworking into an opportunity for all, to minimise the potential of widening pre-existing disparities between people, places and firms.

Tripartite Sector Skills Bodies (SSBs) aim to increase and strengthen the involvement of industry, both employers and workers, in the way skill systems are governed and operate. SSBs have a long history in many countries and are now attracting renewed attention as more countries adopt a sectoral approach to skills development. Drawing on existing research on SSBs and ongoing ILO country level support to constituents as they establish or review sector skills bodies, this policy brief outlines some of the issues that need to be addressed when establishing and operating SSBs. The brief examines the different mandates and structures that have been adopted internationally and presents a number of key actions that will improve the likelihood of sustainable SSBs being established.

This paper reports on an [Asian and Pacific Skill Development Programme] APSDEP project to examine common laws regulating and coordinating the provision of technical and vocational education and training (TVET) in the Asia-Pacific region. It compares and summarises the legislation, ordinances, regulations and guidelines provided by the following 18 countries: Australia, Bangladesh, Cambodia, Fiji, Hong Kong, India, Indonesia, Iran, Japan, Korea, Malaysia, Nepal, New Zealand, Pakistan, the Philippines, Singapore, Sri Lanka and Thailand. The author presents the comparisons through six main themes: managing TVET, institutional TVET, work-based TVET, TVET for disadvantaged clients, funding TVET and recognising TVET. He concludes with a brief description of the trends and patterns emerging from the review - dual systems, flexible coverage, levy funding, and mixed and competitive public and private provision. This paper describes a joint training venture between the Department of Education, Training and Employment (DETE) in South Australia and The Lion Group, a diversified business consortium based in Malaysia. The group’s eight major strategic businesses are: steel; motor; tyre and chemicals; computer and communications; food, pharmaceutical and agri-products; retail, distribution and trading; property and construction; finance, insurance and service. The Lion Group rates staff development as a high priority and responsibility for training and development lies with the SIT Corporate Learning Centre (CLC), housed within the Sepang Institute of Technology (SIT) at Klang. During 1995, the staff of the Lion Group Training Department conducted a comprehensive examination of current training and a comparison with other organisations in Malaysia and in other countries. As a result of this evaluation, the Department formulated a vision of becoming the leading provider of learning-based solutions to all business enterprises in the South East Asia region and China in general, and to the Lion Group in particular, through state-of-the-art competency-based training and education (CBTE). To achieve this vision, they sought the exclusive right of use of CBTE technology from TAFE in South Australia to SIT-Lion Group through a long-term business partnership.

This book is published in collaboration with the British Council and contains a selection of edited papers from the 2011 Going Global international education conference held in Hong Kong. The conference took as its theme 'world education: the new powerhouse?' through which young people will be given the opportunity to see themselves as global citizens. This article is predominantly concerned with the global challenges associated with managing an academic workforce in an era characterised by increased demand for higher education. In scrutinising global trends in higher education and academic workforce management, the article will address two research questions. First, what are the global trends that most affect education in the twenty-first century? Second, what are the transformations that have taken place in the academic workforce amid these trends? Last, the article calls for a need for researchers to profoundly explore the management of the academic workforce cross-nationally between developed and developing economies, with a particular focus on Australia, Malaysia and Singapore.
