Since the Asia and the Pacific Regional Convention was adopted in 1983, the regional committee has been meeting biannually to examine the progress made and obstacles encountered by signatories in the application of the Regional Convention. This publication reports the results of the ninth session of the committee meeting which was held in Seoul in May 2007. The publication provides 10 country reports along with the committee's discussion on the revision of the Convention and the results of the Seminar on Regional Harmonization, which was held back-to-back with the ninth session.
The report contains the following sections: Introduction; Opening ceremony; Election of office bearers and presentation of country reports; Report from the Working Group on Revision of the Asia-Pacific Regional Convention; Seminar on Regional Harmonization: Establishing a Common Higher Education Area; Closing ceremony; Annexes: General information; Programme; List of participants. This document reports on a project which uses experts’ perceptions to describe and compare the salient features of the governance of the higher education systems in a range of countries relevant to Australia’s situation. The emphasis is on the relationships between the national government (or regional governments if appropriate) and higher education institutions, considering institutional autonomy and the government’s role (legal and de facto) in respect of seven main topics: staff; students; curriculum and teaching; academic standards; research and publication; governance; and administration and finance. A sample of twenty countries was analysed in three groups each with a different tradition of university autonomy (an Anglo-American group including Australia; a European group including Russia; and an Asian group). Education, especially higher education, is considered vital for maintaining national and individual competitiveness in the global knowledge economy. Following the introduction of its 'Free Education Policy' as early as 1947, Sri Lanka is now the best performer in basic education in the South Asian region, with a remarkable record in terms of high literacy rates and the achievement of universal primary education. However, access to tertiary education is a bottleneck due to an acute shortage of university places. In an attempt to address this problem, the government of Sri Lanka has invested heavily in information and communications technologies (ICTs) for distance education. Although this has resulted in some improvement, the authors of this article identify several barriers which are still impeding successful participation for the majority of Sri Lankans wanting to study at tertiary level. These impediments include the lack of infrastructure/resources, low English language proficiency, weak digital literacy, poor quality of materials and insufficient provision of student support. In the hope that future implementations of ICT-enabled education programmes can avoid repeating the mistakes identified by their research in this Sri Lankan case, the authors conclude their paper with a list of suggested policy options.

In recent decades, the Sri Lankan government has introduced reforms aimed at enhancing education access and quality, as well as emphasizing the importance of science, technology, engineering, and mathematics (STEM), which are crucial fields for economic development and social inclusion. This report examines how access to STEM education can affect enrollments at various levels (lower, upper secondary, higher education, and technical and vocational training) and careers in the labor market. The report also analyzes STEM education status by gender at the central, provincial, and district levels, and it highlights factors that enable and hinder the achievement of desired outcomes.
The report offers a wide range of interventions to boost student access and teacher training, including developing digital learning materials and technology-based tools to broaden service delivery, facilitate learning, and support an inclusive public education system. In addition, it proposes policy options at the central and provincial levels. The findings and recommendations can be used to guide policy and investments to achieve the country's potential to expand human capital, foster inclusion, contribute to economic development and competitiveness, promote recovery from the economic crisis, and build resilience.

This paper constitutes an analysis of data from six Asian (Bangladesh, India, Malaysia, Pakistan, Philippines and Sri Lanka) and four African (Arab Republic of Egypt, Sudan, Tanzania and Zambia) countries obtained for the International Institute for Educational Planning (IIEP) 'Research project on higher education and employment' in order to show the career orientation of women in higher education and their subsequent transition to the world of work. The paper illustrates that women are faced not only with restricted choices as regards field of study and employment, but also with low job mobility. Also, that multicultural societies such as Malaysia and the Philippines offered more opportunities for the advancement of women, despite open discrimination against them in the private sector. The authors feel that good career guidance is crucial for women's success in finding employment suited to their capabilities, qualifications and interests. However, this was seriously lacking in all countries included in the analysis.

The aim of this study was to identify the determinants of employability of new graduates in Sri Lanka. A wide-ranging review of literature on graduate employability was followed by an analysis of the country situation, using descriptive statistics and binary logistic regression. Primary data, being the main source of data, was collected through a questionnaire survey conducted to identify the employability characteristics of the graduates. The study found that the degree type, soft skills and social capital, efforts made by graduates in applying for jobs, and especially, the additional professional qualifications that students earned during the university career were the significant determinants of graduate employability in Sri Lanka. Furthermore, together with the findings of previous studies, this research provides policy implications for development of higher education in Sri Lanka.

Teachers are at the centre of quality higher education systems. This understanding is part of the international community's 17 Sustainable Development Goals [SDGs] introduced in September 2015. Goal four is known as SDG4 - Education 2030, which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. This vision requires high quality teachers using learner-centered, active and collaborative pedagogical approaches. To meet this need requires an understanding of how to effectively train, hire and promote the next generation of scholars. To address this challenge, UNESCO Bangkok and experts from the Education Research Institutes Network (ERI-Net) launched a two-year project to assess professional advancement policies and practices of higher education teaching personnel in Asia and the Pacific.
One of the outcomes of the project is this collection of case studies on academic promotion. The volume collects promising practices and assesses emerging challenges in how higher education teaching personnel are recruited, evaluated and promoted in Asia and the Pacific. Further, it presents important issues that are fundamental to UNESCO's mandate, including to promote gender equality and address concerns of teaching personnel with disabilities as well as the fair treatment of part-time staff and other potentially vulnerable people.

This report summarises the publicly available data, from three main sources, on enrolments of international students within New Zealand education provider sectors from 2003 to 2009. Summary information is also stated on the numbers of approved student visas and permits during 2003 to 2009. This information is disaggregated by origin, according to the key markets of North Asia, South-East Asia, the Middle East, Europe and North America, and the developing markets of Latin America and South Asia. Further information is given on the estimated economic value-added to New Zealand from international education.
From a peak of 121,190 international fee-paying enrolments in 2003 there has been a 23 per cent decline to 93,505 enrolments in 2009. This decline initially mainly affected private training establishments and schools, and from 2005 a reduction in total enrolments within the public tertiary education sector was also recorded. In 2009 a near six per cent increase in international enrolments was recorded, reversing the trend since 2003. The main beneficiaries of this growth were private training establishments, particularly English language schools.
