This annual edition of Labour Force Statistics provides detailed statistics on population, labour force, employment and unemployment, broken down by sex, as well as unemployment duration, employment status, employment by sector of activity and part-time employment. It also contains participation and unemployment rates by sex and detailed age groups as well as comparative tables for the main components of the labour force. Data are available for each OECD member country and for OECD-Total, Euro area and [European Union] EU15. The time series presented in the publication cover 20 years for most countries. It also provides information on the sources and definitions used by member countries in the compilation of those statistics.

The 2000 edition of ‘Education at a Glance: OECD Indicators’ provides a larger range of indicators, based on a new framework for comparing educational programs which OECD governments developed and adopted in 1999. The indicators are displayed in six chapters. Chapter A presents indicators on the context in which education systems operate. It focuses on the demographic background to educational provision as well as on the existing stock of human capital. Chapter B deals with the financial and human resources that countries invest in education, comparing spending on education relative to national income, the number of students and the size of the public purse; the ways in which education systems are funded and the sources from which the funds originate; and the split of resources between different resource categories. Chapter C presents indicators on access to education, participation, progression and completion. Trends in enrolment and completion in the various levels of education and types of educational institution are shown in order to indicate how educational supply and demand have evolved in different countries. Chapter D deals with the learning environment and the various ways in which school systems are organised. Chapter E presents a broad picture of individual, social and labour-market outcomes of education. It deals with labour force participation by level of educational attainment; education and work among the youth population; and earnings and educational attainment. Finally, Chapter F presents indicators on student achievement. Education at a Glance is designed to provide a comprehensive statistical description of the state of education internationally. It covers a broad range of educational domains and the data presented are accompanied by detailed explanations on how to draw valid conclusions from the indicators and to interpret country differences. The Statistics Directorate of the Organisation for Economic Co-operation and Development (OECD) publishes data which assist in analysing economic developments at all levels: national accounts, foreign trade, labour force, short-term statistics and leading cyclical indicators. This publication provides data for the short-term evaluation of major labour force components and employment by sector. For each country there are two pages of graphs presenting statistics for the last ten years and two pages showing the corresponding quarterly figures for the last six-year period. The most recent available figures are indicated for the following countries: Australia, Austria, Canada, Czech Republic, Finland, France, Germany, Hungary, Italy, Japan, Korea, New Zealand, Norway, Poland, Portugal, Spain, Sweden, Switzerland, the United Kingdom and the United States.

Rates of labor force participation in the US in the second half of the nineteenth century among free women were exceedingly (and implausibly) low, about 11 per cent. This is due, in part, to social perceptions of working women, cultural and societal expectations of female's role, and lack of accurate or thorough enumeration by Census officials. This paper develops an augmented free female labor force participation rate for 1860. It is calculated by identifying free women (age 16 and older) who were likely providing informal and unenumerated labor for market production in support of a family business, that is, unreported family workers. These individuals are identified as not having a reported occupation, but are likely to be working on the basis of the self-employment occupation of other relatives in their households. Family workers are classified into three categories: farm, merchant, and craft. The inclusion of this category of workers more than triples the free female labor force participation rate in the 1860 Census, from 16 per cent to 56 per cent, which is comparable to today's rate (57 per cent in 2018).

This paper presents the results of the first large-scale data collection conducted in the framework of the OECD/UNESCO Institute for Statistics/Eurostat project on careers of doctorate holders (CDH). Doctorate holders represent a crucial human resource for research and innovation. While they benefit from an employment premium, doctoral graduates encounter a number of difficulties on the labour market, notably in terms of working conditions. These difficulties are to some extent linked to the changes affecting the research systems, where employment conditions have become less attractive. Women, whose presence among doctoral graduates has grown over the years, are more affected by these challenges. The labour market of doctoral graduates is more internationalised than that of other tertiary-level graduates and the doctoral population is a highly internationally mobile one. In the European countries for which data are available, 15 per cent to 30 per cent of doctorate holders who are citizens of the reporting country have experienced mobility abroad during the past 10 years. Migration and mobility patterns of doctoral graduates are similar to those of other tertiary levels and other categories of the population with important flows towards the United States, principally from the Asian countries, and large intra-European flows, notably towards France, Germany and the United Kingdom. While a number of foreign graduates receive their doctorate in the host country, a large share (and the majority in the Western European countries for which data are available) have acquired their doctoral degree out of the host country and experienced mobility afterwards. Mobility of doctorate holders is driven by a variety of reasons that can be academic, job related as well as family and personal.

