The ‘LSC Corporate Plan 2004’ (indexed at TD/TNC 71.535) sets out LSC’s vision of young people and adults in England having knowledge and productive skills matching the best in the world by 2010. This draft strategy, covering three years to 2005, is intended to show how LSC, both locally and nationally, will achieve this. It is a consultative document which outlines the consultation process, sets the context, and describes the structural changes to be achieved. These are: creating a demand-led system; improving supply and capacity; establishing the framework; and measuring progress. Also included is the consultation response form.

Pick up any learning and skills sector policy document and you will find an emphasis on the partnership. Sharing resources, know-how and the ideas offers the possibility of finding new ways to engage learners and get the provision right for them. Partnership is not easy - with the opportunity comes the challenge of working well with difference. This publication explores the nature of partnership working within the sector and how partnership can add value for more and different adult learners. It draws on the practical examples from the sector to show how the rhetoric becomes reality. A number of questions will be discussed: Why work in partnership? What is partnership, in practice? What makes partnership and collaboration work best? How can we translate good will and good intentions into effective partnership that makes a difference for learners, and for partners too?

This report analyses the findings of a major survey of households in the Humberside region of the UK, commissioned in March 2003 by Learning and Skills Council (LSC) Humberside. Conducted by BMG Research during April, May and June 2003, the survey aimed to collect information from local residents that would provide an understanding of the learning and skills environment in the region. The report is based on 2500 interviews and results have been weighted so that they are representative of the workforce at district level. Key objectives of the research were to: (1) measure progress towards local LSC targets relating to participation and achievement; (2) monitor past, present and future participation in learning (both job related and that undertaken for personal interest); (3) explore attitudes towards learning and personal development, particularly in relation to the barriers to and benefits from learning; (4) determine the perceived level of ability in basic and other skill areas; (5) obtain individual perceptions of employer investment in their learning and skill development (where appropriate); and (6) establish current learning levels and link these to qualifications. The findings reveal that, in terms of participants’ perceptions of the appropriateness of their skills and qualifications for their current job, a significant majority believe that the skills and qualifications they have are relevant. In May 2004, the Learning and Skills Council (LSC) launched ‘Working together: strategy for the voluntary and community sector’ (indexed at TD/TNC 76.540) with the intention of building upon existing good practice and maximising the contribution of the voluntary and community sector (VCS) to post-16 education and training for individuals, employers and the wider community. This document is a summary progress report on the implementation of this strategy. Key achievements are: publication of a toolkit to promote best practice; staff contact for the VCS in the 47 local LSC offices; establishment of regional and local compacts setting out shared principles; local LSCs collaborating with regional VCS workforce development advisers; support for regional and local VCS consortia; and a capacity-building fund of two million pounds. This report evaluates 283 projects funded through the Basic Skills and ESOL (English for speakers of other languages) in Local Communities Initiatives in the UK. The aims of the evaluation were to highlight and disseminate examples of good practice, particularly related to the delivery of basic skills and ESOL learning opportunities; to see whether and how projects have encouraged adults with literacy and numeracy and ESOL needs to engage with basic skills provision; and to analyse the opportunities for learners to contribute to the development and evaluation of the projects in which they took part. The results of the study showed that over 12,500 learners were recruited, of whom most were new learners, and that the majority of learners felt that they had made progress and increased their confidence in learning. Of the projects that were most successful, it was found that effective partnerships between providers and local community groups was a key factor in success. A range of recommendations is given on topics such as provision for asylum seekers, the continuing encouragement of learners, and the need for flexible funding arrangements. Show less

In June 2003, the UK government will publish a national Skills Strategy and Delivery Plan. The strategy will establish a broad agenda for raising skill levels amongst young people and adults in close cooperation with employers to ensure that their skill needs are satisfied. The strategy will describe the roles and responsibilities of employers, individuals and government in skills development, including the government’s role in providing institutional, qualifications and quality frameworks. The aim of the strategy is to create a more demand-led learning system and it will include: a comprehensive approach to promoting participation in learning through better advice and rendering learning more attractive and accessible to learners of all ages; the government’s approach to engaging employers across all areas of skills development; adult workforce development, especially in relation to the delivery plan for the new Level 2 target for adults, i.e. to reduce by at least 40% the number of adults in the workforce without a Level 2 or equivalent qualification by 2010; and the outcomes of the review of the funding of adult learning. This technical paper sets out some of the potential options and related funding issues for colleges and providers which are being considered as part of the current review of funding adult learning and development of the skills strategy. It also reflects the work of the Learning and Skills Council Funding Group.

This guide is a result of research conducted in summer 2009 among a selection of [further education] FE colleges. The colleges that participated in the research were involved in a range of programmes aimed at encouraging colleges to support those who are out of work to gain sustainable employment: (1) National Voluntary Training Pilot (NVTP); (2) The Training Offer for those unemployed for six months (Six Month Offer); (3) Adult Learner Responsive Pilot (ALR Pilot); and (4) Sector Employability Toolkits Pilot (SET Pilot). The guide covers six key areas: (1) planning and setting up provision; (2) identifying courses that will help learners move into employment; (3) increasing referrals from [Job Centre Plus] (JCP) and directly recruiting learners; (4) maximising conversions from referral to enrolment and learning; (5) helping students move in to sustainable work and continue learning; and (6) monitoring success in learning and work. The research was conducted while many of the colleges interviewed were still at relatively early stages of delivery (most had established processes and partnerships but only a few had delivered courses to significant numbers of learners). As such this guide should be seen as containing examples of good practice so far; further good practice is expected to emerge when delivery is at a more advanced stage and more colleges are involved with the offers.

An action research project or development project is a short-term, focused piece of development work linked to quality improvement. Projects can be used to design and refine new, often experimental, approaches within an organisation, test out new ways of working, address identified weaknesses, enhance performance and introduce more systematic practice. Such projects also provide the opportunity to develop understanding, among staff, learners and all involved, how quality processes can lead to real improvement. This publication draws on the experience of those involved in managing and working on development projects in the Adult and Community Learning Quality Support Programme (ACLQSP) and on the views of consultants who have supported them. Using case studies of projects undertaken during the three years of the programme, this guide illustrates the benefits which can derive from such small-scale interventions; in particular it shows how an action research approach adds value to quality improvement projects.
