Lifelong learning is acknowledged as a key element of sustained economic progress and social cohesion in the ‘new economy’. The implementation of lifelong learning presents new and complex resource challenges. Lifelong learning redefines the content, place, timing, and duration of learning and is potentially expensive to put into practice. In February 2002, the OECD Secretariat, in partnership with the European Learning Account Project (ELAP), organised an international seminar to develop a strategy for documenting and exchanging experience with promising approaches to financing lifelong learning supported through co-financing by employers and public authorities. Participants in that seminar debated and subsequently approved guidelines for documenting the objectives, structure, and results to date of different mechanisms to co-finance lifelong learning and agreed to cooperate with the ELAP and OECD in exchanging expertise and lessons from experience. In November 2002, the OECD and the National Learning and Skills Council of England held a second international seminar entitled ‘Taking stock of experience with co-finance mechanisms’ to review the outcomes of this phase of work. This report of the second seminar contains the reports that were presented by the following countries: Australia; Austria; the Basque region of Spain; Germany; Korea; the Netherlands; Sweden; Switzerland; and the United Kingdom.
