This paper, aimed at education policymakers, provides analysis and insights on how the right to education for refugees could be ensured from a policy perspective. It does so by reviewing the current status of access to education of refugees, using the scant data that is available in this area. It also outlines some of the extensive barriers to education that refugees face, with recognition of the multifaceted, interlinked and complex nature of exclusion. It provides an overview of the international normative frameworks and global agendas on education that can be applied to refugees to ensure their right to education and achieve [Sustainable Development Goal] SDG 4. Additionally, this document presents practical examples, good practices, and promising measures taken by countries in order to ensure the inclusion of refugees in their national systems and better guarantee the fulfilment of their right to education. As a result of this research, collaboration and the invaluable contributions from the participants in a dedicated Expert Meeting in Barcelona (2018), a set of policy recommendations are provided in the last chapter which aims to guide policymakers to ensure equal access to good quality education for refugees.

Ideas about the organisation of work combined with the knowledge of the workforce are emerging as the key to competitive advantage in the global economy. This study explores the cross-cultural diffusion of ideas about the organisation of work with important implications for the connection between work and learning, knowledge generation, and the challenges in managing work around the world in the future. Eight Japanese affiliated manufacturing facilities operating in the United States of America (USA) are closely examined to document the flow of ideas from Japan to the USA and the emergence of a reverse spread of innovation back to Japan. The findings of the research are organised into six areas: the cross-cultural diffusion of work practices; team-based work systems; kaizen (ongoing incremental improvement) and employee involvement; employment security; human resource management; and, labour management relations. It is argued that throughout these areas of work runs 'virtual knowledge' which is defined as the critical understandings that are a function of particular combinations of people. Those organisations that have anticipated and channelled virtual knowledge are able to generate a knowledge-driven workplace and continuous improvement. Show less

This publication focuses on distance higher education, with an emphasis on the lifelong learner, and in the light of the increasing need for international co-operation and for co-ordinated policies in areas such as quality assurance, funding and appropriate use of ICTs. It contains papers by experts on the various topics covered and aims to provide current information on the important relevant issues, problems and trends, and practical advice for educational planners and decision-makers. The introductory chapter provides an overview of the issues to be discussed. Chapters two and three provide a broad background survey, indicating some of the general trends, issues and challenges in the area of distance higher education and lifelong learning at their current stage of development. Chapter four examines funding. Chapters five, six and seven cover the experiences of Senegal, China and Finland, in order to provide useful insights and policy lessons. Chapters eight, nine and ten look at key overarching issues such as quality assurance, accreditation, recognition of qualifications for certification, and cross-border student mobility, describing some important national and international initiatives in these areas. Chapter 11 focuses on the need for a sound and constantly growing base of research to inform the planning and implementation of effective distance and lifelong education programs. At the end of each of the main chapters is a checklist of policy implications relating to the area covered by the author, i.e. specific lessons that can be used by planners and policy-makers. Each chapter contains a bibliography, notes, and a list of relevant websites. The final chapter synthesises the main threads of the book and identifies some of the broad implications for the future that can be drawn from it. This two-volume publication provides an update on the progress made in establishing and implementing national and regional qualifications frameworks around the world since 2017. It includes information on national and regional developments, challenges and success factors, as well as selected cross-cutting themes. It is the result of cooperation between Cedefop, the ETF, UNESCO and the UNESCO Institute for Lifelong Learning. This is volume II of the inventory and provides information on regional development. Section one provides an inventory of national qualifications frameworks for over 100 countries. For each country, the inventory outlines: the national context; policy objectives; stakeholder involvement and institutional arrangements; recognition and validation of non-formal and informal learning and learning pathways; recognition of foreign qualifications; national qualification framework implementation; referencing to regional frameworks; and important lessons and future plans. The 2022 Gender Report presents fresh insights on progress towards gender parity in education with respect to access, attainment and learning. It showcases the results of new models that provide coherent estimates, combining multiple sources of information, on out-of-school and completion rates. It also reviews the results of learning assessments released over the past 18 months, which present an almost global picture of the gender gap in reading, mathematics and science achievement in lower and upper primary and lower secondary grades. They provide a baseline against which to assess the impact of [Coronavirus Disease 2019] COVID-19 on inequality when post-pandemic data start being released next year.
[The report] emphasizes the role of non-state actors in influencing gender inequality in and through education. Non-state actors have filled in provision gaps left by the public education system. The 2022 Gender Report presents evidence on gender gaps in the share of students enrolled in private institutions by sex and what drives these gaps in the various regions. It also provides case studies on the privatization of childcare in high-income countries, the impact of non-state faith-based schools in Asia on gender norms and the role of women's universities around the world.
Some non-state actors have pushed the gender equality agenda forward, while others have undermined progress in order to maintain the status quo. Some have been at the front line for girls' education in emergencies. Some have lobbied against comprehensive sexuality education. Some champion inclusion of marginalized girls, while others maintain discriminatory gender norms. Depending on the context, it is important not to make assumptions but to look carefully at the data and work together to eliminate all forces that prevent anyone on the basis of gender from fulfilling their potential through education.

More than 150 countries worldwide are now developing and implementing qualifications frameworks. The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. The result of collaborative work between Cedefop, ETF, UNESCO and the UNESCO Institute for Lifelong Learning, the inventory acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation.

The debates on women and teaching have been wide ranging and, in some cases, contentious. They have included reviews of why the profession can become gender imbalanced in favour of women, the impacts of this on learning processes and student education, and the implications on women’s overall empowerment within society and the economy. Most of the research to date has concentrated on developed countries, such as the UK, Australia and Canada, where women have been a significant majority in the teaching workforce for decades. This study looks at how the teacher feminisation debate applies in developing countries. Drawing on the experiences of Dominica, Lesotho, Samoa, Sri Lanka and India, it provides a strong analytical understanding of the role of female teachers in the expansion of education systems, and the surrounding gender equality issues. Four of the countries (Dominica, Lesotho, Samoa and Sri Lanka) have a majority of women teachers in their teaching workforce. In the case of India, the study focuses on the contrasting state level experiences of Kerala and Rajasthan; Kerala is known for the high percentage of female teachers in its workforce, whereas, in Rajasthan, female teachers are few and far between. The study analyses issues through a broader lens on gender equity as it pertains not just to education, but also to employment and women’s rights and empowerment more generally.
