This abstract describes a study within which the researchers reviewed the concept of practical English, examined practical English evaluation tools that had been developed in the UK, USA, Japan and Korea and then performed a needs analysis for both practitioners and education coordinators. The focus of human resource management in many Korean companies is on white collar workers in spite of the contributions of the blue-collar workers to Korea’s industrial development and economic growth. This study investigates the importance of ‘skill and function encouragement’ and the methods currently in use as well the gain sharing plans as a measure to increase productivity. The study proposes a gain-sharing model and offers suggestions to implement it correctly.
