Workplace learning, it is suggested, plays a critical role in creating equal social, economic and employment opportunities for all workers. This paper examines some of the challenges associated with ensuring that all workers have equal workplace learning opportunities. Under Canadian law, employers have a legal and socio-economic duty to ensure that the workplace learning opportunities are supported for all employees. By means of two case studies specifically relating to persons with learning disabilities due to dyslexia, the judicial system’s response to employers who fail to fulfil this duty is highlighted. The paper also offers a conceptual overview of workplace learning.

This paper's objectives have been, through literature review and consultation, to: research existing [prior learning assessment] PLA practices in [British Columbia] BC using institutional reports, the PLA Annual Report and Ministry reports that deal with infrastructure, policies, procedures, funding, and faculty workload arrangements in the provision of PLA services to identify issues around sustainability and efficiency of PLA; research existing PLA practices in BC and elsewhere that are intended to make the process more efficient and sustainable on a provincial level including cooperative ventures at regional or wider levels; describe current flexible assessment practices that are barriers and enhancements to sustainability and efficiency of PLA services; present options for attaining sustainability and efficiency of PLA services in public post-secondary education (PSE) in BC, with pros and cons of adoption; and make consensus-based recommendations. To meet these objectives, FuturEd has undertaken the following four steps: document analysis specific to PLA in BC; literature review vis-a-vis sustainability and efficiency of PLA in BC and beyond; consultation with informed individuals in BC; and preparation of this final report, including direct input from the Sustainability and Efficiency Subcommittee of the Provincial PLA Committee. This discussion paper includes the following five elements: (1) the issues of sustainability and efficiency in PLA - importance in general, and status in PSE in BC; (2) barriers to sustainability and efficiency in PLA from both the literature and the field; (3) methods of addressing the barriers from both the literature and the field; (4) existing PLA and flexible assessment practices in BC that impact on sustainability and efficiency of PLA services; [and] (5) potential practices to improve sustainability and efficiency of PLA services within PSE in BC with pros and cons.

This report provides the first systematic review and analysis of the participation of women in information technology, electronics and communications (ITEC)-related courses and careers internationally. The research focuses on six countries: the United Kingdom (UK), the United States of America (USA), Canada, Ireland, Taiwan and Spain. It is based on empirical data, available literature and interviews with key players (ITEC experts, employer representatives, and members of industry specific professional bodies) in the six countries. The research provides a comprehensive analysis of the position of women in ITEC-related courses, compares and contrasts patterns in the participation of women in the UK with those in the other countries, and identifies lessons for education and employment policy and practices that could improve the situation for women in the UK. The findings indicate a disparity between the participation and position of men and women in ITEC-related courses and careers in all six countries. In addition, given the relative proportions of men and women in the graduate population and in the workforce, the gender gap is much wider than it should be. Show less

Using human-capital theory and a unique data set, we show that the completion of vocational training is higher among displaced workers with higher levels of basic education. We conclude, therefore, that screening on basic education should become a prerequisite for vocational training after job placement.

This study uses information gathered from twenty countries through the International Adult Literacy Survey (IALS) to explore the factors that shape a country's capacity and willingness to provide literacy and skills development training to adults aged 16 to 65. As part of their analysis of the IALS data, the authors present fifteen indicators of participation in adult education. These indicators allow readers to compare training in North America to other advanced countries. The study looks at what needs to be done to ensure that all adults have access to the training that they require to function effectively in modern societies and economies. It also suggest the kinds of research that still needs to be done to provide the information required by policymakers and educators for future policy and practice.

The increased employment of knowledge workers in the Canadian economy, combined with the growing number of employers reporting difficulties recruiting qualified employees, raises questions concerning the supply of skills in Canada. The goal of this report is twofold. We will first identify the issues confronting us, and then seek to resolve them by examining the available empirical data. By drawing principally on an analysis of descriptive statistics, we conclude that there is no reason to believe that, globally, Canada is suffering from a broad-based shortage of skilled labour or that its work force cannot fulfill the economy’s needs. Examination of microeconomic data reveals an increased frequency of specific labour shortages in certain sectors and occupations in recent years. Nonetheless, it does not appear that these shortages are more common today than they were in the past at similar stages in the business cycle. We conclude that while there may be a growing labour shortage (skilled and low-skilled), there is no aggregate shortage of skilled labour. Available data indicates that Canada compares favourably with many of its principal competitors in world markets, both in terms of investments in human capital and in terms of the stock of skills. Finally, we investigate the minimum skill level necessary for success on the Canadian labour market. The facts on this subject indicate that, at the very least, young people today need a high school diploma to qualify for even the lowest skilled jobs.

The assessment and recognition of the education credentials of foreign-trained workers is an issue of growing importance in Canada. An accurate understanding and evaluation of the skills, knowledge and experience of foreign-trained workers plays a key role in enabling these workers to find jobs in which this preparation can be used to full advantage. Over the last several years, the growing threat of skill shortages has lent increasing importance to the need to fully use the skills of the Canadian labour force, regardless of where these skills were obtained. In turn, this has made it more and more important that the qualifications of foreign-trained workers be fully and accurately evaluated, so that they can be most effectively used. In this context, in September 2000, the Canadian Labour and Business Centre (CLBC) was contracted by Citizenship and Immigration Canada (CIC) and Human Resources Development Canada (HRDC) to undertake a project to engage Canadian employers in preliminary discussions around two issues, namely: (1) business experiences with issues and processes related to recognition of foreign credentials, and their implications for further government approaches in this area; and (2) communicating with the business community to raise awareness of and interest in foreign credential recognition issues, including promotion of provincially-mandated credential assessment services. This report summarizes the project findings.

In 1962, the Institute of Adult Education of the University of Ghana opened its offices in Bolgatanga, the Upper East Regional capital. Since then, the centre has been engaged in running both formal and non-formal education programs. The focus of this paper is on the integrated rural development program undertaken by the Institute and sponsored by the Canadian Organisation for Development through Education (CODE) in the Upper East Region. The first phase of this program was a two-year action research program from September 1989 to August 1991. The second phase officially lasted from 1992 to 1994. There were five components of this project: literacy teaching, small-scale industry and co-operative group promotion, newspaper production, family life education, and community improvement, to realise these objectives. Communities have now taken over the project organisation and administration. CODE continues to publish the community newspaper to sustain participants' interest in the project.

Information and communication technologies (ICTs) are assuming a crucial role in the delivery of information, knowledge and education around the world. This monograph examines developments in the establishment and use of community- and information technology-based telecentres in support of education and socio-economic development. Explores worker flexibility, through learning, union strategies, and resistance to learning. Issues of flexibility, learning, and quality are subject of much debate, negotiation, and conflict in the Canadian pulp and paper industry. A key bargaining issue for management has been to harness flexibility among the manual craft workers, to improve labour productivity. Within this context, workplace learning is not neutral or independent of day-to-day union-management relations: it is a contested issue. Learning new skills is viewed as a threat to job control and security and presents a paradox: learning new trade skills enhances individual workers' flexibility and employability but collectively weakens the union through job losses. Data were collected from pulp mills in British Columbia between 1996 and 1999. Survey and qualitative data provides evidence that workers' resistance to learning is part of the contested arena of productivity and job control.
