The dramatic massification of Latin America's higher education is leading to a social revolution with new demands on government for greater and more effective regulation. However the sector's market development, based on private as much as public institutions and funding, cannot be easily organized. Facing increasing political demands, governments and stakeholders will have to ensure - through innovative instruments and policies - greater quality [and] employability while adapting funding and curricula to massification, in order to meet the aspirations of Latin America's present and future youth.

The Minister intends to improve the accessibility and comparability of information about the diversity of course entry pathways by ensuring greater transparency of admissions processes and standards. The Minister is concerned about the capacity of some students to complete their courses. The Minister has asked the Panel for advice on what more needs to be done.

In September 2018, the Office for Students (OfS) published a consultation document setting out our proposed new approach to access and participation. The review focused on how we could: (a) Achieve significant reductions in the gaps in access, success and progression over the next five years; and (b) Ensure that our access and participation regulation and funding are outcome-based, risk-based, underpinned by evidence and joined up with other OfS regulatory activities. This report sets out the outcomes of our consultation relating to our approach to access and participation in higher education.

Estimates are taken from the impact assessment for the Higher Education and Research Bill, which sets out detail on underlying assumptions. The white paper 'Success as a knowledge economy: teaching excellence, social mobility and student choice' sets out plans for the creation of the Office for Students (OfS). This new public body will be a new market regulator in place of the Higher Education Funding Council for England (HEFCE) and the Office for Fair Access (OFFA).

The Office for Students (OfS) is currently undertaking a review of how it regulates access and participation and the ways in which it funds and supports related activities. To inform this review, the OfS commissioned CFE Research in June 2018 to undertake a survey of students, higher education providers and other experts. The OfS also held discussions with the OfS student panel and hosted a number of consultation events throughout September 2018. The findings from these exercises informed the development of a consultation on access and participation which was launched by the OfS on the 7th September and ran until 12th October, 2018.
This report summarises the key findings in order to inform the work of the OfS as it refines and implements its proposals. It is presented in three chapters: chapter 2 details the methodology, including a summary of the sample characteristics and the approach taken to data analysis; the consultation asked for levels of agreement with seven proposals and invited comments on each; chapter 3 details the responses to each of the proposals in turn, outlining the benefits as well as the potential risks identified by respondents; as CFE Research also conducted the access and participation review survey on behalf of the OfS, broad comparisons between the consultation and survey findings are made as appropriate; and chapter 4 summarises the perceived benefits as well as the challenges and risks associated with the proposals, identified by consultees. There is broad, overall support for all seven of the proposals put forward by the OfS in the consultation. There is a widespread perception that, together, the proposals will form the basis of an approach that will support the sector to take a more strategic, long-term view which meets the needs of current and potential students at each stage of the lifecycle.

In this position paper, TAFE Directors Australia (TDA) agrees that student choice to enrol in undergraduate degrees and higher education courses should be recognised and supported by Commonwealth supported funding. It notes that, to date, Commonwealth funding is allocated almost exclusively to university students for undergraduate course enrolments and completions. The provision of higher education qualifications by 23 TAFE institutes across Australia is in direct response to increasing industry demands for work-ready graduates with specialist higher education qualifications. TDA advocates for access for non-university providers including TAFE institutes to Commonwealth Supported Places for students, with preference for areas of skills shortages. TDA also advocates that the capability of TAFEs to deliver higher education is recognised through a specific category in the Higher Education Provider Standards. This will allow wider branding capacity for those TAFE institutes operating in this area.

This is a report of findings from an independent qualitative research study into the provision of Level 4 and 5 qualifications in England. Undertaken between January and April 2018, the study was commissioned by the Gatsby Charitable Foundation and was carried out by a team of researchers from York Consulting LLP. The research has involved semi-structured, qualitative consultations with staff at 23 higher education (HE) providers in England, comprising 16 Further Education Colleges, four Higher Education Institutions (HEIs) and three Alternative Providers. The providers interviewed were known to have significant numbers of learners at Levels 4 and 5 in subjects which related to the 15 technical routes to skilled employment outlined by the Independent Panel on Technical Education. The consultations explored three key themes: (1) The viability of Level 4 and 5 provision; (2) Labour market and employer influences on Level 4 and 5 provision; and (3) Providers' approaches to widening participation at Levels 4 and 5.

This report calls on the newly-founded Office for Students to recognise that the funding structures in higher education are fundamentally flawed. They force alternative providers to move towards standard campus-based, three-year degrees. Therefore, not providing better student choice or flexible courses. These factors reduce diversity in options for study and therefore limit opportunity for social mobility for those who most need flexible higher education.
