This [environment scan] Escan provides Innovation and Business Skills Australia (IBSA) with an opportunity to combine direct industry intelligence with statistical data on training and workforce participation. Through this process, skill needs and workforce development priorities are identified for Australia's innovation and business industries. The information is used by IBSA to advise government on refinements to training packages to meet the needs of industry and identify investment priorities for Australia's vocation education and training (VET) system.

The Business Services industry is made up of organisations that provide business related services to other businesses. It covers a range of sectors including marketing and advertising, management consulting, legal services, human resources and staffing, data processing and customer contact facilities or call centres. Business services underpin the work of organisations in all sectors of the economy from large commercial enterprises through to small not for profit organisations. The major markets for business services are government, finance and insurance. The Business Services industry employs over 750,000 people - 7.0 per cent of the Australian workforce. It is also highly dispersed, comprising a large number of small, individual practices. Employment in all sectors is expected to grow over the next five years, except for contact centres, which is expected to remain stable.

Key issues likely to affect the industry over 2013-14 include: technological advances, particularly cloud computing; a movement towards value added services, particularly in assisting businesses with a full service from inception of solutions to implementation; new government legislation; continued demand from the resources and energy sector. Key workforce development issues and challenges for the industry include: organisations are requiring more knowledge and skills from their workers; strong communications and relationship building skills are critical for all sectors; competition for talent means businesses will need to know how to value diversity in all its forms; productivity has emerged as a major issue across key sectors of the economy; ongoing upskilling and reskilling of workers in relation to information and communications technology (ICT); due to increasing regulation, accountability and need for proficiency in IT as well as a flattening out of management structures, there is more pressure on workers to develop their literacy and numeracy skills.

Innovation and Business Skills Australia's environment scan (Escan) underpins our advice to governments and other stakeholders on skills needs and workforce development priorities across our six industries: business services, cultural and creative industries, financial services, information and communications technologies, printing and graphic arts, and training and education. Escan 2012 combines direct industry intelligence with statistical data on training and workforce participation and presents detailed analysis of the influencers on workforce development and skills demand. The Escan addresses the following key areas: apparent or emerging industry productivity issues for IBSA's six industries; workforce development and skilling priorities; and priorities for training package continuous improvement.

The training and education industry has been - and is - undergoing change principally affected by two factors: changes in funding models and the comprehensive introduction of demand driven systems. Revenue was expected to reach $104.7 billion in 2013-14, was confirmed at $110.9 billion in October 2014 and is forecast to reach $136.7 billion by 2018/19. The education and training industry provides education services from preschools and schools, through to vocational education and training (VET) and higher education. In July 2015 [Innovation and Business Skills Australia] IBSA commissioned a national project to review and report on the future directions for [vocational education and training] VET level public relations training in Australia. The project was to scope the possible directions that would inform subsequent updates and revision to the Business Services Training Package (BSB). The objectives of the project were: (1) to identify the relevant industry currency of existing units of competency and qualifications within BSB covering public relations; (2) to scope the potential of BSB public relations with regard to contemporary industry practices, including the need for relevant qualifications in the sector; (3) to identify the extent of industry support for further development of relevant units of competency, qualifications and/or skill sets; and (4) to scope the possible pathways between any proposed qualifications, higher education and other relevant components in the existing BSB Package. This final report presents the findings of the project, an analysis of the scoping issues and a recommended solution for VET public relations training.

The Industry Reference Committee (IRC) skills forecast and proposed schedule of work identifies priorities for training package development work to meet the needs of industry. Chemical, Hydrocarbons and Refining (CHR) are a diverse group of industry sectors covering the production of chemicals, petroleum, coal products, and metals product manufacturing and refining. Although the industry covers three distinct sub-sectors, some jobs and skills have crossover between the sectors.

Cultural and creative practitioners, businesses and organisations are changing how they work, who they work with, and how they communicate their products and services to clients and audiences. Rapidly developing digital technologies require new skills to complement traditional or artisan skill to capitalise on the broadening range of options available in an increasingly global operating context. Australians have significantly increased their participation in the arts since 2009. The creative sector contributes around $90.1 billion in turnover to the national economy annually. It adds almost $45.8 billion in gross domestic product (GDP) and helps generate exports of $3.2 billion dollars annually. The environment scan (Escan) provides Innovation and Business Skills Australia (IBSA) with an opportunity to gather industry intelligence on business directions and emerging workforce development issues and to consider them in light of statistical information on training and industry trends. This report examines the key challenges facing the financial services industry and considers their impact on workforce development. The primary objective of the Escan is to advise Government of industry skill and workforce development needs and investment priorities for Australia's [vocational education and training] VET system. The report will also be of interest to other audiences including registered training organisations (RTOs) intent on responding to industry workforce development needs, and enterprises developing and implementing strategies to build workforce skill and productivity. The major challenges that the financial services industry has reported to IBSA are summarised in relation to skilling and workforce development with particular focus on the national vocational education and training (VET) system. These challenges are generally specific to the financial services industry but a common theme is the significant mobility and responsiveness required of VET; this need presents policy, administrative and service challenges to all that support industry skilling. This 2011 financial services Escan also presents an industry case study. The case study, looking at St George Bank, highlights the importance of and potential success which can be achieved when a planned approach is taken to workforce development.

IBSA's industry coverage comprises enabling skills and functions that are relevant across a wide range of industries. The Escan is consequently an important contribution to thinking on skills and workforce development across-the-board and will be of interest to many stakeholders in government and industry.

The key objective of the Escan is to identify skills needs and workforce development priorities for Australia's innovation and business industries. The information is used by IBSA to refine Training Packages to meet the needs of industry and identify investment priorities for Australia's VET system. The Escan reports on trends in training within IBSA industries and the uptake and use of IBSA Training Packages and their qualifications.

ICP05 Printing and Graphic Arts Training Package (ICP05) is the framework for developing the workplace skills and knowledge that Australia's printing industry needs to stay productive and competitive. ICP05 was endorsed on 22 July 2005, for national delivery. ICP05 was developed through extensive industry consultation during 2004 and early 2005. It reflects the skills, knowledge and effort of industry and training organisations. Each unit of competency and each qualification in ICP05 meets industry requirements, and learner needs, for flexibility and relevance. The detailed specifications in ICP05 are only the nuts and bolts. Assembling them to achieve the best results requires industry, training providers, learners and assessors to work together. The kit is designed for: trainers and assessors who are implementing ICP05; managers responsible for implementing ICP05 in training organisations; employers and managers in the printing industry; members of the printing industry's professional and industry bodies; and trainers and assessors wanting to integrate ICP05 units of competency into qualifications from other training packages.

The printing industry has been hit hard over the past five years. Demand from downstream book, magazine and directory publishers has decreased contributing to the industry's declining activity. Consumers and businesses have increasingly traded and conducted business online without the aid of printed materials. The industry is now adapting by going down the chain to offer full service solutions. The digital age is projected to continue eroding printing businesses and bigger printers are becoming increasingly interested in smaller customers, which is expected to make it difficult for smaller operators to compete over the next five years.
