Purpose: This study aims to evaluate a culture-based blended learning multilingual course created for adult learners in ten languages and the development of learners' 21st-century skills during its implementation in six European countries - Croatia, Latvia, Slovenia, Romania, Poland and Czechia in the [Coronavirus Disease 2019] COVID-19 period. Design/methodology/approach: A cross-sectional survey of 638 participants was conducted using a paper-based questionnaire. Data analysis was carried out applying Bereday's four-step model comprising description, interpretation, juxtaposition and comparison to find out similarities and differences among various groups of learners. Findings: Overall, learners have developed their 21st-century skills, but the improvement has not been the same for all target audiences. Learners with economic, social and cultural barriers were more positive in their evaluation than those with geographic and learning obstacles.
Research limitations/implications: The research was conducted during the COVID-19 pandemic, and the face-to-face stage was replaced with online learning on virtual platforms, which impacted the research results. The results cannot be generalized to all adult learners as significant differences were discovered among various target groups of learners. Practical implications: The course may be implemented for formal and non-formal adult education when face-to-face teaching/learning is restricted. Social implications: The findings indicate that the course is especially suitable for learners with economic, social and cultural obstacles to learning. Originality/value: The article focuses on the use of blended learning in non-formal/informal adult education, which is a less widely researched area. The target course implemented during the COVID-19 pandemic shows a novel way of engaging adult learners in lifelong learning, including those with certain barriers to learning.

Part 1 analyses data on labour market impacts of migration, explores labour market outcomes of migrants and identifies challenges and focus areas for national migrant integration policies. Part 2 provides a detailed analysis of national labour market integration policies in the region and their implementation where data is available. The analysis includes direct labour market integration measures, as well as relevant elements of selection and admission policies and their impact on labour market outcomes of migrants.

Graduation rates for bachelor's and master's degrees have dramatically increased over the past two decades, with six million bachelor's degrees and three million master's degrees awarded in OECD countries in 2013. Although women represent over half of the graduates at the bachelor's and master's level, they are still strikingly under-represented in the fields of sciences and engineering. The proportion of international students rises with every level of tertiary education: while seven per cent of bachelor's graduates were international students in 2013, the figure increases to 18 per cent among those awarded a master's degree.

This report examines the situation regarding the occupational promotion of migrant workers in the [European Union] EU Member States and Norway. Previous research has shown that migrant workers are frequently segregated into low-paid, unskilled and precarious employment. This report confirms this research, providing clear evidence of barriers to the occupational promotion of migrant workers - such as the prevalence of temporary employment, higher level of over-education, fewer training opportunities and poor recognition of qualifications among these workers. The second part of the report looks at some public policies and good practices which aim to foster the occupational promotion of migrant workers - including education and training programmes, and collective bargaining initiatives. The report points to the lack of well-documented cases of such practices, as well as the need for greater monitoring of these initiatives.

This paper studies a sample of economies in transition to verify the assertion that returns to schooling increase as an economy transitions to a market environment. This claim has been difficult to assess in the past as the empirical evidence so far has covered only a few countries over short time periods. A number of studies find that returns to education increased from the ‘pre-transition’ period to the ‘early transition’ period; it is not clear what has happened to the skills premium through the late 1990s, or the period thereafter. We implement a more systematic analysis using data comparable across countries and over time to estimate returns to schooling in eight transition economies (Bulgaria, Czech Republic, Hungary, Latvia, Poland, Russia, Slovak Republic and Slovenia). The analysis covers the early transition period up to 2002; in the case of Hungary, we capture the transition process more fully, beginning in the late 1980s. Compared to the existing literature, we also implement more comprehensive robustness checks on the estimated returns, although at best we offer only an incomplete solution to the problem of endogeneity. We find that the evidence of a rising trend in returns to schooling over the transition period is weak. There are, however, significant differences in returns across countries. These differentials have remained roughly constant over the last 15 years. We speculate on the likely institutional and structural factors underpinning these results.

This study describes the trends, drivers and policy responses in relation to brain flow in Europe between 2004 and 2016. The corresponding main themes that have been explored are; the main flows of skilled labour; understanding this movement of skilled workers by looking at push and pull factors; how movement of skilled labour is addressed. The main findings from the analysis of stocks and flows of EU movers can be summarised as follows: (1) Data indicates that skilled (or educated), in particular high skilled/educated, EU movers account for a small part of the European labour market; (2) There has been a significant increase in the share of high skilled EU movers; (3) EU movers are not equally spread across Member States and regions and subsequently the benefits of EU movement have not been shared equally; (4) Skilled EU movers are relatively young, with most being of prime working age; (5) Medium skilled EU movers, on average, have higher employment rates than native born counterparts and high skilled EU movers, on average, have lower employment rates than native counterparts, although overall employment rates among high skilled individuals (both native and movers) are higher than among medium skilled individuals; (6) Increasingly, skilled EU movers reside in their host country for longer; (7) Available data indicates an element of skills loss and/or underemployment amongst skilled EU movers; and (8) Available data indicates an element of skills loss and/or underemployment amongst skilled EU movers.

This study compares the Programme for International Student Assessment (PISA) 2003 Mathematics results with the Trends in International Mathematics and Science Study (TIMSS) 2003 Grade 8 mathematics results, using country mean scores for 22 participants of both studies. It is found that Western countries generally performed better in PISA than in TIMSS, and Eastern European and Asian countries generally performed better in TIMSS than in PISA. Furthermore, two factors, content balance and years of schooling, can account for 93 per cent of the variation between the differential performance of countries in PISA and TIMSS. Consequently, the rankings of countries in the two studies can be reconciled to a reasonable degree of accuracy.

The past trends in tertiary education attainment of selected post-communist countries are investigated through population projections. Did a common higher education policy manifest itself through attainment levels, and how did the situation change after the collapse of the Soviet regime? The approach is based on comprehensive back-projections ranging from year 2000 to 1970. Descriptive findings for most countries show that the level of tertiary education attainment for women has surpassed that of men sooner than in Western Europe. Results are discussed in light of individual countries' pre-war higher education models and former communist policy, and possible implications are derived for future study of higher education attainment.

The second survey of continuing vocational training (CVTS2) was launched by the European Commission and follows on from the first survey conducted in 1994 of the Member States of the European Union. The second survey was conducted in 2000 and 2001 in all the Member States, Norway and nine candidate countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Pomorskie region of Poland, Romania and Slovenia). Enterprises participating in the survey provided comparable statistical data on continuing training in the workplace, the supply of, and demand for, vocational knowledge and skills, the need for continuing training and the forms, contents and scope of continuing training, inhouse training resources and the use of external training providers, and the costs of continuing training. This publication provides key information on access to CVT. Access is analysed in terms of participation rates in CVT courses in each country according to gender, size of enterprise and sector of economic activity. The data for Greece, France, Italy and the UK were not available at the time of publication. The survey results revealed: (a) a very pronounced difference in participation rates between the Nordic countries and some southern and eastern European countries; (b) small disparities in participation rates by gender in most countries; (c) more opportunities for men and women to participate when employed by large enterprises; and (d) that specific economic sector effect explained differences in participation rather than any gender effect.
