Global developments including the transition to greener economies, the application of digital technologies in the world of work, and the [Coronavirus Disease 2019] COVID-19 pandemic, amongst others, are changing the way we live and work. These developments are driving technical and vocational education and training (TVET) systems to improve their capacity to identify the future skills demands and to expand access to skills development opportunities. As TVET adapts itself to the impacts of significant social, environmental, and economic disruptions, innovative practices emerge with the potential to rejuvenate the future of skills development. Schools, training centres and colleges have the potential to play a leading role to drive innovation in their local skills and innovation ecosystem.
This practical guide proposes a framework for TVET institutions to increase their capacities to drive innovation. The framework is developed on the basis of UNESCO-UNEVOC's Skills for Innovation Hubs (i-hubs) initiative, which included the participation of ten pilot TVET institutions from Africa, Asia and the Pacific and Europe. The practical guide provides a systematic, institution-wide, measurable and evidence-based methodology that enables TVET institutions to streamline innovation into their strategic planning, products and services, ecosystem engagement, and teaching and learning processes. By applying the UNEVOC Innovation Framework, TVET institutions can assess their preparedness to innovate, take actions to innovate learning processes and products and services, and develop concrete outputs for improvement. In doing so, institutions can inspire other entities in their local ecosystem to pursue the path of innovation.

Capacity building of instructing staff in the technical vocational education and training (TVET) sector in Sri Lanka is a prevailing difficulty. Trainer competencies on technology need to be continuously upgraded to match with industry developments. Geographical distribution of the trainers throughout the country adds more complications for fulfilling the need of ongoing, real time training of the trainers. Therefore this research has been focused on analysing whether e-learning is a better alternative to deliver trainer training programs for information and communication technology (ICT) trainers in the TVET sector. Further the feasibility of converting some selected training courses into e-learning based material is evaluated. The existing literature was reviewed to identify the major requirements of conducting trainer training programs and delivering such programs in an e-learning environment. Based on the identified requirements, a survey was conducted for main stakeholders, namely trainees, trainers and TVET administrators. An extensive analysis of the collected data was the basis for final recommendations. From the survey, several favorable indications were revealed in the areas of English language ability, effectiveness of training delivery and trainers with good educational background which are plus points for implementation of e-learning. The need for focused trainer training is identified in the areas of e-learning strategy, technology and the technical support on learning management systems. Several recommendations in the broad areas of infrastructure, training and institutional requirements were made for the development and implementation of e-learning in the TVET sector in Sri Lanka. Infrastructure development was a key recommendation with setting up of a centralized server facility including internet connection to every ICT training center. As well, trainer capacity building and the conversion of traditional training course modules to e-learning based materials were some important recommended activities. Show less

The Education For All (EFA) Goal No. 3 emphasises that the learning needs of all young people and adults should be met through equitable access to learning and life skills programs. In the countries of South Asia, about 22 per cent of the people are in the age group of 11-20 years and out of those about 50 per cent have either never attended school or dropped out. In the context of the above, this conference was planned by Plan India with UNESCO New Delhi with the objective of contributing to the thinking on this EFA Goal, using the experiences and learning of existing governmental and non-governmental efforts in the South Asian Region. Participants came from India, Bangladesh, Pakistan, Nepal, Maldives, Sri Lanka and Bhutan and at the conclusion of the conference, prepared a set of recommendations. The presentations for the conference were organized around the following themes: inculcating life skills amongst adolescents; basic education for out of school adolescents; gender equity and empowerment; favourable environments, safer spaces and freedom from exploitation; democratic participation: engaging with adolescents on issues related to governance and accountability; adolescents’ sexuality, reproductive health and HIV/AIDS; holistic programs for cross cutting issues; and challenges of employability.

This brief draws on the outputs of Asian Development Bank (ADB) technical assistance (TA) for Teacher Quality Analysis, implemented in 2021-2022. These outputs included a comprehensive literature review on global trends in teacher education reforms, and field studies on teacher education in four countries: Finland, Singapore, Sri Lanka, and Uzbekistan. Drawing on these studies, the TA project designed and delivered online training programs on teacher education reforms for participants in Sri Lanka and Uzbekistan. This brief highlights key findings and recommendations from the studies, and identifies potential areas for future ADB support of teacher education in its developing member countries (DMCs).

Education, especially higher education, is considered vital for maintaining national and individual competitiveness in the global knowledge economy. Following the introduction of its 'Free Education Policy' as early as 1947, Sri Lanka is now the best performer in basic education in the South Asian region, with a remarkable record in terms of high literacy rates and the achievement of universal primary education. However, access to tertiary education is a bottleneck due to an acute shortage of university places. In an attempt to address this problem, the government of Sri Lanka has invested heavily in information and communications technologies (ICTs) for distance education. Although this has resulted in some improvement, the authors of this article identify several barriers which are still impeding successful participation for the majority of Sri Lankans wanting to study at tertiary level. These impediments include the lack of infrastructure/resources, low English language proficiency, weak digital literacy, poor quality of materials and insufficient provision of student support. In the hope that future implementations of ICT-enabled education programmes can avoid repeating the mistakes identified by their research in this Sri Lankan case, the authors conclude their paper with a list of suggested policy options.

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

This article examines the role of education in ‘successful globalisation’ and how this links with agendas for sustainable development. In the first part ‘successful globalisation’ is defined as economic growth combined with equality and social peace. Japan and the East Asian tiger economies - particularly South Korea and Taiwan - have been uniquely successful in the last half century in achieving both rapid economic growth over long periods and relative income equality and social cohesion. A host of factors have been responsible for this, including fortuitous geo-political circumstances and good timing. However, education has also played a major role. The article, based on a review of international and national research literatures, analyses how far China, India, Kenya and Sri Lanka have managed to develop their own forms of successful engagement with the global economy and what part education policy has played. In the second part we relate our concept of successful globalisation to the parallel discourses of sustainable development and education for sustainable development and reflect on what our notion of ‘successful globalisation’ can borrow from and lend to these literatures.
