The aim of this paper is to discuss education policy issues in the context of empirical evidence. Two broad areas are addressed: (1) education in Australia; and (2) the transition from school to work. Research from a variety of sources is drawn on and is summarised in the appendix. School education is examined from the perspective of student performance and international comparisons are briefly given. It is noted that educational participation in senior secondary school in Australia is lower than the OECD average raising the policy question of whether participation rates should be increased. A substantial area of growth in the 1990s has been in the area of vocational education and training (VET) programs offered in secondary schools, however the authors suggest that there is little research on whether these programs benefit the participants. Participation rates in higher education and postcompulsory VET are analysed. Differences in educational participation and outcomes are analysed from the perspectives of gender, socioeconomic background and ethnic and indigenous minorities. Show less

This report, based on data from the Longitudinal Surveys of Australian Youth (LSAY) program, examines the factors that influence Year 9 Australian students’ achievements in literacy and numeracy. Research questions the report addresses include: (1) what factors contribute to achievement in literacy and numeracy; (2) how much variation in achievement results from differences between students and how much results from differences between schools; and (3) what extent of variation in achievement can be explained at the student and school levels. The study found that one sixth of variation results from differences between schools. Similarities and differences were found between literacy and numeracy findings across cohorts. Female students scored higher on reading comprehension while male students scored higher on mathematics tests. There were significantly lower scores in both literacy and numeracy amongst Indigenous students. These findings can assist educators in developing suitable reactions to improve achievement in literacy and numeracy amongst Year 9 Australian students where applicable. Show less

This project was conducted by a team from Curtin University and the Australian Council for Educational Research and funded by the Australian Government Department of Education, Skills and Employment through the National Priorities Pool Program (NPPP). This report details the findings of a feasibility study for the Department of Education and Training (DET) into the development of a higher education student equity ranking index. The purpose of the study was to determine whether it was possible to measure higher education equity performance at the institutional level and convey each institution's relative performance through an 'equity rank'. The ranking was to be based on institutional performance in regard to equity-group students, including students from low socio-economic backgrounds; students from regional/remote areas of Australia; Indigenous students; students with disability; and students from non-English speaking backgrounds.

The Longitudinal Surveys of Australian Youth (LSAY) project studies the progress of several groups of young Australians as they move from school into post-secondary education and/or work. The oldest group in the project was born in 1961 while the youngest were in Year 9 in 1998. Data is collected through the Australian Youth Survey, a major longitudinal survey of youth that interviews a group of young Australians annually about their school experiences, post-school education and training participation, and employment activities. The first part of this report examines the tertiary entrance performance of students in Year 12 in 1998 using data from the LSAY project to address a variety of demographic, socioeconomic, educational and psychological factors. These include literacy and numeracy achievement, gender, socioeconomic background, school sector, region, ethnicity and indigenous status. The second part of the report focuses on individual schools, examining the impact of schools on student performance. Show less