This publication summarises the OECD's compendium of education statistics, 'Education at a glance 2011'. It provides accessible data on key topics in education today, including: education levels and student numbers - how far have adults studied, and what access do young people have to education?; economic and social benefits of education - how does education affect people's job prospects, and what is its impact on incomes?; paying for education - what share of public spending goes on education, and what is the role of private spending?; the school environment - how many hours do teachers work, and how does class size vary?; and PISA - a special section introduces findings from the 2009 round of the OECD Programme for International Student Assessment (PISA), which examined the knowledge and skills of 15-year-old students in more than 70 countries and economies. Each indicator is presented on a two-page spread. The left-hand page explains the significance of the indicator, discusses the main findings, examines key trends and provides a roadmap for finding out more in the OECD education databases and in other OECD education publications. The right-hand page contains clearly presented charts and tables, accompanied by dynamic hyperlinks (StatLinks) that direct readers to the corresponding data in Excel™ format.

This final report from the International Adult Literacy Survey, presents evidence on the nature and magnitude of the literacy gaps faced by OECD countries. It offers new insights into the factors that influence the development of adult skills in various settings - at home, at work and across the 20 countries for which comparable household assessment results are included. Findings point to large differences in the average level and population distribution of literacy skills both within and between countries. Low literacy skills are evident among all adult groups in significant, although varying, proportions. Literacy proficiency varies considerably according to home background factors and educational attainment in most of the countries surveyed. However, the relationship between literacy skills and educational attainment is complex. Many adults have managed to attain high levels of literacy proficiency despite a low level of education; conversely, some have low literacy skills despite a high level of education. These differences matter both economically and socially: literacy affects, inter alia, labour quality and flexibility, employment, training opportunities, income from work and wider participation in civic society. Improving the literacy skills of the population remains a large challenge for policy makers. The results suggest that high-quality foundation learning in schools is important but insufficient as a sole means to that end. Policies directed at the workplace and family settings are also needed. The employers’ role in promoting and rewarding literacy skills is particularly important for skills development. Show less

It is made up of five sections that explore the following topics: education levels and student numbers, looking at education levels in the general population, how and where young people are studying and how well they make the transition into the world of work, overseas study and social barriers to education; the economic benefits of education, looking at the extent to which education brings economic gains to individuals, in the form of higher incomes and lower unemployment rates, and at how these benefits serve as an incentive for people and societies to invest in education; paying for education, discussing how much countries spend on education, the role of private spending, what education money is spent on and whether countries are getting value for money; the school environment, describing how much time teachers spend at work, and how much of that time is spent teaching, class sizes, teachers’ salaries and the age and gender distribution of teachers; and school choice, parent voice, looking at the extent to which parents can choose their children’s schools, and the degree to which school autonomy makes that choice meaningful, as well as parents’ role in school governance.

Across OECD countries, governments are seeking policies to make education more effective while searching for additional resources to meet the increasing demand for education. The 2010 edition of ‘Education at a glance: OECD indicators’ enables countries to see themselves in the light of other countries’ performance. It provides a rich, comparable and up-to-date array of indicators on systems and represents the consensus of professional thinking on how to measure the current state of education internationally. The indicators show who participates in education, how much is spent on it and how education systems operate. They also illustrate a wide range of educational outcomes, comparing, for example, student performance in key subject areas and the impact of education on earnings and on adults’ chances of employment. The indicator framework distinguishes between a macro level, two meso-levels and a micro-level of education systems. These relate to the education system as a whole, the educational institutions and providers of educational services, the instructional setting and the learning environment within the institutions, and the individual participants in education and learning.
