Regulations were introduced in the United Kingdom (UK) in September 1998 to enable secondary schools to disapply particular National Curriculum subjects for students at key stage 4 so that they could take part in an extended work-related learning program. This report presents the findings of a research study that explored the implementation and impact of these regulations in participating schools in 1999-2000. The findings are largely drawn from two postal surveys of schools and on detailed case study visits. The report begins with an introduction providing background information and an outline of the research project and its conduct. It then presents the findings in relation to: (1) the introduction of extended work-related learning programs, including the rationale, establishment of programs, selection of students, and patterns of subject disapplication; (2) the programs, including their nature and focus, recognising achievement, and internal and external conditions; (3) the impact of the programs on young people, including the effect on the achievement of under-achieving students, students’ postcompulsory progression, and the factors promoting a positive impact on participating students; and (4) the impact of programs on schools and on external partnerships. The final section presents conclusions relating to the impact of extended work-related learning, factors that contributed to successful outcomes, constraining factors, and issues for consideration in the operation of future programs.
