This report briefly describes the skill standards movement and then discusses why it has taken a prominent place in the current education reform agenda. The arguments about the changing nature of work and skills that underlie the growing interest in skill standards are addressed. Two broad models of skills are presented. The first model - the skills components model - is rooted in ideas about the role of nonprofessional or front-line workers in traditionally organised workplaces. The second model - the professional model - is more closely related to understanding the role of workers in innovative workplaces. The next section uses the two models to analyse twenty-two skill standards pilot projects. The results are mixed. The final section presents conclusions and policy directions. Show less

This report summarises a number of opportunities for two-year colleges to foster community development in the context of business incubation and entrepreneurship education and training programmes. These are summarised from a practical standpoint to assist and inform administrators, instructors and students with an interest in entrepreneurship and community development. Sections cover: establish a business incubator, providing education and training opportunities in business incubation, supporting the business community, two-year college-based education and training in entrepreneurship, and facilitating school-to-work-to-business ownership transition.
This is the third in a series of three reports. The research base is derived from a national survey of entrepreneurs and managers in business incubators operating under different sponsorship arrangements, including support from two-year colleges (see report 1, TD/INT 57.250), and from case studies featuring business incubators operating under contrasting settings and organisation schemes (see report 2, TD/INT 57.249). Building on the assumption that the most important skill for the future is the ability to think, an initial framework for an intellectual processes curriculum theory has been described. While it is acknowledged that the curricular framework is incomplete, it is hoped that a critical examination and elaboration of the framework will be undertaken by technology educators. Many of the programs described in recent issues of 'The technology teacher' and 'TIES magazine' contain aspects of the proposed intellectual processes curriculum and should serve as a testing ground for further refinements of this initial framework. This study focuses on the roles of vocational and academic teachers in the integration process, drawing from previous research. Interviews were conducted at school sites. Emerging themes were: cooperative efforts; curriculum strategies; instructional strategies; administrative practices and procedures; student outcomes; teacher outcomes. These themes are described in the report, as well as several unsuccessful attempts at integrating academic and vocational education. This article was published in the Summer 1991 issue of the ‘Journal of industrial teacher education’, v. 28, no. 4, pp. 7-21. It discusses an investigation which considered the question of effective leadership in vocational education administrators, in view of the need for good leaders in times of change such as the present unstable situation of vocational education in the United States. The study looked at: the criteria used by vocational instructors when judging the leadership effectiveness of their administrators; whether the gender of the instructor related to the criteria; and, whether the educational level at which the instructor practiced (secondary or postsecondary) related to the criteria. Rather than relying on traditional measures of student performance, such as grades and the completion of Carnegie units in specific courses, new admissions procedures in four-year colleges and universities attempt to describe what students know and can do. In this brief, the authors describe recently completed and continuing research aimed at assessing whether students who participate in career-related courses and work-based learning in high school benefit from these new assessments. The authors begin by describing the rationale behind efforts to redesign undergraduate admissions, noting some of the deficiencies in traditional measures used for student selection into colleges and universities. They then highlight recent initiatives in states in which changing admissions have been developed: California, Wisconsin, Oregon, and Washington. Finally, they end with preliminary conclusions about the use of changing admissions procedures for students who follow a career-oriented curriculum in high school.

This document is designed to provide a vehicle for sharing information about promising state efforts in the USA, toward standards-based reform and accountability system development. In 1998, the National Association of State Boards of Education (NASBE) organised the Study Group on Education Accountability to determine how the various components of accountability could be combined within a coherent system. The resulting framework of 10 action-oriented standards to guide the development of state accountability efforts is outlined, followed by case studies of various states, describing promising practices or particular strategies within an accountability system that have operationalised some of the NASBE standards. The resources section contains information on the NASBE standards, an extensive bibliography, and information on providing information for inclusion in further updates to this document on the Web.
