In 1997, OECD Ministers endorsed the concept of lifelong learning as an essential approach to ensuring that all people, from infancy to adult years, acquire and maintain skills needed to adapt to continuous change in jobs, career paths and lifestyles. This book examines both policy and experience in OECD countries on: access and participation in education and training; changes in the teaching process and new roles for teachers; pathways through initial education to employment; and, financing tertiary education through students. The Canadian Council on Social Development’s project, ‘Literacy programs in the workplace: how to increase employer support’ examined what might be done to strengthen the infrastructure of literacy programs in Canada, specifically in the area of workplace literacy. The project, launched in 2004, sought to identify the types of approaches to workplace literacy training - internationally and across Canada - that have proven to be effective in engaging employers in workplace literacy initiatives. This paper explores the issue of workplace literacy in an international context. It examines the policies of a select number of OECD countries, including Australia, New Zealand, the United Kingdom, and the United States. Subsequent sections offer information on additional countries including Ireland, France, Germany, Sweden, and Denmark. The aim is to provide information on the general approach to workplace literacy used in each country and in some cases, to adult education. The paper also examines how countries balance the public and private provision of workplace literacy, training and adult education, particularly programs and policies that offer incentives for the participation of firms.

The 2018 World Congress was organized by TAFE Directors Australia with the support of the Victorian TAFE Association and students and faculty of Melbourne's TAFEs. The three-day World Congress was one of Australia's largest gatherings of education and skills leaders, with almost 140 speakers and 44 concurrent sessions, under the theme of Preparing for the Skills Future, Now. Speakers and presenters explored the changing nature of work with particular focus on the impact of advances in technologies and automation on [professional and technical education and training] PTET. The World Congress focussed on solutions to these challenges and provided an opportunity for international delegates to look at their own PTET systems from the outside and compare their readiness to that of other countries.

Despite major differences across nations in approaches to the measurement of school dropout and completion, and hence of their dimensions, there is an ongoing struggle, internationally, to reduce dropout and increase completion rates. In each of the country case study chapters in this book, the reported number of students who do not participate in or do not complete upper secondary education is viewed as a serious concern by researchers and by the governments and education agencies in each nation. The issue is treated so seriously in some systems that ambitious goals and targets for improvement have been established. In Switzerland, for example, there is now a target completion rate of 95 per cent, while Australia has established a target of 90 per cent completion to be achieved by 2015. To bring about improvements, some systems have implemented major policy reforms and introduced a range of policy measures, though the scale, nature and effects of these measures vary.
This chapter examines the array of policies that have been used in different countries to reduce dropout and improve school completion. The discussion focuses on the various policies adopted by the 13 OECD countries presented as case studies in this book. National policies to reduce dropout and raise completion are essential parts of each country case study chapter. The case studies include, though to varying degrees, accounts of major policy measures introduced to improve school completion rates and reduce rates of dropout, and their success as measured by evidence-based assessments of impact. The aim in this chapter is to draw on and discuss the material presented in the case studies in order to get a sense of the use and role of policies on dropout and completion in an international comparative context - it provides an opportunity to elucidate and discuss the variety of national policies, and the range of policy effects.

The European Conference on Educational Research (ECER) is organised annually by the European Educational Research Association (EERA) to provide a European forum on discourse about the latest research findings on education in Europe and world-wide. This conference aims to foster mutual work and communication amongst researchers in Europe and encourage dialogue between researchers and those involved in decision-making in both policy and practice fields. Selected papers have been indexed from TD/TNC 62.562 to TD/TNC 62.595.
This paper reports on a research study which examined the competencies that make up leadership in North America and in Europe. In the United States of America (USA) and Canada, 1871 critical incidents describing leadership behaviours were collected from 761 managers and non-managers from 469 different organisations. Five leadership factors which were apparent in both leaders and those not in leadership positions, were described as the CLIMB model (Create a compelling future; Let the customer drive the organisation; Involve every mind; Manage work horizontally; and Build personal credibility). Similar interviews were conducted with managers and non-managers in England, Germany, Ireland and the Netherlands and the results compared with those of North America. The author discusses the implications of this research for training and development practices and research. Show less

Several studies have shown that employees with temporary contracts have a lower training participation than those who have a contract of indefinite duration. There is however no empirical literature on the difference in informal learning on-the-job between permanent and temporary workers. In this paper, [the authors] analyse this difference across 20 OECD countries using unique data from the recent [Programme for the International Assessment of Adult Competencies] PIAAC survey. Using an instrumented control function model with endogenous switching, [the authors] find that workers in temporary jobs engage in informal learning more intensively than their counterparts in permanent employment, although the former are, indeed, less likely to participate in formal training activities.
In addition, [the authors] find evidence for complementarity between training and informal learning for both temporary and permanent employees. [The] findings then suggest that temporary employment need not be dead-end jobs. Instead, temporary jobs with high learning content could be a stepping stone towards permanent employment. However, [the] results also suggest that labour market segmentation in OECD countries actually occurs within temporary employment due to the distinction between jobs with low and high learning opportunities.

The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on The Changing Role of Vocational and Technical Education and Training, is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.

After an initially successful labour market response, the UK has seen the largest employment rate drop in the [Group of Seven] G7 since the [Coronavirus Disease 2019 (COVID-19)] pandemic started. This is despite a recruitment crunch for many employers and is driven by rising numbers of people over 50 and with long-term sickness leaving the jobs market. 1.7 million economically inactive people say they want to work, including 63 per cent of those in their 50s who've left work in the pandemic who also say they would like to work again if they could find a job that matches their skillsets and offers flexible working opportunities. This is not a common picture in other countries. In fact, the report shows the UK is an international outlier, seeing the biggest drops in over 50s in the workforce of ten major countries studied. We currently have crunches in recruitment and labour market participation. Employers and the Government need to find ways to support people back into the labour market - growing supply rather than putting the brakes on a smaller, overheated economy.

What opportunities are provided for young people who drop out of school to re-engage in study and obtain upper secondary qualifications? Mass secondary schooling has brought about significant change in the kinds of learners entering upper secondary education. Once primarily focused on university entry, school systems have had to diversify their curriculum offerings to cater for the needs of a broader range of learners whose aspirations include vocational training and direct entry to the labour market, as well as university. These demands have exerted considerable pressure on schools, on their curricula and on the upper secondary qualifications that they offer. School systems have had variable success in meeting these demands and in some countries large numbers of young people still drop out of school and need to rely on alternative pathways - mostly outside of the school system - to obtain upper secondary qualifications. These pathways can include vocational education courses and apprenticeships, equivalent credentials, as well as the more traditional academic upper secondary qualifications. Sites of provision include further education colleges, technical and vocational education institutions, community colleges, adult schools, and, in some countries, even secondary schools offering 'second chance' or 're-entry' programs for dropouts.
The aim of this chapter is to examine some of the opportunities provided in different countries for obtaining upper secondary qualifications for young people who have dropped out of school. This will exclude discussion of the traditional or school-based pathways to completion such as school-based vocational education and apprenticeships, even if that activity occurs in designated or separate secondary schools. Vocational programs in many European systems are located within the framework of upper secondary schooling, rather than within a framework of adult or further education. Instead, this chapter will focus on the range of activity outside of secondary schools - by and large in adult and community education centres and further education colleges, although not exclusively so - involving education and training leading to upper secondary qualifications for dropouts. To discuss the main forms of provision for dropouts in these alternative settings, the chapter is divided into two main sections: (1) vocational education, and (2) adult and community education.
